งานวิจัยชิ,นนี,จัดทําขึ,นเพื1อศึกษาถึงกระบวนการขนส่งถ่านหินในเขตพื,นที1อําเภอ
นครหลวง จังหวัดพระนครศรีอยุธยา โดยประเด็นปัญหาที1เกิดจากในการขนส่งถ่านหิน รวมถึงการ
หาแนวทางการแกไขปัญหาในพื ้ ,นที1ให้สอดคล้องเหมาะสม โดยเป็ นการศึกษาวิจัยเชิงคุณภาพ ผ่าน

พื,นที1อําเภอนครหลวง จังหวัดพระนครศรีอยุธยา
จากการศึกษาพบว่าถ่านหินที1ใช้เป็ นวัตถุดิบในภาคอุตสาหกรรมในประเทศไทย ส่วน
ใหญ่นําเข้ามาจากประเทศอินโดนีเซีย ขนส่งโดยเรือขนาดใหญ่สู่ท่าเรือเกาะสีชัง จังหวัดชลบุรี และ
ขนถ่ายลงเรื อขนาดเล็กมายังท่าเรื อในอําเภอนครหลวง จังหวัดพระนครศรี อยุธยา โดยจาก
กระบวนการดังกล่าวทําให้ส่งผลกระทบต่อสิ1งแวดล้อมและประชาชนในพื,นที1 เช่น ปัญหา
การจราจรทางนํ,าและทางบก ปัญหาฝุ่ นละออง และปัญหามลภาวะทางเสียง เป็นต้น จากผลกระทบ
ดังกล่าวทําให้เกิดการร้องเรียนจากประชาชนต่อภาครัฐและผู้ประกอบการ โดยในปัจจุบันมีการ
ดําเนินการแก้ไขปัญหาจากภาคส่วนที1เกี1ยวข้อง มีการตั,งคณะกรรมการเข้ามาร่วมกันประชุม
ปรึกษาหารือ และร่วมกนจัดทําข้อตกลงร ั ่วมกนเพื1อป้ องก ั นผลกระทบที1จะเก ั ิดขึ,นต่อสิ1งแวดล้อม
และประชาชนในพื,นที1
กล่าวได้ว่าในปัจจุบันกระบวนการขนถ่ายถ่านหินได้มีการควบคุมโดยกฎหมาย
มาตรการ และหน่วยงานที1เกี1ยวข้อง อยางไรก ่ ็ดีพบวาการดําเนินการของผู้ประกอบการบางอย ่ างไม ่ ่
สอดคล้องครบถ้วนตามมาตรการที1กาหนด ส ํ ่งผลให้ปัญหาที1เกิดขึ,นในพื,นที1ยังไม่หมดไป ซึ1งหาก
ไม่ได้รับการแกไขหรือไม ้ ่มีการบริหารจัดการ ประชาชนอาจชุมนุมต่อต้านและขยายไปสู่การปิ ดก,นั
เส้นทางลําเลียงขนส่งถ่านหิน ซึ1 งจะเป็ นผลกระทบต่อภาคเศรษฐกิจและภาคอุตสาหกรรมโดยรวม
ของประเทศ และอาจส่งผลกระทบต่อการกาวสู ้ ่ประชาคมอาเซียนในปี ๒๕๕๘ จึงมีข้อเสนอว่า
ควรให้มีการประชุมร่วมกนของคณะกรรมการฯ ที1ได้จัดตั ั ,งขึ,นอย่างต่อเนื1อง โดยมีการบูรณาการ
ความคิดจากทุกภาคส่วน ควรให้ผู้มีส่วนเก
ี1ยวข้องในพื,นที1ตอบสนองต่อนโยบายหรือมาตรการจาก
ทุกภาคส่วน สถานประกอบการขนส่งถ่านหิน ท่าเทียบเรือ โกดังเก็บกอง ควรพัฒนาโครงสร้างให้
เป็ นระบบปิ ดหรือระบบที1ไม่ทําลายสิ1งแวดล้อมเสนอ และควรให้มีการออกกฎหมายในระดับพื,นที1

ABSTRACT

This research is the study of coal transportation in Nakornluang District, Phranakorn Si
Ayutthaya Province. There are about process and effects of coal transportation in Nakornluang
District. In addition, consistent solutions of coal transportation are also contained in this research.
This research is a qualitative research which study by the literature, newspaper,
articles, academic research and related documents about coal transportation. Moreover, it is
wherewith studied in research area, Nakornluang District, Phranakorn Si Ayutthaya Province.
The study found that coal used as raw materials in industrial enterprises is mainly imported
from Indonesia. It is transported by cargo ships to ports in Koh Sichang District, Chonburi Province
before loaded into small vessels to trade port in Nakornluang District, Phranakorn Si Ayutthaya
Province. There are many problems caused by the coal transportation. Such processes affect the
environment and residents in the area, such as impact on traffic, dust pollution and noise pollution.
Therefore, individuals in Nakornluang District complain to public sector and entrepreneurs to solve the
effects. In the present, all of related sectors have many measures to prevent and solve the effects.
For instance, there is a committee from various sectors for solving the effects of coal transportation.
Nowadays, although the transportation of coal is controlled by laws, measures, and
its related entities but some entrepreneurs do not follow laws and measures completely.
Consequently, the problems are existing still in the area. In case that the problems of coal
transportation are not solved, it may lead to protests from people in the community and extend to
a block in coal transportation traffic which will affect the economy of the country and may affect
cooperation with the AEC in 2015. However, in this research, there are many suggestions for coal
transportation solution; for example, it should have a meeting between citizen and all of sectors
consistently for integrating ideas, the entrepreneur should develop port and coal storage as
a closed system preventing from environmental damage and there should have also a local
regulation about safe coal transportation.
