เรื่อง แนวทางในการก าหนดนโยบายพัฒนาชุมชนเข้มแข็ง

การวิจัยเรื่องแนวทางในการก าหนดนโยบายพัฒนาชุมชนเข้มแข็ง มีวัตถุประสงค์เพื่อ
ศึกษาชุมชนเข้มแข็ง เพื่อศึกษาปัจจัยที่ท าให้ชุมชนแข็งแรง และ เพื่อเสนอแนวทางในการก าหนด
นโยบายพัฒนาชุมชน เพื่อสร้างชุมชนเข้มแข็ง เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) จาก
การวิเคราะห์ข้อมูล ๕ ด้าน ดังนี้ ด้านกระบวนการ/นโยบาย ด้านสังคม ด้านเศรษฐกิจ ด้านวัฒนธรรม
และด้านผู้น าชุมชน โดยการสัมภาษณ์เชิงลึก (In - depth Interview) จากผู้ทรงคุณวุฒิ ซึ่งเป็น
ผู้ที่มีประสบการณ์เกี่ยวกับการพัฒนาชุมชนเกี่ยวกับกระบวนการในการเป็นชุมชนเข้มแข็ง เกี่ยวกับ
ปัจจัยที่ท าให้ชุมชนแข็งแรง และข้อมูลด้านกฎหมายการพัฒนาชุมชน ท าให้ทราบถึงปัจจัยสนับสนุน
รวมทั้งแนวทางในการก าหนดนโยบายพัฒนาชุมชน จ านวน ๔ ท่าน ผลการวิจัยพบว่า การพัฒนา
ชุมชนเข้มแข็งได้นั้น สามารถแบ่งทั้งหมด ๕ ด้านหลัก ซึ่งประกอบไปด้วย ด้านกระบวนการ/นโยบาย
ภาครัฐต้องสร้างกระบวนการมีส่วนร่วมกับเกษตรกรและหน่วยงานที่เกี่ยวข้อง เพื่อน านโยบายไปสู่การ
ปฏิบัติอย่างเป็นรูปธรรมในทุกขั้นตอนของการก าหนดและการปฏิบัติงานด้านการพัฒนาชุมชนเข้มแข็ง
เจ้าหน้าที่และผู้ที่เกี่ยวข้องในองค์กรของภาครัฐที่มีหน้าที่ขับเคลื่อนการน านโยบายไปสู่การปฏิบัติ ต้อง
มีความรู้ความเข้าใจเกี่ยวกับแนวทางการด าเนินการของระบบบริหารจัดการชุมชน และทราบความ
ต้องการของคนในชุมชนอย่างแท้จริง ด้านสังคมการด าเนินงานจากสังคมที่ดี ควรสร้างจิตส านึกร่วม
ของคนในชุมชนให้เพียงพอ สร้างความรู้ความเข้าใจเกี่ยวกับโครงการหรือกิจกรรมให้ชุมชนตระหนักถึง
การพึ่งพากันเองภายในชุมชนโดยไม่หวังพึ่งพาหน่วยงานภาครัฐแต่เพียงอย่างเดียว และพัฒนา
ศักยภาพของชุมชนโดยมีหน่วยงานภาครัฐหรือภาคเอกชนที่เข้าไปส่งเสริมการพัฒนาด้านชุมชน
เข้มแข็ง เพื่อให้ชุมชนสามารถพึ่งพาตนเองได้อย่างยั่งยืน ด้านเศรษฐกิจชุมชนต้องมีการจัดตั้งกองทุน
หรือกลุ่ม เพื่อระดมเงินทุนส าหรับการส่งเสริมและสนับสนุนศักยภาพของสมาชิกในชุมชน รวมทั้ง
สมาชิกในชุมชนสามารถปรับตัวให้เข้ากับระบบกลไกการผลิต การลดต้นทุนการผลิต ตลอดจนสามารถ
สร้างมูลค่าเพิ่มจากสินค้าที่มีอยู่ภายในชุมชนได้ ด้านวัฒนธรรมชุมชนควรดึงภูมิปัญญาและความ
ภูมิใจในชุมชน เพื่อสร้างความเชื่อมั่นต่อสังคม ถึงในศักยภาพของชุมชนที่มีความรู้เท่าทันในวัฒนธรรม
ของชุมชน ทั้งวัฒนธรรมของชุมชนตนเอง และวัฒนธรรมของชุมชนอื่น ด้านผู้น าชุมชน ผู้น าชุมชน
ต้องมีความเข้มแข็ง มีภาวะผู้น า มีความเสียสละ เชื่อมั่นและศรัทธาในกระบวนการประชาธิปไตย เพื่อ
เป็นแบบอย่างให้กับสมาชิกในชุมชน และผู้น าชุมชนต้องมีแนวคิดในการพัฒนา ตลอดจนสามารถหา
รูปแบบการพัฒนาชุมชน เพื่อให้เกิดการขับเคลื่อนและผลักดันให้ชุมชนเข้มแข็ง อย่างยั่งยืน ข
ข้อเสนอแนะ การที่จะสามารถพัฒนาไปสู่การก าหนดนโยบายพัฒนาชุมชน เพื่อสร้างชุมชนเข้มแข็ง
ควรจะต้องด าเนินการพัฒนา การก าหนดนโยบายการพัฒนา ยุทธศาสตร์ ทุกภาคส่วนในชุมชนมีส่วน
ร่วมในการก าหนดในทุกขั้นตอน ควรมีการบูรณาการการท างาน เน้นคุณภาพงานมากกว่าปริมาณงาน
งาน เน้นการพัฒนาชุมชนที่มีศักยภาพ และมีการติดตามประเมินผลโครงการ ผลักดันการด าเนินการ
ด้านการพัฒนาชุมชนเข้มแข็ง ควบคู่กับการพัฒนาศักยภาพของชุมชน น าโดยผู้น าชุมชน และ
ประชาชน ช่วยกันขับเคลื่อน โดยวิธีแบบรัฐจัดการ และวิธีแบบที่ชุมชนบริหารจัดการตนเอง โดยที่
รัฐบาลควรมีนโยบายที่จะเสริมสร้างความเข้มแข็งของชุมชนที่เป็นรูปธรรมชัดเจน พร้อมน้อมน าหลัก
เศรษฐกิจพอเพียงมาปฏิบัติ โดยปรับมาใช้กับการพัฒนาของประเทศ ภายใต้หลักการ “เข้าใจ เข้าถึง
พัฒนา”

Purposes of the research on strong community development guidelines are to study
strong communities and factors which strengthen communities and to propose guidelines for
setting a community development policy in order to build strong communities.
This qualitative research is based on five dimensions of data analysis: process/policy, social,
economic, cultural, and community leaders. The data have been collected by setting up
in-dept interviews with four experts who are experienced in community development,
process of strong community building, factors that strengthen the community, and legal
information of community development which helps us know about supporting factors
as well as guidelines for setting up a community development policy.
As the research found five main aspects of process/policy, social, economic, cultural,
and community leaders, all of these aspects can develop communities to be strong. Firstly,
the process/policy aspect, the government must establish a participatory process with
farmers and relevant agencies to implement the policy into concrete action at all stages of
the strong community development determination and operation. Administrators and
relevant agencies in government organizations who run a policy into an operation need to
be knowledgeable in guidelines for implementation of community management system and
to understand the needs of the community. Secondly, social aspect, a sense of community
and knowledge and understanding about projects or activities for the community should be
created in order to make people in the community realize their dependence without
the need to rely solely on government agencies. In addition, the community’s potential
should be developed with an assistance from government or private sector in order to
enable a community to be sustainable self-reliance. Thirdly, economic aspect,
the community must establish funds or groups in order to raise funds for the promotion and
support of community members. Moreover, community members should be able to adapt
themselves to production mechanism, production costs reduction, and value addition to
existing products of the community. Fourthly, cultural aspect, people should bring outwisdom and pride of their own communities to build confidence in society about the
community’s potential to be knowledgeable in both the cultures of their communities and
other community cultures. Finally, community leaders aspect, community leaders must be
determined, have leadership, sacrifice, believe and have faith in the democratic process in
order to be a role model for community members. Moreover, community leaders need to
initiate development ideas and to be able to figure out their own community development
in order to drive and reinforce the strong community sustainably.
For suggestion, with an ability to develop into a community development policy in
order to build a strong community, the development of a strategic policy for all sectors
should be carried out at every step. Every sector should integrate and focus on the quality
of work rather than the workload. Also, focusing on developing potential communities and
monitoring the project should occur. Strong community development should be promoted
alongside community’s potential development which are led by community leaders and
the public, powered by state-managed and self-managed approaches. The government
should have a policy to reinforce the concrete community and implement the sufficiency
economy by adapting to the development of the country under the "Understand, Reach Out
and Develop" principle.
