บทคัดย่อ
เรื่อง การพัฒนาความร่วมมือทางทหาร ระหว่างกองทัพไทยกับ
กองทัพมาเลเซียเพื่อความมั่นคงในภูมิภาคอาเซียน

ผู้วิจัย พลตรี ธิติชัย เทียนทอง หลักสูตร วปอ. รุ่นที่ ๖๐
กองทัพไทยและกองทัพมาเลเซีย มีความร่วมมือทางทหารกันมาเป็นเวลายาวนาน
โดยเฉพาะความร่วมมือในการปราบปรามโจรจีนคอมมิวนิสต์มลายา ท าให้มีความร่วมมือด้านชายแดน
ที่มีความแน่นแฟ้น มีกลไกความร่วมมือตั้งแต่ระดับชาติจนถึงท้องถิ่นได้แก่ คณะกรรมการชายแดน
ทั่วไป คณะกรรมการระดับสูง คณะกรรมการชายแดนส่วนภูมิภาค และคณะท างาน ๖ คณะ
ประกอบด้วย คณะท างานทางบก คณะท างานทางทะเล คณะท างานทางอากาศ คณะท างาน
ด้านการข่าวและการปฏิบัติการจิตวิทยา คณะท างานด้านการจัดการชายแดน และคณะท างาน
ด้านการจัดการภัยพิบัติ ต่อมาได้จัดตั้งคณะกรรมการด้านการฝึกร่วมผสมขึ้นซึ่งบางส่วน
เป็นความร่วมมือของฝ่ายพลเรือนด้วย รวมทั้งมีกิจกรรมเรื่องแลกเปลี่ยนการเยือนของผู้น าระดับสูง
ทางทหาร การทูตทหาร แลกเปลี่ยนข่าวกรองและด้านการศึกษา มีการลาดตระเวนร่วมในช่องแคบ
มะละกา การฝึกร่วมผสม การฝึกผสม การปฏิบัติเพื่อสันติภาพ การแก้ปัญหาจังหวัดชายแดนภาคใต้
ในขณะที่สมาคมอาเซียนที่จัดตั้งเมื่อ ๑๐ ส.ค.๒๕๑๐ ได้มีการขยายสมาชิกภาพและพัฒนาไปสู่
การเป็นประชาคมอาเซียนในปี ๒๕๕๘ ซึ่งอาเซียนยังมีปัญหาที่กระทบต่อความมั่นคง ได้แก่
การแข่งขันกันสร้างอิทธิพลระหว่างจีนกับสหรัฐฯ การอ้างกรรมสิทธิ์ในทะเลจีนใต้ปัญหาการก่อการร้าย
ปัญหาความมั่นคงและผลประโยชน์แห่งชาติทางทะเล ปัญหาเส้นเขตแดน การโยกย้ายถิ่นฐานของ
ประชากร การค้ามนุษย์ การท าประมงผิดกฎหมาย ปัญหายาเสพติด ภัยธรรมชาติและภัยพิบัติต่างๆ
รวมทั้งปัญหาความมั่นคงไซเบอร์ การพัฒนาเป็นประชาคมอาเซียนยังคงมีความท้าทายในเรื่อง
ความแตกต่างทางเชื้อชาติ ศาสนา ระบบการปกครอง ระดับการพัฒนาทางเศรษฐกิจ ภูมิหลัง
ทางประวัติศาสตร์ ความสัมพันธ์พิเศษเฉพาะกลุ่มและการเป็นพันธมิตรกับประเทศนอกกลุ่ม ท าให้
ระดับความร่วมมือทางทหารของประเทศสมาชิกไม่เท่าเทียมโดยยึดผลประโยชน์แห่งชาติของตน
เป็นหลัก อาเซียนจึงยังไม่สามารถเป็นพันธมิตรทางทหาร ตามแนวคิดความมั่นคงร่วม (Collective
Security) ได้ ไทยและมาเลเซียมีความร่วมมือทางทหารในระดับที่ดี สามารถพัฒนาเพื่อเป็นตัวแบบ
และแกนหลักของอาเซียนได้ในกรอบประชาคมการเมืองและความมั่นคงของอาเซียน โดยมีข้อเสนอ
ให้บูรณาการนโยบายความร่วมมือในทุกด้านเพื่อบรรลุผลประโยชน์แห่งชาติ พัฒนาความร่วมมือ
ด้านการแพทย์ทหาร และด้านไซเบอร์ ขับเคลื่อนกลไกความร่วมมือชายแดนให้มีประสิทธิภาพ
พัฒนาการแลกเปลี่ยนและวิเคราะห์ข่าวกรอง วางแผนจัดจัดก าลังพลไปแลกเปลี่ยนด้านการศึกษา
เข้าร่วมการฝึกสามฝ่ายกับมาเลเซียและจีนและ เชิญจีนเข้าร่วมการฝึก JCEX THAMAL ซึ่งเป็นการฝึก
ด้านบรรเทาสาธารณภัยระหว่างไทยกับมาเลเซีย เพื่อสร้างดุลยภาพที่เหมาะสมระหว่างจีนกับสหรัฐฯ
ขยายความร่วมมือด้านการต่อต้านการก่อการร้าย และการปฏิบัติการเพื่อสันติภาพ เพื่อความมั่นคง
ในภูมิภาคและความมีเกียรติและศักดิ์ศรีในเวทีระหว่างประเทศ

ABSTRACT
Title Development of military cooperation between the Royal Thai
Armed Forces and the Malaysian Armed Forces for regional
security in ASEAN

The Royal Thai Armed Forces and the Malaysian Armed Forces has a
longstanding military cooperation, especially in the suppression of Malaya Chinese
communists resulting in strong border cooperation. There are mechanisms of
cooperation from national to local levels, such as General Border Committee, High
Level Committee, Regional Border Committee and 6 working groups namely Land
Working Group, Maritime Working Group Air Working Group, Intelligence and Psychology
Operations Working Group, Border Management Working Group, and Disaster
Management Working Group. Later on, the Joint and Combined Exercise Committee
was established. Some of the working groups include civilian partners. Furthermore,
there are also exchanges of visits by senior leaders in the Armed Forces, Military
Diplomatic Community, as well as intelligence and educational exchanges. There is
also Joint Patrol in the Malacca Strait, Joint and Combined Exercises, Combined
Training, including Peacekeeping Operations Practices and troubleshooting for the
Southern border provinces. The Association of Southeast Asian Nations (ASEAN)
established on August 10, 1967, which expanded its membership and developed into
an ASEAN Community in 2015 still faced with security issues such as influencing
competition between the People’s Republic of China and the United States of America
over the ownership claims in the South China Sea, International Terrorism, Maritime
Security and National Interests, Boundary Lines, Population Migration, Human
Trafficking, Illegal fishing, Drugs Trafficking, Natural Disasters and other Tragedies,
including Cyber Security issue. The development of the ASEAN community continues
to be a challenge in terms of racial differences, religion, and governance, economic
development level, historical background, special affinity and partnership with nonASEAN member countries, which result in the level of military cooperation among
member states being uneven, based on national interests. ASEAN therefore cannot yet
become a military ally community inthe sense of Collective Security concept. Thailand
and Malaysia have maintained good military cooperation which can be developed as
a model and core of ASEAN within the framework of the ASEAN Political and Security ค
Community. It is proposed to integrate cooperation policies in all aspects to achieve
national interests, develop military medicine and cyber security cooperation, drive
border cooperation mechanism to be more effective, develop exchanges and analysis
of intelligence, develop plan to organize the exchanges of education, join the trilateral
exercise with Malaysia and China, and inviting China to participate in the ThailandMalaysia Joint and Combined Exercise (JCEX THAMAL) on humanitarian assistance and
disaster relief to create the proper balance between China and the United States,
expand cooperation on counter terrorism and peacekeeping operations for regional
security as well as recognizable prestige and honour in the international arena.
