ผลิตเขาสู อุตสาหกรรม 4.0 ของหน วยงานที่เกี่ยวของ เพื่อความมั่นคงและ
มั่งคั่งทางเศรษฐกิจของประเทศไทย

งานวิจัยฉบับนี้ มีวัตถุประสงค6เพื่อศึกษาสภาพทั่วไปของระดับอุตสาหกรรมไทยและ
ศึกษาแนวทางการส งเสริมผูประกอบการภาคการผลิตเขาสู อุตสาหกรรม 4.0 ขอบเขตของการวิจัย
เปนการศึกษาเฉพาะผูประกอบการภาคอุตสาหกรรมการผลิตที่ลงทะเบียนเปนสมาชิกสภาอุตสาหกรรม
แห งประเทศไทย เปนการวิจัยเชิงคุณภาพ ดวยการรวบรวมขอมูลทุติยภูมิจากผูที่ไดศึกษาไวแลว
และขอมูลปฐมภูมิจากการสัมภาษณ6โดยตรงกับผูประกอบการภาคอุตสาหกรรมการผลิต ผลการวิจัย
พบว า มีหน วยงานที่สําคัญและเกี่ยวของกับอุตสาหกรรมอยู 2 หน วยงาน คือกระทรวงอุตสาหกรรม
ในนามภาครัฐ และสภาอุตสาหกรรมแห งประเทศไทย ที่เปนหน วยงานภาคเอกชน ไดเสนอแนวทาง
ไวดังนี้ สภาอุตสาหกรรมแห งประเทศไทย (ส.อ.ท.) มีแผนการดําเนินงานในการยกระดับอุตสาหกรรม
แบ งเปน 2 ระยะ โดยในช วง 5 ป>แรก (ป> ค.ศ 2015 - 2020) เปนการยกระดับอุตสาหกรรมจาก
อุตสาหกรรม 2.0 ไปยังอุตสาหกรรม 3.0 และในช วง 5 ป>หลัง (ป> ค.ศ. 2021 - 2025) เปนการ
ยกระดับอุตสาหกรรมจากอุตสาหกรรม 3.0 ไปยังอุตสาหกรรม 4.0 และการสรางตนแบบ
อุตสาหกรรมใหผูประกอบการไดเกิดความตระหนักในการพัฒนาอุตสาหกรรม กระทรวงอุตสาหกรรม
มีกรอบเปCาหมายและแนวทางในการยกระดับสู อุตสาหกรรม 4.0 (Road Map) ดังนี้ การปรับ
โครงสรางอุตสาหกรรมของประเทศ กลุ มที่ 1 อุตสาหกรรมต อยอดอุตสาหกรรมเดิมที่มีศักยภาพ
(First S-Curve) คือ อุตสาหกรรมที่ประเทศไทยมีศักยภาพความเชี่ยวชาญในการผลิต และเปน
อุตสาหกรรมที่มีศักยภาพในการสรางมูลค าทางเศรษฐกิจ สรางมูลค าการคาเปนจํานวนมาก กลุ มที่
2 อุตสาหกรรมอนาคต (New S-Curve) คือ กลุ มอุตสาหกรรมใหม ที่มีการใชเทคโนโลยีและ
นวัตกรรมอย างเขมขน กลุ มที่ 3 อุตสาหกรรมที่ควรปฏิรูป เปนกลุ มอุตสาหกรรมที่มีการใช
เทคโนโลยีแบบเดิมในการผลิต มีความสามารถในการเติบโตจํากัด ขอเสนอแนะของผูวิจัยการแกไข
ปWญหาและส งเสริมผูประกอบการไทยสู อุตสาหกรรม 4.0 จําเปนที่หน วยงานภาครัฐ ภาคเอกชน และ
ผูที่เกี่ยวของทุกฝYายจะตองร วมมือกัน โดยมีแนวทาง ดังนี้ ทําการสํารวจระดับของอุตสาหกรรมทั่ว
ประเทศ และจัดทําขอมูลศักยภาพของแต ละสถานประกอบการ เพื่อการวางแผนการส งเสริมไปสู
อุตสาหกรรม 4.0 ไดถูกตองตามศักยภาพ พรอมกันนี้ตองมีการพัฒนาโครงสรางพื้นฐานของประเทศ
อย างรวดเร็ว และเหมาะสมต อนโยบายการพัฒนาอุตสาหกรรม 4.0 และพัฒนาระบบโครงข ายการ
สื่อสารและการใหบริการ ICT ตองเชื่อมโยงและมีเครือข ายทั่วถึงทั้งประเทศ

Title The study of possibility of how to promote the manufacturing
entrepreneurs into the Industry 4.0 era of the involved
authorities for the security and economic stability of Thailand

The research objectivesare to study the general circumstances of Thai
industries as well as explore the ways to promote the manufacturing entrepreneurs
into the Industry 4.0 era. The research scope is to study only the manufacturing
entrepreneurs who registered as members of the Federation of Thai Industries. The
research methodology uses the qualitative approach only, through compiling
secondary data of the past studies, and primary data by interviews. The research
results find that there are two vital involved authorities, the Ministry of Industry and
the Federation of Thai Industries (FTI). And the research also finds that the FTI plans
the operations to promote the industries into 2 phases, having the first 5-years
phase (2015-2020) upgrading the Industry 2.0 to the Industry 3.0 and the second
5-years phase (2021-2025) upgrading the Industry 3.0 to the Industry 4.0 and
designing the industry model to urge the development awareness among the
entrepreneurs. The Ministry of Industry sets the goals and road map to upgrade into
the Industry 4.0 era by adjusting industry structures of the country as follows :
adjusting the first group to those continue capable ones (First S-Curve) are those
industries that have experience in production and having the potentiality to build
value added, the second group, the future industries (New S-Curve), are those use
the technology and innovation intensely, the third group, the should-develop
industries, are those use old technology in production and having limited
potentiality. The recommendations from this research for the concerned public and
private sectors to cooperate solving problems and promoting the entrepreneurs into
Industry 4.0 are to nation - wide survey the industries and prepare data involving the
potentiality of each industry in order to pave the way to promote into Industry
4.0;to develop the country infrastructure urgently and suitability for the Industry 4.0
policies; and to develop the communication networks system and connect these
networks throughout the country.
