การวิจัยเรื่อง แนวทางการพัฒนาหลักสูตรข่าวกรองทางยุทธศาสตร์ ของโรงเรียนรักษา

รัฐบาล ศึกษาปัญหาข้อขัดข้องหลักสูตรข่าวกรองทางยุทธศาสตร์ในการสนับสนุนยุทธศาสตร์ชาติ
๒๐ ปีของรัฐบาล และศึกษาแนวทางในการปรับปรุงหลักสูตรข่าวกรองทางยุทธศาสตร์ของโรงเรียน
รักษาความปลอดภัย ในการสนับสนุนยุทธศาสตร์ชาติ ๒๐ ปีของรัฐบาล เป็นการวิจัยเชิงคุณภาพ

ด าเนินงานที่ผ่านมาของโรงเรียนรักษาความปลอดภัย การด าเนินงานที่เกี่ยวกับการสนับสนุนด้านการ
ข่าวกรองต่อยุทธศาสตร์ระดับต่างๆ ของรัฐบาล รวมทั้งปัญหาข้อขัดข้อง วิเคราะห์ปัญหาเพื่อหา
แนวทางในการปรับปรุงหลักสูตรข่าวกรองทางยุทธศาสตร์ เพื่อสนับสนุนยุทธศาสตร์ชาติ ๒๐ ปี
ของรัฐบาล การด าเนินการวิจัยจะใช้การวิเคราะห์จากผลสัมภาษณ์เชิงลึก ผู้เชี่ยวชาญด้านยุทธศาสตร์
ผู้เชี่ยวชาญด้านข่าวกรอง อาจารย์ประจ าหลักสูตรข่าวกรองทางยุทธศาสตร์และผู้เข้ารับการศึกษา
หลักสูตรข่าวกรองทางยุทธศาสตร์ รุ่นที่ ๕๑ ผลการวิจัยสรุปได้ว่า ต้องปรับปรุงเนื้อหาของหลักสูตรให้
ทันสมัยสอดคล้องกับสภาวการณ์ในปัจจุบันและอนาคต โดยบรรจุหมวดยุทธศาสตร์ชาติ ๒๐ ปี ของ
รัฐบาลไว้ในแถลงหลักสูตรข่าวกรองทางยุทธศาสตร์ที่ปรับปรุงใหม่ตามตารางที่ ๔ – ๓ และการจัดท า
ประมาณการข่างกรองทางยุทธศาสตร์ในหัวข้อ “ผลกระทบต่อประเทศไทย” และ “ข้อเสนอแนะ” ให้
ใช้กรอบยุทธศาสตร์ชาติ ๒๐ ปี ของรัฐบาล (หมวดวิชาใหม่) มาใช้เป็นกรอบในการวิเคราะห์
ข้อเสนอแนะ การปฏิบัติงานด้านการข่าวกรองทางยุทธศาสตร์เพื่อสนับสนุนการจัดท า
แผนยุทธศาสตร์ในระดับต่างๆ ขาดแคลนผู้ปฏิบัติงานที่มีคุณภาพ งบประมาณในการสนับสนุนการ
ปฏิบัติงานไม่เพียงพอ เทคโนโลยีไม่ทันสมัย ส่งผลให้ประสิทธิภาพด้านการข่าวกรองลดลง รัฐบาล
ควรให้การสนับสนุนด้านนโยบาย บุคลากร และงบประมาณอย่างเพียงพอ

ABSTRACT
Title Approaches to Develop the Security School’s Strategic Intelligence Course
to Support the 20-Year National Strategy

The research of the Development Approach for the Security School’s
Strategic Intelligence Course to Support the 20-Year National Strategy (2017– 2036)
aims to examine the contents of Strategic Intelligence Course, to study the problems
of the Security School’s Strategic Intelligence Course and to scrutinize the guidelines
for improving the Security School’s Strategic Intelligence Course to support the
Government’s 20-Year National Strategy. This research is qualitative with the scope of
Government’s 20-Year National Strategy, National Defence Strategies, Military
Strategies, Syllabus of the Strategic Intelligence Course, Strategic Intelligence Manuals,
Operation History of the Security School as well as its Intelligence Operation
supporting the Government’s different level strategies. The research also examines
the difficulties and analyzes them to find approaches to develop the Strategic
Intelligence Course to support the Government’s 20-Year National Strategy. Moreover,
the research was conducted through analyses of in-depth interviews upon relevant
individuals such as strategic experts, intelligence experts, instructors of the Strategic
Intelligence Course, as well as course attendants class 51. The research reveals that
the content of the course needs to be revised and updated to comply with the
current and future circumstances by including a new section ‘the 20-Year National
Strategy’ in the revised syllabus of the Strategic Intelligence Course as in table 4-3. In
addition, Strategic Intelligence Estimates under the topic “Impacts to Thailand” and
“Suggestions” with the scheme of the Government’s 20-Year National Strategy (a new
subject) should be manipulated as the framework of analyses.
Recommendations: The intelligence operations to support the strategic
plan making at several levels are now confronting the shortage of efficient operators,
budget and up-to-date technology. This results in less effective intelligence
operations. The Government should therefore provide suficient support in terms of
policies, personnel, and budget for the benefit of intelligence operations.
