บทคัดย่อ
เรื่อง การพัฒนาระบบการฝึกและศึกษาทางทหารของกองทัพบกไทย
รองรับยุทธศาสตร์ชาติ ๒๐ ปี (พ.ศ.๒๕๖๐ – ๒๕๗๙)

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาและแนวทาง ในการพัฒนาระบบฝึกและศึกษา
ทางทหารของกองทัพบกไทยให้สามารถปฏิบัติหน้าที่ตามรัฐธรรมนูญ และรองรับยุทธศาสตร์ชาติด้าน
ความมั่นคงในฐานะส่วนราชการที่เป็นเหล่าทัพหลักในกระทรวงกลาโหม การวิจัยนี้เป็นการวิจัย
เชิงคุณภาพ ใช้การเก็บข้อมูลจากเอกสาร การสัมภาษณ์ผู้ให้ข้อมูลเชิงลึก และการสังเกตการณ์แบบมี
ส่วนร่วมของผู้วิจัยเอง โดยใช้ทฤษฎีด้านความมั่นคง ทฤษฎีระบบ ทฤษฎีองค์การ และหลักการบริหาร
ทรัพยากรบุคคล มาใช้ในการอธิบายปรากฏการณ์ที่เกิดขึ้นและก าหนดแนวทางในการพัฒนาทั้งระบบ
ผลการวิจัยสรุปว่า “การศึกษา” ที่กองทัพไทยใช้เรียกรวมนั้น ประกอบด้วย “หลักสูตร
การฝึกอบรม ( Training)” หรือที่กองทัพมิตรประเทศเรียกว่า “การฝึกเป็นบุคคล ( Individual
Training)” และ “หลักสูตรการศึกษา ( Education)” แต่ หลังจากที่มีพระราชบัญญัติการศึกษา
แห่งชาติ พ.ศ.๒๕๔๒ ซึ่งมีความมุ่งหมายน ามาใช้กับการศึกษาของประชาชนในประเทศ
กระทรวงกลาโหมจึงได้น าแนวคิด วิธีการตามพระราชบัญญัติดังกล่าว มาใช้กับการศึกษาทุกประเภท
ในกองทัพตามไปด้วย ในขณะที่กองทัพเป็นองค์การที่มีความแตกต่างไปจากพลเรือน นอกจากนั้น
กระทรวงกลาโหมได้ก าหนดนโยบายให้ปรับโอนงานการศึกษาทางทหารของกองทัพบกไปให้สายงาน
ก าลังพลรับผิดชอบ เหมือนกองทัพเรือและกองทัพอากาศ ในขณะที่ทุกเหล่าทัพต่างก็มี ระบบที่
แตกต่างกันอย่างเป็นสากล ส่งผลกระทบ ต่อความพร้อมรบของกองทัพ บก ตลอดจนเกิดความสับสน
ต่อระบบ ต่างๆ ในสาย งาน ยุทธการ การวิจัยเสนอให้ ก าหนดความหมายของการศึกษาใน
กระทรวงกลาโหมให้ชัดเจน ก าหนดสายงานฝ่ายอ านวยการที่รับผิดชอบเหมือนกับกองทัพมิตร
ประเทศ และท าการพัฒนาระบบที่เกี่ยวข้อง ได้แก่ ระบบอัตราก าลัง ระบบการบริหารงานบุคคล
ไปพร้อมกับการพัฒนาระบบการฝึกและศึกษาทางทหารเพื่อสร้างความพร้อมรบให้กับกองทัพบก
สามารถปฏิบัติหน้าที่ตามรัฐธรรมนูญก าหนด และรองรับยุทธศาสตร์ชาติด้านความมั่นคง

ABSTRACT
Title A Development of Training and Military Education System in The Royal

The objective of this research is to study problems and prospects for
development of training and military education system in the Royal Thai Army, to
perform duty according to Thai Constitution and National Strategy on security, as a
main service of the Ministry of Defense. This research is qualitative research, collected data
from documents, in-depth interviews and participant observation by the researcher. The
explanation of the phenomenon and prospects for development of training and
military education system in the Royal Thai Army for the whole system was applied
by international relations theories, organization theories, system theories, and human
resource management principal.
The research concluded that “education”, which is the technical word in
the Royal Thai Armed Forces, consists of training courses or individual training, and
educational courses. After National Education Act of B.E. 2542 which intend for
civilian education, Ministry of Defense has taken the concept and management from
the National Education Act to apply for all education while as the distinguish
between civilian and armed forces. Furthermore, educational staff responsibility in
Royal Thai Army has been changed from operations staff to personnel staff, the
same as Royal Thai Navy and Royal Thai Air force while as every armed forces has
different system. These result to readiness and confusion in Royal Thai Armed Forces
system. The research prospects that Ministry of Defense should provide a clear
definition of education and staff function properly, like armed forces in others
countries, including develop the table of organization and equipment system and
the human resource management system simultaneously. This will provide combat
readiness of the Royal Thai Army, in order to conduct security duty according to Thai
Constitutions, and National Strategy on security.
