เรื่อง ยุทธศาสตร์การจัดการอุทยานแห่งชาติสู่สากล

การศึกษาจัดท ายุทธศาสตร์การจัดการอุทยานแห่งชาติสู่สากล เพื่อใช้เป็นแนวทาง
บริหารจัดการอุทยานแห่งชาติยุคใหม่ มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์การบริหารจัดการ
อุทยานแห่งชาติในปัจจุบันให้ตอบสนองต่อวัตถุประสงค์หลักของการจัดการอุทยานแห่งชาติในระดับ
สากล เพื่อศึกษาปัญหาและอุปสรรคการบริหารจัดการอุทยานแห่งชาติของไทย และการก าหนด
ยุทธศาสตร์การจัดการอุทยานแห่งชาติให้ได้มาตรฐานสากล เพื่อสนับสนุนยุทธศาสตร์ชาติระยะ 20 ปี
ของรัฐบาลในการพัฒนาเศรษฐกิจ สังคม และสิ่งแวดล้อมของประเทศ โดยมีขอบเขตการวิจัย คือ
พื้นที่อุทยานแห่งชาติทั่วประเทศ ได้ก าหนดกระบวนวิธีการวิจัยเป็นการวิจัยเชิงคุณภาพ โดยรวบรวม
ข้อมูลปฐมภูมิและทุติยภูมิ ท าการวิเคราะห์สังเคราะห์ข้อมูล ในระหว่างเดือนธันวาคม พ.ศ. 2560
ถึงพฤษภาคม พ.ศ. 2561 ผลการวิจัยพบว่า อุทยานแห่งชาติของไทยมีการก าหนดแนวเขต มีการ
บังคับใช้กฎหมาย เพื่อคุ้มครองรักษาทรัพยากรธรรมชาติและความหลากหลายทางชีวภาพ
ได้ด าเนินการติดตามสถานภาพของทรัพยากร ชนิดพันธุ์และระบบนิเวศที่ส าคัญ เพื่อคงไว้ซึ่ง
วัตถุประสงค์ของการศึกษาวิจัยในพื้นที่อุทยานแห่งชาติ จัดให้มีกิจกรรมการท่องเที่ยวที่ให้
ประสบการณ์ที่มีคุณค่าต่อการเรียนรู้ของประชาชน รวมถึงการพัฒนาโปรแกรมสื่อความหมาย
ธรรมชาติ เพื่อส่งเสริมการท่องเที่ยวและนันทนาการ และริเริ่มการมีส่วนร่วมจากทุกภาคส่วนในการ
บริหารจัดการอุทยานแห่งชาติให้เป็นไปตามแนวทางประชารัฐ ส่วนปัญหาและอุปสรรคของการ
บริหารจัดการอุทยานแห่งชาติที่เกิดขึ้นในปัจจุบัน ประกอบด้วยปัญหาด้านการอนุรักษ์ทรัพยากรและ
ความหลากหลายทางชีวภาพ ปัญหาด้านกฎหมาย ปัญหาด้านการบุกรุกพื้นที่อุทยานแห่งชาติ
และปัญหาผลกระทบสิ่งแวดล้อมจากการท่องเที่ยวในอุทยานแห่งชาติ จากนั้นได้ด าเนินการก าหนด
ยุทธศาสตร์การจัดการอุทยานแห่งชาติสู่มาตรฐานสากลเพื่อใช้เป็นกรอบในการด าเนินงาน 4 ด้านหลัก
คือ ยุทธศาสตร์ที่ 1 การคุ้มครอง ดูแลรักษาทรัพยากรธรรมชาติในอุทยานแห่งชาติ ยุทธศาสตร์ที่ 2
การดูแลรักษาทรัพยากรการท่องเที่ยวและการพัฒนาการท่องเที่ยวอย่างยั่งยืน ยุทธศาสตร์ที่ 3
การวิจัยและพัฒนานวัตกรรมเพื่อการจัดการอุทยานแห่งชาติ และยุทธศาสตร์ที่ 4 การเพิ่ม
ประสิทธิภาพและบูรณาการการบริหารจัดการอุทยานแห่งชาติ การวิจัยครั้งนี้ สอดคล้องกับ
ยุทธศาสตร์ชาติ 20 ปี ซึ่งเป็นการใช้เทคโนโลยีและนวัตกรรมขับเคลื่อนการจัดการอุทยานแห่งชาติ
มีการปรับเปลี่ยนการบริหารจัดการให้ทันสมัย มีประสิทธิภาพ และเน้นการเพิ่มมูลค่าการท่องเที่ยว
เพื่อน าไปสู่การจัดการตามมาตรฐานสากล อุทยานแห่งชาติของไทยจ าต้องอาศัยแบบอย่างจาก
อุทยานแห่งชาติที่มีชื่อเสียงในระดับโลก ต้องมีคู่มือและแผนการจัดการเป็นเครื่องมือส าหรับบริหาร
จัดการอุทยานแห่งชาติ มีระบบการพัฒนาบุคลากรทุกระดับอย่างสม่ าเสมอและต่อเนื่อง และท้ายสุด
จะต้องมีการจัดการตามแนวทางการจัดการเชิงระบบนิเวศและมีส่วนร่วมกับทุกภาคส่วน ในการ
จัดการอุทยานแห่งชาติอย่างยั่งยืนต่อไป

ABSTRACT
Title National Parks Management Strategies to International Standard
Field Strategy

The study on national parks management strategies to international
standard for new paradigm of national parks management. The purpose is to analyze
current situation of national parks management in response to the main objectives of
the principle of national parks management. Problems and obstacles of Thai national
parks management were studied and to design a national parks management
strategies to meet criteria of international standards in order to support the
government’s 20-year national strategy. The research area cover 154 national parks
all over country, the primary and secondary data were collected and analyzed during
December 2017 to May 2018.
The research found that Thai national parks have a boundary demarcation
and law enforcement to protect natural resources and biodiversity. The status of
resources has been monitored for important species and ecosystem to maintain the
purpose of research in the national parks. Tourism activities that provide valuable
learning experiences for the people was address as well as the development of
a meaningful literacy program. In order to promote tourism and recreation, national
parks had initiated participation with all sectors in accordance with the guidelines of
the cabinet. The problems and obstacles of the current national parks management
consists of resource conservation and biodiversity issue, legal issues, the problem of
invasion of national parks area and the environmental impact of tourism.
The national parks management strategy has been implemented to international
standards in order to use as a framework for the implementation of four main areas as
follows ; strategy 1 protecting natural resources in national parks, strategy 2
maintaining tourism resources and sustainable tourism development, strategy 3
research and development of innovation for national parks management, strategy 4
enhancing and integrating national parks management. This research is in line with the
20-year national strategy, which is apply technology and innovation to drive national
parks management. However, in order to promote national parks management to
international standards, Thailand’s national parks need to rely on the famous model
of national parks in developed country. Anyway, all national parks must have
a manual and management plan as a tool for the management. Finally, it must be
managed in accordance with the ecosystem management and involve with people
and all sectors for sustainable management.
