เรื่อง ความสัมพันธ์ไทย-อินเดีย โอกาสและความท้าทายต่อยุทธศาสตร์ชาติ ระยะ ๒๐ ปี

เอกสารวิจัยฉบับนี้มีวัตถุประสงค์ที่จะศึกษาถึงความสัมพันธ์และความร่วมมือของไทย
และอินเดีย ที่มีความเกี่ยวข้องกับยุทธศาสตร์ชาติ ระยะ ๒๐ ปี (พ.ศ.๒๕๖๑-๒๕๘๐) ในประเด็น
ของโอกาสและความท้าทาย ต่อการขับเคลื่อนยุทธศาสตร์ฯให้บรรลุเป้าหมาย รวมทั้งเสนอแนะแนว
ทางการพัฒนาความสัมพันธ์และความร่วมมือของทั้งสองประเทศ ให้เกิดประโยชน์ต่อการด าเนินการ
ตามยุทธศาสตร์ชาติฯ โดยมีขอบเขตของการวิจัยที่จะศึกษาถึงสภาพความสัมพันธ์และความร่วมมือ
ของทั้งสองประเทศ ตั้งแต่การสิ้นสุดยุคสงครามเย็นในปี พ.ศ.๒๕๓๔ จนถึงปัจจุบัน และใช้ร่าง
ยุทธศาสตร์ชาติ ระยะ ๒๐ ปี (พ.ศ.๒๕๖๑-๒๕๘๐) เป็นกรอบในการศึกษาวิจัย ส าหรับวิธีด าเนินการ
วิจัยเป็นการวิจัยเชิงคุณภาพ ข้อมูลปฐมภูมิได้จากการสัมภาษณ์ผู้ทรงคุณวุฒิ ข้อมูลทุติยภูมิได้จาก
การศึกษาเอกสาร ต าราวิชาการ บทความ แนวคิดและทฤษฏีต่างที่เกี่ยวข้อง และน ามาวิเคราะห์
ถึงความเกี่ยวข้อง โอกาส ความท้าทาย และแนวทางการพัฒนาความสัมพันธ์และความร่วมมือ
ซึ่งผลการวิจัยพบว่าความสัมพันธ์ของทั้งสองประเทศได้สร้างโอกาสต่อการขับเคลื่อนยุทธศาสตร์ชาติฯ
เช่น ความสัมพันธ์ด้านการเมือง ด้านความมั่นคง ด้านการทหาร ด้านการศึกษา เป็นโอกาสส าหรับ
ยุทธศาสตร์ชาติด้านความมั่นคงในหลายประเด็นยุทธศาสตร์ ความสัมพันธ์ด้านเศรษฐกิจ
ด้านวัฒนธรรมและการแลกเปลี่ยนในระดับประชาชน ก็เป็นโอกาสส าหรับยุทธศาสตร์ชาติด้านการ
สร้างความสามารถในการแข่งขัน เป็นต้น ส าหรับข้อเสนอแนะที่ส าคัญคือการมีทัศนคติที่ดีต่อกัน
และการมีผลประโยชน์ที่เท่าเทียมกัน จะท าให้ความสัมพันธ์มั่นคงยาวนาน

Abstract
Title : Thai-Indian Relation: Opportunities and Challenges to National Strategies
during 20 years (2018-2037)

The purpose of this research was to study the relation and cooperation
of Thailand and India that is relevant to National Strategies during 20 years (2018-
2037) on issues of opportunities and challenges to drive the strategy to achieve
including suggestion to develop the relation and cooperation of the two countries for the
benefits
of strategic performance. The scope of the research was to investigate the relation
and
cooperation status of the two countries since the end of Cold War in 1991 up to the
present and used the draft of National Strategies during 20 years (2018-2037). It was
the qualitative research. The primary data were from the interview of qualified
people. The secondary data were from studying document, academic texts, articles,
concepts and theories involved and then analyzed the relevance, opportunities,
challenge, and guidelines to develop the relation and cooperation. The results of the
research were found that the relations of the two countries created the
opportunities to drive the National Strategy such as the political relation, security,
military, and education. It was the opportunity for the National Strategy in many
strategic issues, economic relation, cultural relation and exchange in people level. It
was also for the National Strategy in creating competitive ability. The important
suggestion was to have a good attitude towards each other and equal benefits which
will make a stable and long relationship.
