เรื่อง แนวทางการบริหารจัดการความมั่นคงปลอดภัยในเขตเศรษฐกิจพิเศษ

การศึกษาวิจัยในครั้งนี้ มีวัตถุประสงค์เพื่อ 1. เพื่อศึกษาและวิเคราะห์ปัจจัยที่มีผลต่อ
การบริหารจัดการความมั่นคงปลอดภัยในเขตเศรษฐกิจพิเศษเมืองชายแดน อ าเภอสะเดา จังหวัด
สงขลา และ 2. เพื่อเสนอแนะแนวทางในการแก้ไขปรับปรุงการบริหารจัดการความมั่นคงปลอดภัย
ในเขตเศรษฐกิจพิเศษเมืองชายแดน อ าเภอสะเดา จังหวัดสงขลา ที่เหมาะสมกับพื้นที่และบริบทอันมี
ความเฉพาะเจาะจงของพื้นที่แก่หน่วยงานความมั่นคงที่เกี่ยวข้อง มีขอบเขตเนื้อหาที่แบ่งออกเป็น 2
ส่วน ดังนี้ ส่วนที่ 1 ศึกษาและวิเคราะห์ปัจจัยที่มีผลต่อการบริหารจัดการความมั่นคงปลอดภัยในเขต
เศรษฐกิจพิเศษเมืองชายแดน อ าเภอสะเดา จังหวัดสงขลา ซึ่งเป็นการรวบรวมข้อมูลเชิงปริมาณ ใช้
แบบสอบถามเป็นเครื่องมือในการรวบรวมข้อมูล โดยแบ่งกลุ่มตัวอย่างออกเป็น 2 กลุ่ม คือ กลุ่ม
ประชาชน 390 คนและกลุ่มเจ้าหน้าที่รัฐและผู้สนใจลงทุน 200 คน รวม 590 คน และส่วนที่ 2
ศึกษาและวิเคราะห์แนวทางการบริหารจัดการความมั่นคงปลอดภัยในเขตเศรษฐกิจพิเศษเมือง
ชายแดน อ าเภอสะเดา จังหวัดสงขลา ซึ่งเป็นการรวบรวมข้อมูลเชิงคุณภาพ ใช้วิธีการรวบรวมข้อมูล
2 วิธี คือ การสรุปเนื้อหาสาระส าคัญของข้อมูลในการก าหนดแนวทางการบริหารจัดการความมั่นคง
ปลอดภัยในพื้นที่ฯ และการสัมภาษณ์ผู้เกี่ยวข้องกับการบริหารจัดการความมั่นคงปลอดภัยในเขต
เศรษฐกิจพิเศษเมืองชายแดน อ าเภอสะเดา จังหวัดสงขลา
ผลการศึกษาพบว่า การบริหารจัดการความมั่นคงปลอดภัยในเขตเศรษฐกิจพิเศษเมือง
ชายแดน อ าเภอสะเดา จังหวัดสงขลา ผสานรวมแผนบริหารจัดการชายแดนด้านความมั่นคง (พ.ศ.
2559–2562) นโยบายการบริหารและการพัฒนาจังหวัดชายแดนภาคใต้ (พ.ศ.2560-2562) และ
นโยบายความมั่นคงแห่งชาติ (พ.ศ.2558-2564) เพื่อใช้แก้ไขปัญหาอาชญากรรมในพื้นที่ชายแดน
และสถานการณ์การก่อความรุนแรงและการก่อความไม่สงบ ซึ่งระบุถึงการสนับสนุนการมีส่วนร่วม
ของหลายภาคส่วนในการตรวจสอบ ช่วยเหลือ สนับสนุนเพื่อการวางแผนในการด าเนินงานและ
พัฒนา ปรับปรุงการด าเนินงานให้เกิดความเหมาะสมอยู่เป็นระยะ
ผลลัพธ์เชิงผลการด าเนินงานพบว่า สามารถป้องกันและปราบปรามเหตุอาชญากรรมใน
พื้นที่ได้ แม้จะมีความพยายามในการก่อเหตุอาชญากรรมและเหตุความไม่สงบอยู่เป็นระยะๆก็ตาม
แต่ทางหน่วยงานที่เกี่ยวข้องก็ยังสามารถรับมือกับเหตุการณ์ดังกล่าวได้ และเมื่อมองย้อนกลับไปสู่
ความพึงพอใจต่อการท างานของเจ้าหน้าที่รัฐพบว่า ประชาชนส่วนใหญ่มีความพึงพอใจในการปฏิบัติ
หน้าที่ตามแผนงาน แต่บางส่วนกลับได้รับผลกระทบในเรื่องของความสะดวกในการด าเนินกิจวัตร
ประจ าวัน และบางครั้งประชาชนเกิดความไม่เข้าใจและกังวลใจในเรื่องของการปฏิบัติหน้าที่บาง

ผู้ศึกษาจึงขอเสนอแนะหน่วยงานในพื้นที่น าแนวคิดประยุกต์ POSD CoRe BudE and
PAMSo.และส่งเสริมให้จัดตั้งหน่วยรับผิดชอบในการประชาสัมพันธ์ข้อมูลข่าวสารแบบการพูดคุย
ติดต่อสื่อสารระหว่างกันเชิงปฏิสัมพันธ์ระหว่างบุคคล (การสื่อสารที่สามารถโต้ตอบกันหรือ
Two-Way Communication) เพื่อสนับสนุนให้ประชาชนมีความเข้าใจและหรือมีความคิดเห็นและ
หรือรับฟังผลกระทบจากประชาชนโดยตรง

The objective of the study is 1. To study and analyze the factors affecting
safety management in The Special Economic Zone of the border town, Sadao
District, Songkhla Province. And 2. To provide guidance on how to improve the
management of security in The Special Economic Zone of the border town, Sadao
District, Songkhla Province, appropriate to the area and specific context of the area
to the relevant security agencies. The content is divided into 2 parts as follows: Part
1: To study and analyze the factors affecting the security management in The Special
Economic Zone of the border town, Sadao District, Songkhla Province. Use a
questionnaire as a tool to gather information. The sample was divided into 2 groups:
G1 People 390 person and G2 Government officials and Investors 200 person, totaling
590 person And Part 2 studies and analyzes the security management practices in
The Special Economic Zone of the border town, Sadao District, Songkhla Province.
This study is 2 methods of data collection were used: a summary of the content of
the data in defining the security management in the area And interviews with those
involved in security management in The Special Economic Zone of the border town,
Sadao District, Songkhla Province The study indicated that Security Management in
The Special Economic Zone of the border town, Sadao District, Songkhla Province is
integrated with Security Border Management Plan (2016-2019), Management Policy
and Development of Southern Border Provinces (2060-2019) and National Security
Policy (2015-2021). To tackle crime in border areas and violence and incitement. It
identifies support for multiple stakeholder engagement in monitoring, support, and
