เรื่อง แนวทางการใช้งบประมาณในการฝึกอบรมอาสาสมัครทางหลวงชนบท
ของกรมทางหลวงชนบท อย่างคุ้มค่า

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบการฝึกอบรมและการประเมินผลการฝึกอบรม
อาสาสมัครทางหลวงชนบท และวิเคราะห์ความคุ้มค่าในการใช้งบประมาณส าหรับการฝึกอบรมอาสาสมัครทาง
หลวงชนบท เพื่อเสนอแนะแนวทางในการใช้งบประมาณในการฝึกอบรมดังกล่าวอย่างคุ้มค่า โดยพิจารณา
รูปแบบการฝึกอบรมและการประเมินผลการฝึกอบรมที่ใช้อยู่ในปัจจุบัน ผลการด าเนินงานของอาสาสมัครทาง
หลวงชนบท และงบประมาณที่ใช้ในการฝึกอบรมดังกล่าว ใน ๓ ด้าน ได้แก่ ด้านประสิทธิภาพ ด้านประสิทธิผล
และด้านผลกระทบ และใช้การสัมภาษณ์เชิงลึกอาสาสมัครทางหลวงชนบทและเจ้าหน้าที่กรมทางหลวงชนบท
เกี่ยวข้อง จ านวน ๓๙ คน เพื่อรวบรวมข้อมูลเกี่ยวกับผลการฝึกอบรมอาสาสมัครทางหลวงชนบท แล้วน า
ข้อมูลดังกล่าวมาวิเคราะห์ความคุ้มค่าในการใช้งบประมาณในการฝึกอบรมดังกล่าว ซึ่งผลปรากฏว่า ผู้เข้ารับ
การฝึกอบรมสามารถน าความรู้และทักษะที่ได้รับจากการฝึกอบรมไปประยุกต์ใช้ในการปฏิบัติงานได้อย่างมี
ประสิทธิภาพและประสิทธิผลมากขึ้น เช่น การแจ้งข่าวถนนช ารุดเสียหาย ก่อให้เกิดประโยชน์แก่ประชาชน
ภาครัฐ หรือประเทศในภาพรวม ในรูปของผลตอบแทนทางสังคม โดยช่วยลดจ านวนผู้เสียชีวิตและมูลค่าความ
สูญเสียในการเกิดอุบัติเหตุบนถนนทางหลวงชนบททั่วประเทศในแต่ละปี อันแสดงให้เห็นว่าการฝึกอบรม
อาสาสมัครทางหลวงชนบท มีความคุ้มค่า เมื่อเปรียบเทียบกับงบประมาณที่ใช้ในการฝึกอบรมดังกล่าว อย่างไร
ก็ตาม แนวทางการใช้งบประมาณในการฝึกอบรมดังกล่าว ยังคงมีข้อจ ากัดอยู่ คือ หน่วยงานที่รับผิดชอบใน
การตั้งงบประมาณและการวางแผนและจัดการฝึกอบรมเป็นคนละหน่วยกัน และการไม่มีระเบียบรองรับส าหรับ
การเบิกค่าใช้จ่ายเกี่ยวกับอาสาสมัครทางหลวงชนบท ดังนั้น กรมทางหลวงชนบทควรปรับเปลี่ยนบทบาทและ
การบริหารงานเป็นลักษณะเชิงรุก โดยให้ความส าคัญกับการการพัฒนาเสริมสร้างศักยภาพของอาสาสมัคร
ทางหลวงชนบท อย่างเป็นรูปธรรม ภายใต้การใช้งบประมาณอย่างคุ้มค่า โดยพิจารณาปรับปรุงแนวทางการใช้
งบประมาณในการฝึกอบรมดังกล่าว ให้มีหน่วยงานหลัก ที่รับผิดชอบการตั้งงบประมาณและการวาง
แผนการจัดการฝึกอบรม เพียงหน่วยเดียว และควรมีการหารือกับหน่วยงานที่เกี่ยวข้อง เพื่อให้มีระเบียบที่จะ
ใช้รองรับการเบิกเบี้ยเลี้ยงและค่าใช้จ่ายต่างๆ ของอาสาสมัครทางหลวงชนบท ซึ่งจะส่งผลให้กรมทางหลวง
ชนบทมีการใช้งบประมาณในการฝึกอบรมอาสาสมัครทางหลวงชนบท อย่างมีประสิทธิภาพและคุ้มค่า มาก
ยิ่งขึ้น ต่อไปในอนาคต

ABSTRACT
Title Guidelines for Cost-Effective Expenditureon Rural Road Volunteer Training
of the Department of Rural Roads

The objectives of this research are to study implementation and evaluation of rural road
volunteer training programs operated by the Department of Rural Roads, analyze the cost-effectiveness
of the Department’s expenditure on rural road volunteer training, and provide recommendations for
guidelines for cost-effective expenditure on rural road volunteer training. In this research, not only the
current training implementation and evaluation, andrural road volunteers’ performance as well as the
training expenditureare examinedin terms of three aspects: effectiveness; efficiency; and impact, but indepth interviews with rural road volunteers and the Department’s officials totaling 39 participants, are
also conducted to acquire important information on the outcomes of the training. The obtained
information is subsequently used to analyze the cost-effectiveness of the expenditure on rural road
volunteer training. The consequenceof the analysis reveals that rural road volunteers who undergoes this
training can apply knowledge and skills gained from the training to work more effectively and efficiently,
such as reporting road issues or problems. This results in a decrease in the number of traffic deaths on
rural roads and their values, being beneficial to people, the government and the country as a whole, in
terms of social return on investment. Such an outcome evidently highlights that the training of the rural
road volunteers is worthwhile, taking the expenditure on the traininginto consideration. However, there
are still several limitations onhow to manage the Department’s training expenditure, including different
units responsible forbudgetingfor trainingand training implementation, and no regulation on travel and
training expense reimbursement currently available for rural road volunteers. It is therefore,
recommended that the Department of Rural Roads improve the expenditure on rural road volunteer
training by putting only one main unit in charge of budgeting for training as well as training
implementation, and discussing with other relevant government agencies on the regulations of travel and
training expense reimbursement for rural road volunteers. As a result, the Department’s expenditure can
bemanaged more efficientlyand cost-effectively inthe future.
