งานวิจัยนี้ผู้วิจัยศึกษาเพื่อหาแนวทางในการการส่งเสริมการลงทุนสู่ภูมิภาคเพื่อลดปัญหาความ
เหลื่อมล้้าทางรายได้ของประเทศไทย นโยบายส่งเสริมการลงทุนสู่ภูมิภาคเป็นนโยบายส้าคัญในการลด
ความเหลื่อมล้้าทางรายได้หากการลงทุนกระจายออกไปสู่ภูมิภาคก็จะท้าให้รายได้กระจายไปยัง
ประชาชนในภูมิภาค ซึ่งรัฐบาลไทยได้ด้าเนินการมานานกว่า ๔๐ ปี แต่การลงทุนของเอกชนยังกระจุก
ตัวอยู่ในบางจังหวัดไม่กีจังหวัด เช่น เชียงใหม่ ล้าพูน อยุธยา ฉะเชิงเทรา ชลบุรี ระยอง ปราจีนบุรี
นครราชสีมา ขอนแก่น สงขลา ภูเก็ต เป็นต้น จังหวัดเหล่านี้มีมูลค่าผลิตภัณฑ์มวลรวมจังหวัดต่อหัวได้
สูงขึ้นมากกว่าค่าเฉลี่ยของประเทศ(ในปี ๒๕๖๐ มีมูลค่าผลิตภัณฑ์มวลรวมต่อหัวเฉลี่ย ๒๒๘,๓๗๑
บาท) แต่ยังจังหวัดอื่นอีก ๖๒ จังหวัด ซึ่งเป็นพื้นที่ส่วนใหญ่ของประเทศยังมีมูลค่าผลิตภัณฑ์มวลรวม
จังหวัดต่อหัวต่้ากว่าค่าเฉลี่ยของประเทศ จากผลการวิจัยพบว่าจังหวัดเหล่านี้มีโครงสร้างพื้นฐาน
พร้อมซึ่งส่วนใหญ่พัฒนาโดยเอกชนหรือมีหน่วยงานในพื้นที่ให้การสนับสนุนที่ดี ผู้วิจัยได้ศึกษาถึง
ปัญหาของประเทศไทยและกรณีตัวอย่างความส้าเร็จการกระจายลงทุนไปสู่ภูมิภาคของประเทศ
สหพันธรัฐเยอรมนีและญี่ปุ่น และได้เสนอแนวทางในการส่งเสริมการลงทุนสู่ภูมิภาคเพื่อลดความ
เหลื่อมล้้า โดยเสนอให้รัฐบาลให้ความส้าคัญต่อคนในพื้นที่ให้มีส่วนร่วมในการก้าหนดนโยบายและ
ด้าเนินกิจกรรมส่งเสริมการลงทุนในพื้นที่นั้นในลักษณะกลุ่มจังหวัด ท้าการปรับปรุงระบบการศึกษา
ให้มุ่งเน้นเรียนรู้เพื่อสร้างทักษะจากการท้างานจริง และมุ่งเน้นน้าเด็กในครอบครัวยากจนมาเข้ารับ
การศึกษาต่อจากการศึกษาภาคบังคับเพื่อให้มีทักษะและความรู้สูงสามารถมีงานท้าที่มีรายได้สูง
ส่งเสริมให้เอกชนท้าการพัฒนาโครงสร้างพื้นฐานรองรับการลงทุนในพื้นที่ต่างจังหวัดและท้าการชักจูง
การลงทุนไปยังพื้นที่ที่ท้าการพัฒนา พัฒนารถไฟทางคู่และเครือข่ายอินเตอร์เน็ตให้ครอบคลุมทุก
ภูมิภาคของประเทศ จัดตั้งคลัสเตอร์การผลิต การบริการ การเกษตร กระจายไปทั่วทุกภูมิภาคของ
ประเทศ พัฒนาการเชื่อมโยงการผลิตและบริการระหว่างจังหวัด น้าความต้องการของภาครัฐในการ
พัฒนาด้านต่าง ๆมาใช้พัฒนาอุตสาหกรรมที่เกี่ยวข้อง ซึ่งผู้วิจัยเชื่อว่าด้วยแนวทางดังกล่าวจะสามารถ
ท้าให้เกิดการลงทุนกระจายไปทั่วทุกภูมิภาคของประเทศ ท้าให้ปัญหาความเหลื่อมล้้าทางรายได้ลดลง

Title Investment Promotion Guidelines for the Region to Reduce Unequal
Income Distribution Problem

In this research, the researcher looked for the ways to promote investment in
the region to reduce unequal income distribution problem in Thailand. Regional
Investment Promotion is an important policy to support the reduction of unequal
income distribution problem since the direct investment spreads to the region could
distribute revenue to people in the region. The Royal Thai Government has
implemented this policy for more than 40 years, but private direct investment is still
concentrated in some provinces such as Chiang Mai, Lamphun, Ayutthaya,
Chachoengsao, Chonburi, Rayong, Prachin Buri, Nakhon Ratchasima, Khon Kaen,
Songkhla and Phuket. All these provinces where have many direct investment
projects will have GPP per capita higher than the national average (in the year 2017,
the nation average of GPP per capita was 228,371 baths) and unequal income
distribution problem could be reduced. But the other provinces where are most
areas of the country still have not many direct investment projects and GPP per
capita lower than the national average. The research show that provinces where
have many investment projects will have a well-developed infrastructure which
many of them are developed by private companies and also have well-supported by
local agencies. The researcher has studied the problems of Thailand and the
successful examples of investment diversification into the regions of the Federal
Republic of Germany and Japan then proposed ways to promote investment into the
region. It is proposed that the government should promote people in the area to
participate in policy formulation and do investment promotion activities, the
education system must be improved by focusing on learning from doing to create
real work skills and focus on children in poor families to continue study from basic
education so that they will have the skills and knowledge to work in high income
position, promote private companies to develop infrastructure in the targeted
provinces and do investment promotion into their developed area, develop dual rail
transportation system and internet networks to cover all regions of the country and
setup Technology center to develop business clusters in all regions of the country.
The researcher believes that this approach can lead to investment spread across all
regions of the country. The problem of unequal income distribution has decreased.
