แนวพระราชด าริอย่างยั่งยืน

ปี พ.ศ. 2558 เกิดอุทกภัยสร้างความเสียหายต่อภาคเกษตร ราษฎร 12 อ าเภอ จังหวัด
นราธิวาส ซึ่งเป็นเกษตรกรหมู่บ้านรอบศูนย์ศึกษาการพัฒนาพิกุลทองอันเนื่องมาจากพระราชด าริ
สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ได้พระราชทานเมล็ดพันธุ์พืชเพื่อช่วยเหลือใน
ระยะเร่งด่วนและพระราชทานพระราชด าริให้ศูนย์ศึกษาการพัฒนาอันเนื่องมาจากพระราชด าริผลิต
เมล็ดพันธุ์เพื่อช่วยเหลือเกษตรอย่างต่อเนื่อง เพื่อเป็นการศึกษารูปแบบการด าเนินโครงการฯ และ
แนวทางการเพิ่มประสิทธิภาพการดา เนินโครงการให้ดียิ่งข้ึน จึงต้องศึกษาโดยมีวตัถุประสงค์คือ
(1) เพื่อศึกษารูปแบบการด าเนินงานโครงการฯ (2) เพื่อศึกษา ปัญหา อุปสรรค และข้อจ ากัดในการ
บริหารจัดการโครงการ (3) เพื่อศึกษายุทธศาสตร์การแก้ไขปัญหาของการบริหารจัดการโครงการฯ
มีขอบเขตการวจิยัดา้นเน้ือหาไดแ้ก่สภาพทวั่ ไปของโครงการฯ ผลการดา เนินงานของโครงการฯ
ปัญหาอุปสรรคของโครงการฯ ในพ้ืนที่ศูนยศ์ึกษาการพฒั นาอนัเนื่องมาจากพระราชดา ริท้งั 6แห่ง
การวจิยัคร้ังน้ีเป็นการวจิยัเชิงคุณภาพ ซ่ึงไดร้วบรวมขอ้ มูลจากเอกสารหลกัฐานต่างๆ และสัมภาษณ์
เชิงลึกผู้อ านวยการศูนย์ศึกษาอันเนื่องมาจากพระราชด าริน ามาวิเคราะห์ด้วยวิธีพรรณนาวิเคราะห์
พบว่า รูปแบบการด าเนินโครงการฯ สามารถด าเนินการสนองพระราชด าริได้ครบถ้วนในระยะ
เร่งด่วนและระยะยาว โดยศูนย์ฯ ท้งั 6แห่ง สามารถผลิตเมลด็พนัธุ์พืชในพ้ืนที่ศูนยฯ์ ตามศักยภาพ
ของแต่ละแห่งอย่างต่อเนื่อง ชนิดและปริ มาณเมล็ดพันธุ์ตรงกับความต้องการของเกษตรกร
เป้ าหมายด้านวิธีการผลิตและเทคโนโลยีที่เรียบง่าย ไม่ซับซ้อนด้วยงบประมาณปกติของศูนย์ฯ
เกษตรกรสามารถเรียนรู้น าไปใช้ด้วยตนเองได้ซึ่งผลการด าเนินงานโครงการฯ ประสบผลส าเร็จ
ระดับหนึ่ง ด้านความร่วมมือบูรณาการระหว่างหน่วยงานภาครัฐและประชาชนและได้น าหลักการ
บริหารภาครัฐแนวใหม่มาใช้ด้านความเป็นเลิศในการให้บริการประชาชน

Title: The Management Strategy for the Royal-Initiated Seeds
Production Project at the Royal Development Study Centres
Following the Royal Initiatives in a Sustainable Manner

In 2015, flood damaged the agricultural secter in 12 Districts in Narathiwat
Province where the surrounding villages of the Pikun Thong Royal Development Study Centre
are located. Her Royal Highness Princess Sirindhorn then gave the plant seeds to the farmers as
the emergency assistance and granted the initiatives for the Royal Development Study Centres to
produce seeds in order to provide continuous support for the farmers. In order to study the
patterns of project implementation and ways to increase the effectiveness of project
implementation, the objectives of study are (1) To study the patterns of project implementation;
(2) To study problems, obstacles and limitations in project management; and (3) To study the
strategy for solving problems in project management. The research framework covers general
conditions of project, project outcomes as well as problems and obstacles of projects at the 6
Royal Development Study Centres. This is a qualitative research by collecting data base on
documentations and in-depth interviewing with the directors of the Royal Development Study
Centres including analyzing data using descriptive approach. The study found that the patterns of
project implementation can be responded to the royal initiatives both in the emergency period and
in the long run. All 6 Royal Development Study Centres have their own potential to produce
seeds continually in each centre area. Types and quantities of seeds are consistent with farmer’s
demand. Target, manufacturing methods and simple technologies are in line with the budget of
the Royal Development Study Centres. Farmers can learn and apply it for themselves. The results
of project implementation are the success in integrated cooperation among government agencies
and the people as well as the application of new public management approach to provide
excellent public service.
