การวิจัยเรื่องการปรับโครงสร้างและบทบาทของกรมจเรทหารบก เพื่อให้สามารถปฏิบัติงาน
ตามก าหนดหน้าที่ได้อย่างถูกต้อง มีวัตถุประสงค์ เพื่อศึกษาการปฏิบัติงานของกรมจเรทหารบก
ในปัจจุบัน ว่ายังคงมีความถูกต้อง เหมาะสม และสอดคล้องกับพระราชกฤษฎีกาแบ่งส่วนราชการ
กองทัพบก กองทัพไทย กระทรวงกลาโหม พ.ศ.2552 หรือไม่ เพื่อให้สามารถน าผลจากการตรวจไปจัดท า
ข้อเสนอแนะให้มีการแก้ไข การปรับปรุงและพัฒนา ในฐานะที่เป็นผู้ช่วยเหลือของผู้บัญชาการทหารบก
ได้อย่างถูกต้องและสมบูรณ์
การศึกษาวิจัยเป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยท าการศึกษา
พระราชกฤษฎีกาแบ่งส่วนราชการและก าหนดหน้าที่ของส่วนราชการกองทัพบก กองทัพเรือ
กองทัพอากาศ ของกองทัพไทย ก ระท รวง กลาโหม พร ะรา ชกฤษฎีก าจัด วาง ราชกา ร
ในกระทรวงมหาดไทย ค าสั่ง และระเบียบที่เกี่ยวกับโครงสร้างและการปฏิบัติงานสายงานจเร
รวมทั้งเรื่องแนวทางในการพัฒนาให้สายงานจเรสามารถปฏิบัติงานตามก าหนดหน้าที่ได้อย่างถูกต้อง
และยังท าการวิจัยสนาม (Field Research) ด้วยการสัมภาษณ์แบบเจาะลึก (In–depth Interview)
ผู้บังคับบัญชาของหน่วยที่มีหน้าที่ในการก าหนดนโยบายการตรวจราชการ และหัวหน้าชุดตรวจ
กิจการทั่วไปซึ่งท าหน้าที่ตรวจราชการของกรมจเรทหารบก อีกด้วย
ผลการวิจัยพบว่า สายงานจเรของเหล่าทัพและกระทรวงกลาโหม ที่ถือก าเนิดมาจาก
ต าแหน่ง “จเรทัพบก” ซึ่งท าหน้าที่ต่างพระเนตร-พระกรรณ เพื่อช่วยเหลือและถวายค าปรึกษา
งานทางทหารให้กับพระมหากษัตริย์ได้มีวิวัฒนาการจากที่ต้องรายงานต่อพระมหากษัตริย์ มาเป็น
ผู้บัญชาการกรมยุทธนาธิการ เสนาบดีกระทรวงกลาโหม จนเปลี่ยนมาเป็นรัฐมนตรีว่าการ
กระทรวงกลาโหม และเมื่อมีพระราชกฤษฎีกาแบ่งส่วนราชการและก าหนดหน้าที่ส่วนราชการของ
กองทัพบก กองทัพไทย กระทรวงกลาโหม พ.ศ.2552 กรมยุทธการทหารบกได้จัดกลุ่มหน่วย
ในส่วนบัญชาการ ให้กรมจเรทหารบกเป็นฝ่ายกิจการพิเศษ ส่งผลให้บทบาทที่ส าคัญของสายงานจเร
ในการช่วยเหลือผู้บังคับบัญชาทุกระดับ ไม่สามารถปฏิบัติงานตามก าหนดหน้าที่ได้อย่างถูกต้อง เช่น
ไม่สามารถตรวจระบบงานระหว่างฝ่ายอ านวยการประสานงาน และฝ่ายกิจการพิเศษในระดับหน่วยได้
การตรวจความเชื่อมโยงของปัญหาในระหว่างสายงานที่ยังไม่มีหน่วยใดรับผิดชอบ ประการส าคัญคือ
กรมจเรทหารบกซึ่งมีหน้าที่ตรวจหลายสายงาน จะไม่สามารถน าไปขึ้นอยู่กับฝ่ายอ านวยการ ข
สายงานใดสายงานหนึ่งได้เนื่องจากจะท าให้สายงานนั้นไปขึ้นกับสายงานของกรมจเรทหารบก
(สายงานของหน่วยตรวจ) นอกจากนี้กรมจเรทหารบกยังมีข้อจ ากัดในเรื่องการตรวจเรื่องที่เกี่ยวกับ
งานหลัก (Core Function) ของกองทัพบก ซึ่งมีสาเหตุจากถูกจัดให้อยู่ในฝ่ายกิจการพิเศษ เช่นเดียวกับ
กรมสารบรรณทหารบก กรมการเงินทหารบก และกรมการสารวัตรทหารบก การตรวจยังมีความ
ซ้ าซ้อนกับการตรวจโดยผู้บังคับบัญชาของหน่วยและการตรวจของฝ่ายอ านวยการ ที่ท าการตรวจ
เฉพาะเรื่องการท าหน้าที่เป็นผู้ช่วยเหลือให้กับผู้บริหารระดับสูงเป็นบทบาทที่ส าคัญของสายงานจเร
โดยตามหลักทฤษฎีองค์การจเรจะต้องมีหน้าที่ไม่ซ้ ากับส่วนอ านวยการอื่นๆ จึงเห็นได้ว่า
กรมจเรทหารบกจะเป็นผู้ช่วยเหลือในการตรวจปัญหาและความเชื่อมโยงของปัญหาของหน่วยต่างๆ
เพื่อให้ผู้บัญชากา รทหา รบกตกลงใจในกา รบริหารจัดกา รภาระหน้าที่ด้านความมั่นคง
ตามพระราชบัญญัติจัดระเบียบราชการกระทรวงกลาโหม พ.ศ.2551 มาตรา 19 ที่ก าหนดให้กองทัพบก
มีหน้าที่เตรียมก าลังกองทัพบก การป้องกันราชอาณาจักร และด าเนินการเกี่ยวกับการใช้ก าลังกองทัพบก
ตามอ านาจหน้าที่ของกระทรวงกลาโหม โดยมีผู้บัญชาการทหารบกเป็นผู้บังคับบัญชารับผิดชอบ ได้อย่าง
ถูกต้องและมีประสิทธิภาพ

The purpose of the research on change in organizational structuring and role
of the Inspector General Department of Royal Thai Army for effective performance is to
investigate the current performance of the Inspector General Department of Royal Thai
Army to determine whether or not it remains accurate, appropriate and consistent with the
2009 government division decree and duties of Royal Thai Army of Royal Thai Armed
Forces of Ministry of Defense in order to be able to apply the results of the inspection to
correctly and completely create suggestions for correction, improvement and development
as an assistant to the Commander In Chief, Royal Thai Army.
Research is a qualitative research by studying the royal decree of
government division and duties of Royal Thai Army, Royal Thai Navy and Royal Thai
Air Force of Royal Thai Armed Forces of Ministry of Defense, the royal decree of
official arrangement in Ministry of Interior, orders and regulations concerning the
structure and operation of the field of inspector work including development
guidelines for the field of inspector work to be able to perform the job properly
and by performing the field research by in-depth interview of the commanding
officers of the units responsible for determining the inspection policy and the head
of the general inspectorate who also serves as the inspector of Inspector General
Department of Royal Thai Army.
The research result found that the field of inspector work of services
and Ministry of Defense originated from the position of “Inspector General of Royal
Thai Army”, which acted as a gaze-head to assist and offer military consultations to
the King, has evolved from having to report to the King to report to the
commanding officer of the Commanding General, Chancellor of Ministry of Defense
until reporting to Minister of Defense. And when the 2009 government division and
duties decree of Royal Thai Army of Royal Thai Armed Forces of Ministry of Defense
was issued, the Directorate of Operations of Royal Thai Army has organized units in
the command assigning Inspector General Department of Royal Thai Army to be the
special staff department. This has resulted in an important role for the supervisory 2
team in assisting supervisors at all levels not be able to perform the task correctly,
for example, not being able to check at the unit level between the coordinating
directorate and the special affairs unit, checking the linkage of problems in the line
of work without any unit responsible. Most importantly, Inspector General Department
of Royal Thai Army, which has many functions, cannot depend on the director of a
particular line because it will make the line up with Inspector General Department
of Royal Thai Army (Department of Inspectorate). In addition, the Department of
Defense has limited restrictions on the inspection of the Core Function of the Army,
which is caused by being placed in the Department of Special Affairs like the Army
Corps, Department of Finance and the Army Chief Inspectorate. The examination
also has the overlap with the inspection by the unit's supervisor and the director's
inspection. Specialized examination being a helper to senior executives is an
important role for the executive. According to the theory, the organization of the
organization must have a unique function with other departments. It is evident that
the Department of Defense of the Royal Thai Armed Forces will assist in detecting
problems and linking problems of units to allow the military commander to agree
on the management of security obligations in accordance with the 2008 Ministry of
Defense Act, Section 19, which requires the Army to prepare the army. Defense of
the kingdom and proceed with the use of force under the authority of the Ministry
of Defense. The commander in command of the army is responsible for the correct
and effective.
