ปัญหายาเสพติดในปัจจุบันถือเป็นปัญหาระดับชาติที่ส่งผลกระทบต่อความมั่นคงของ
ประเทศ การค้ายาเสพติดได้เปลี่ยนแปลงรูปแบบจากการค้ายาเสพติดภายในประเทศไปสู่
อาชญากรรมทางเศรษฐกิจข้ามชาติ การศึกษามาตรการป้องกันอาชญากรรมทางเศรษฐกิจข้ามชาติ
โดยศึกษาเฉพาะกรณีการค้ายาเสพติดของประเทศไทย มีวัตถุประสงค์เพื่อศึกษารูปแบบความ
ร่วมมือและผลกระทบของมาตรการป้องกันอาชญากรรมทางเศรษฐกิจข้ามชาติในประเด็นเกี่ยวกับ
การค้ายาเสพติดของประเทศไทย ตลอดจนวิเคราะห์ปัญหาและอุปสรรคในการด าเนินการป้องกัน
อาชญากรรมข้ามชาติและการบังคับใช้กฎหมายที่มีผลกระทบทางเศรษฐกิจ เพื่อน าไปสู่การ
เสนอแนะแนวทางการแก้ปัญหาการด าเนินการป้องกันอาชญากรรมทางเศรษฐกิจข้ามชาติซึ่ง
การศึกษาได้ใช้วิธีการศึกษาวิจัยเชิงคุณภาพ มีวิธีการด าเนินการเก็บข้อมูลด้านทุติยภูมิ โดยอาศัยการ
ค้นคว้าข้อมูลจากเอกสาร ต ารา บทความ วิจัย ตัวบทกฎหมาย และสื่อสิ่งพิมพ์ต่างๆ ตลอดจนข้อมูล
จากสื่อออนไลน์ที่เกี่ยวข้องกับมาตรการป้องกัน เศรษฐกิจข้ามชาติ และการค้ายาเสพติดโดยสืบค้น
ข้อมูลจากแหล่งข้อมูลทั้งภายในประเทศไทยและต่างประเทศ การเก็บข้อมูลด้านปฐมภูมิโดยวิธีการ
สัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลที่มีองค์ความรู้จ านวนทั้งสิ้น ๑๒ คน แล้วรวบรวมข้อมูลที่ได้มาท า
การวิเคราะห์เชิงเนื้อหาตามกรอบและประเด็นที่ได้ท าการศึกษา ซึ่งได้ผลสรุปรูปแบบความร่วมมือ
และผลกระทบของมาตรการป้องกันอาชญากรรมทางเศรษฐกิจข้ามชาติและทราบถึงปัญหาและ
อุปสรรคในการด าเนินการป้องกันอาชญากรรมข้ามชาติและการบังคับใช้กฎหมายที่มีผลกระทบทาง
เศรษฐกิจทั้งในด้านความร่วมมือและการด าเนินการ และด้านการบังคับใช้กฎหมายซึ่งเกิดจาก
เจ้าหน้าที่ผู้บังคับใช้กฎหมายและที่เกิดจากมาตรการทางกฎหมาย ตลอดจนแนวทางการแก้ปัญหาการ
ด าเนินการป้องกันอาชญากรรมทางเศรษฐกิจข้ามชาติและมีข้อเสนอแนะส าหรับแนวทางการ
แก้ปัญหาการด าเนินการป้องกันอาชญากรรมทางเศรษฐกิจข้ามชาติได้แก่ ข้อเสนอแนะเชิงกฎหมาย
ข้อเสนอแนะเชิงนโยบาย ข้อเสนอแนะในทางปฏิบัติ และข้อเสนอแนะด้านวิชาการ

The current drug problem is a national problem that affects the security of the
country. Drug trafficking has changed the pattern of domestic drug trafficking into transnational
economic crimes. A study on the prevention of transnational economic crimes by focusing on the
case of drug trafficking in Thailand aims to study the patterns of cooperation and the impact of
transnational crime prevention measures on issues related to drug trafficking in Thailand, and to
analyze the problems and obstacles to the implementation of transnational crime prevention and
the enforcement of economic law in order to provide guidance on solving the problem of crossborder economic crime prevention. The study utilized qualitative research methodology, with the
secondary data collection method, based on research findings from research papers, legal research
papers and publications, including information from online media related to preventive measures
of transnational economy and drug trafficking problems by searching information from both
domestic and international sources. Primary data collection by means of in-depth interviews from
knowledgeable12 informants. The data collected were content analyzed in accordance with the
framework and issues studied, which summarized the patterns of cooperation and the impact of
multinational economic crime prevention measures. It also identified issues and obstacles to the
implementation of transnational crime prevention and enforcement, both in terms of cooperation
and enforcement and law enforcement by law enforcement officials, and the resulting legal
measures as well as solutions to the problem of transnational economic crime prevention.
Moreover, there were suggestions for solutions to prevent transnational crime prevention,
including legal recommendations, policy recommendations, practical recommendations, and
academic recommendations.
