Well planned and good water resources management is essential tool for
development of economic particularly by for agriculture sector suffering oftenly drought almost
every year. The Study aims to find out appreciate water resources management policy and
measurement particularly for agriculture purpose by analysis of failure and success cases in the
past. Climate Change affecting variable of rainfall in Thailand is also taken into ancient in the
analysis. Review and Analysis of result of various researches as well as statistics from various
agencies have been conducted together with interview in depth the expert in water resource. The
results reveal that education and capability enhancement of farmers and villagers living outside
irrigation area are key success factors eventally leading to sustainability of the community by their
own management based on specific topographic , climate and social conditions of each area.
Modification and improvement of regulations and laws concerned will faultate better operation
and management for all sectors concerned. Rearrange and restructuring of both government and
non government organization will leads to more integrated policy and management.
Supporting and promotion of researches concerning impact of climate change on
rainfall variation in Thailand are needed , together with enhancement capability of rainfall forecast
models necessary for water allocation and appropriate cropping pattern planning. Human
Resources development for all levels and all sectors is important key success factor letting them
understand their roles in natural resources preservation and also ability and knowledge for water
resources management as well as social responsibility and contribution to our society for provasity
of the nation.
