เรื่อง แนวทางการพัฒนาระบบงานมาตรฐานทางทหาร กระทรวงกลาโหม

ก ารวิจัยค รั้งนี้มี วัตถุประสงค์ 1 . เพื่อศึกษ า ระบบง านม าต รฐ านท างทห า ร
กระทรวงกลาโหม 2. เพื่อศึกษาถึงปัจจัยที่สนับสนุนให้เกิดผลส าเร็จในระบบงานมาตรฐานทางทหาร
กระทรวงกลาโหม 3. เพื่อเสนอถึงแนวทางการพัฒนาระบบงานมาตรฐานทางทหารกระทรวงกลาโหม
สนับสนุนงานวิจัยสู่อุตสาหกรรมป้องกันประเทศ ผู้วิจัยได้ศึกษาแนวทางการพัฒนาระบบงาน
มาตรฐานทางทหารกระทรวงกลาโหม เป็นการวิจัยเชิงคุณภาพ ผลของการวิจัยพบว่า แนวทางการ
พัฒนาระบบงานมาตรฐานทางทหารกระทรวงกลาโหมมีรูปแบบเป็น “PUDI System” ประกอบด้วย
4 ขั้น คือ 1. ต้นแบบจากการวิจัยและพัฒนา (Pre-Production Prototype) ผลผลิตที่ได้จะต้องผ่าน
เกณฑ์มาตรฐานมากกว่าร้อยละ 50 2. ผู้ใช้ (User) ผลผลิตที่ได้ในขั้นนี้จะต้องได้รับการยอมรับจาก
ผู้ใช้และผ่านเกณฑ์มาตรฐานมากกว่าร้อยละ 75 ประกอบด้วย 3 ส่วน ดังนี้ 1) หน่วยขึ้นตรง 3 เหล่าทัพ
2) หน่วยงานภาครัฐ 3) หน่วยงานเอกชน 3. แผนการด าเนินงานของกระทรวงกลาโหมสู่สายการผลิต
(Defence’s Processing Plan) 4. การรับรองมาตรฐานสู่อุตสาหกรรม (Industry Standard)
ผลผลิตที่ได้ในขั้นนี้จะต้องผ่านเกณฑ์ มาตรฐานร้อยละ 100
ข้อเสนอแนะจากการศึกษาผู้วิจัยได้มีข้อเสนอแนะ ดังนี้ 1. ควรจะก าหนดให้ทุกภาค
ส่วนรวมกันจัดท าแผนแม่บทมาตรฐานทางทหารของกระทรวงกลาโหม 2. ควรจะต้องมีเจ้าภาพหลัก
ในการศึกษาความเป็นไปได้ของงานมาตรฐาน 3. การสร้างต้นแบบวิจัย 4. การสร้างต้นแบบ
สายการผลิต 5. ควรเริ่มการผลิตแบบน าร่อง 6. การด าเนินการเข้าสู่การผลิตเชิงอุตสาหกรรม

ABSTRACT
Title Military Standards Development of Ministry of Defence

This is a study of the Approaches to Development of the Military Standard of
Military of Defense. The research aimed (1) to study the military standard system of
Military of Defense (2) to study factors supporting successfulness of military standard
system. (3) to propose the guidelines of development the military standard system point
to the military defense industry. The results of the research reveal that the development
of the military standard system of Ministry of Defense is modeled as "PUDI System" which
consisted of 4 parts. 1. Pre Production Prototype (P), the output must meet the standard
more than 50%. 2. User (U) such as Armed forces, government unit and private sector.
The output must be accepted by users and pass the standard more than 75%
3. Defense ‘s Production Plan (D), is divided into 4 steps which are formulation and
requirements, production, standard testing, and required armaments 4. Industry
Standard (I), the output obtained at this step must meet the standard criteria 100%.
For this study, the researcher has the suggestion as follows : 1. All sectors
should collaborate to formulate a military standard master plan of Ministry of Defense
2) It should have an official unit in charge to study the feasibility of the military standardization.
3) To research the prototype in term of experimental design 4) Prototype production
line that should be concerned about the system integration. 5) Pilot production that
should do in pilot or initial. 6) Implementation into the industrial production.
