การศึกษาวิจยันÊีมีวตัถุประสงค์คือ ๑) เพืÉอศึกษาปัญหาความขดัแยง้จากการก่อความไม่
สงบในพืÊนทีÉสามจงัหวดัชายแดนภาคใต ๒) ้ เพืÉอศึกษาปัญหาและอุปสรรคในการแกป้ ัญหาความไม่
สงบในพืÊนทีÉสามจงัหวดัชายแดนภาคใตโ้ดยสันติวิธีดว้ยกระบวนการพูดคุยสันติภาพ ๓) เพืÉอเสนอ
แนวทางการพูดคุยโดยสันติวิธีเพืÉอแกไ้ขปัญหาความไม่สงบในพÊนที ื Éฯเป็นการศึกษาวจิยัเชิงคุณภาพ
โดยมีผูใ้ห้ข้อมูลสําคญั (Key Informant) ประกอบด้วยกลุ่มเจ้าหน้าทÉีรัฐได้แก่ข้าราชการทหาร
ตาํรวจ พลเรือน ผูน้ ําทอ้งถิÉน และนักวิชาการดา้นศาสนา ทีÉปฏิบตัิงานเกÉียวเนืÉองกบัการแกป้ ัญหา
ความไม่สงบในพÊืนทีÉสามจงัหวดั ชายแดนภาคใต้จาํนวน ๑๐ คน ผูต้อ้งหาในคดีความมนคง Éั ๔ คน
และนาํขอ้มูลทÉีได้วเิคราะห์โดยอาศยัหลกั ตรรกะเทียบเคียงแนวคิดทฤษฎีควบคู่บริบท
ผลการศึกษาพบว่าสาเหตุของปัญหาความไม่สงบทÉีเกิดขÊึนในพืÊนทีÉสามจังหวดั
ชายแดนภาคใตม้ าจากเหตุผลสําคญั ๓ประการคือ ๑) มีความตอ้งการแบ่งแยกดินแดน ๒) รู้สึกวา่ มี
ความไม่เป็นธรรมจากการปฏิบตัิของเจา้หนา้ทีÉรัฐ และ๓) ตอ้งการต่อสู้เพืÉออุดมการณ์ศาสนาอิสลาม
สําหรับปัญหาอุปสรรคสําคญั ทÉีเกิดจากการพูดคุยสันติภาพใน ๓ ครัÊงทีÉผ่านมา พบว่า
๑)ความเป็นเอกภาพภายในคณะทาํงาน ๒)ไม่ไดก้าํหนดกรอบร่วมกนัก่อนไปพูดคุยและ ๓)ปัญหา
การสืÉอสารต่อสาธารณะทÊงประชาชนในพื ั ÊนทีÉและประชาชนส่วนใหญ่ของประเทศให้เขา้ใจเหตุผล
ของการพูดคุยวา่ มีขอบเขตมากนอ้ยแค่ไหนจึงทาํใหก้ารยอมรับบทบาทของรัฐไม่ดีเท่าทีÉควร
ข้อเสนอแนะ ควรมีการจดัให้มีการประชุมร่วมของคณะผูแ้ทนถึงกรอบหรือแนวทาง
ในการพูดคุยก่อนและภายหลงัการพูดคุยทุกครัÊงเพืÉอสร้างความเป็นเอกภาพของคณะผูแ้ทน และเร่ง
สร้างความเขา้ใจต่อสาธารณะถึงขอบเขตกรอบในการพูดคุย ควรมีการพูดคุยแบบเป็ นทางการและ
แบบไม่เป็นทางการในลกั ษณะคู่ขนาน โดยมีวงรอบของการพูดคุยทีÉชดัเจน มียุทธศาสตร์ในการ
เปิดตวัองคก์รคู่เจรจาใหม้ ากทÉีสุด และตอ้งขอความร่วมมือใหฝ้่ายมาเลเซียร่วมกดดนั ให้แกนนาํของ
องค์กร BRN ทีÉมีอาํ นาจตดั สินใจและคุมกาํลงัการปฏิบตัิการทางยุทธวิธีในพÊืนทีÉเขา้ร่วมพูดคุยบน
โตะ๊เจราและหวัหนา้คณะผแู้ทนไม่ควรมีภาพลกัษณ์ใกลช้ิดกบัฝ่ายการเมืองมากเกินไป
abstract:
ABSTRACT
Title : Trend of peaceful mean talk with a rioter in order to solve unrest
problems in the area of three south frontier provinces

This research study has objectives as 1) To study problems of conflict regarding unrest creation
in the area of three south frontier provinces. 2) To study problems and barriers in solving of unrest in the
area of three south frontier provinces by peaceful means with peace talking movement 3) To present the
trend of talking by peaceful means in order to solve the problems of unrest in the area. It is a qualitative
research study by having key informants to provide information. They are consisting of a group of
governmental officers who are military, police and civil officers as well as local leaders and religious
scholars performing works that relate with solving of unrest problems in the area of three south frontier
provinces by number of 10 persons and 4 suspects in security cases and taking information which has
been analyzed by using logic principal comparing with theoretical idea and going together with context.
The result of study is found that the reasons of unrest problems which are occurred in the area of
three south frontier provinces are come from 3 important causes which are 1) Requirement of Separatism
2 ) Feeling of unfair from performance of governmental officers and 3 ) Requirement of fighting for
Islamic religious ideology.
For the important problem barriers which were occurred from 3 previous peace talks, it found
that 1) Unity within the working group 2) Not specify mutual framework before the talk 3)
Communication problem with publics, both local people and most of people in the country in order to
understand reasons of the talking that how much limit it makes consent of government roles which are
not good enough.
The suggestions are, there should arrange mutual meetings of a representative group and rush to
build up understanding to publics for limit of talking frame, there are formal and informal talks as parallel
type by having perimeter of talk clearly. Also, having a strategy in opening of organizations of both
negotiating parties mostly and must request cooperation from Malaysia to have mutual pressure into core
persons in BRN organization who have power to decide and control its operating fellows as artifice in the
area of attending the talk in a negotiating table, and the president of representatives should not have too
close image with the political section.
