๑๔ คน รับผิดชอบสถานเอกอคัรราชทูต สถานกงสุลองคก์ ารระหวา่ งประเทศในประเทศไทย รวม
๒๑๐ แห่ง มีจาํ นวนเจา้หน้าทีÉและสมาชิกครอบครัวจาํ นวนกว่า ๘๖๐๐ คน โดยกองเอกสิทธิÍฯ มี
ความรับผิดชอบในการดูแลให้บุคคลดงักล่าวสามารถปฏิบตัิหน้าทÉีในประเทศไทยไดอ้ยา่ งสะดวก
และปลอดภยั แต่ปัจจุบนั เกิดปัญหาในการดาํ เนินการ เช่น ฐานข้อมูลด้านต่างๆ ทÉีเกÉียวกบั คณะ
ทูตานุทูตลา้สมยัไม่เป็นปัจจุบนั และการดาํ เนินการในการอาํนวยความสะดวกในเรÉืองต่างๆ มีความ
ล่าช้า ส่งผลให้คณะทูตานุทูตไม่สามารถปฏิบตัิหน้าทีÉไดอ้ย่างมีประสิทธิภาพ ก่อให้เกิดความไม่
พอใจ ส่งผลกระทบต่อภาพลกั ษณ์ประเทศไทยทีÉตอ้งการเป็นศูนยก์ลางของภูมิภาค(Regional Hub)

การวิจยันÊีจาํกดัขอบเขตอยู่เฉพาะการดาํ เนินการของกองเอกสิทธÍิฯ โดยศึกษาถึง
ความสัมพนัธ์ระหวา่ งจาํนวนบุคลากรและงานในความรับผิดชอบ และสาเหตุของปัญหาต่างๆ การ
ศึกษาวิจยัดาํ เนินการโดยใชว้ิธีการสัมภาษณ์เจา้หนา้ทÉี และการตอบแบบสอบถาม ผลการศึกษาสรุป
ได้ว่า ปริมาณงานในความรับผิดชอบของกองเอกสิ ทธิÍฯ มีความหลากหลายและมีจาํ นวนมาก
ในขณะทีÉเจา้หน้าทีÉซึÉงแบ่งความรับผิดชอบคณะทูตานุทูตเป็นรายภูมิภาค มีจาํนวนไม่เพียงพอเกิด
ปัญหาการกลันÉ กรองงาน เกิดความความผดิพลาดและล่าชา้
ข้อเสนอแนะสรุปได้ว่าการปรับโครงสร้างกองเอกสิทธÍิฯ โดยปรับระดับ
ผูอ้าํ นวยการกอง จากระดบั ตน้ เป็นระดบั สูงและให้มีผูอ้าํ นวยการส่วนงาน ตลอดจนเพิÉมจาํ นวน
เจ้าหน้าทีÉให้มีจาํ นวนเพียงพอต่อความรับผิดชอบและปริมาณงาน จะเป็นประโยชน์ต่อการ
ปฏิบตัิงาน ให้มีความรวดเร็วถูกต้อง และช่วยให้เจา้หน้าทีÉมีเวลากําหนดนโยบายเพÉือรับมือต่อ
พฒั นาการใหม่ในโลกปัจจุบนั นอกจากนีÊ โครงสร้างใหม่จะเป็นประโยชน์ต่อการควบคุมการใช้
เอกสิทธิÍใหถู้กตอ้งและรัดกุมมากยงขึ Éิ Êน และสามารถใชเ้ป็นเครืÉองมือตอ่ รองใหป้ ระเทศต่างๆ อาํนวย
เอกสิทธิÍใหแ้ก่นกัการทูตไทยไดอ้ยา่ งเท่าเทียมบนหลกัประติบตัิต่างตอบแทน

ABSTRACT
Title: Organizational Restructuring: the case of the Diplomatic Privileges and
Immunities Division, Department of Protocol

The Objective of this research is to analyze the work and responsibilities of the
Diplomatic Privileges and Immunities Division of the Protocol Department, which consists of 14
personnel responsible for more than 8,600 diplomats, including staff and family members, from
the 210 foreign embassies and international organizations. At present, there are many problems
affecting the efficiency of the work of this division, for example the outdated database and the
delay in various operational procedures which embassies found inadequate, consequently
tarnishing the country’s image as the Regional Hub for International Relations.
The framework of this study is limited to the relevance between the number of the
Division’s personnel and their responsibilities and the cause of each problem. This research used
a questionnaire and interview approach as the method for data gathering. The result of the findings
led to the conclusion that the amount of workload and the various types of work exceed the
abilities of 14 people to handle, within the reasonable timeframe. The limited number of staff, as
well as the amount of responsibilities, caused various problems that affected the correctness and
precision of work, resulting in many delays in procedures.
The result of this research suggests that a restructuring of the Diplomatic Privileges and
Immunities Division, in terms of the higher level of management as well as a larger number of
staff, is necessary in order to cope with the present workload and responsibilities. Moreover, this
new structure will enable the division to be able to focus on other matters including reciprocity for
the Thai diplomats abroad and the new issues such as same sex marriage and the abuse of
immunity and privileges of foreign diplomats in Thailand.
