พื้นฐานดานความปลอดภัยในการทํางาน เพื่อเปนกรอบแนวทางการบริหารจัดการและดําเนินงานดาน
ดังกลาวของประเทศสมาชิก โดยประเทศไทยไดใหสัตยาบันอนุสัญญาฉบับนี้เมื่อเดือนมีนาคม 2559
การศึกษาวิจัย เรื่อง “แนวทางในการกําหนดรูปแบบ กลไก และการดําเนินงานตามภาระ
ผูกพันการปฏิบัติตามอนุสัญญาแรงงานระหวางประเทศ ฉบับที่ 187” มีวัตถุประสงคเพื่อศึกษาวิเคราะห
สถานการณและแนวทางเกี่ยวกับภาระผูกพันการปฏิบัติตามอนุสัญญา อันจะนําไปสูการกําหนดรูปแบบ
กลไก และกลยุทธการบริหารจัดการที่สอดคลองตามอนุสัญญา ซึ่งจะชวยยกระดับมาตรฐานและ
สัมฤทธิผลของการดําเนินงานในภาพรวมตอไป
ผลการศึกษาพบวา การใหสัตยาบันอนุสัญญาดังกลาว จะมีผลผูกพันทําใหประเทศไทย
ตองปฏิบัติตามอนุสัญญาในทุกมาตราอยางครบถวน และตองมีการดําเนินการอยางจริงจังในการพัฒนา
ภายใต3 หัวขอหลัก ไดแก 1) นโยบายระดับชาติซึ่งมีความสอดคลองตามแนวปฏิบัติและสภาพการณ
ภายในประเทศ 2) ระบบการดําเนินงานระดับชาติโดยจัดใหมีโครงสรางพื้นฐานที่เปนกลไกในการ
ขับเคลื่อนงานความปลอดภัยฯ ของประเทศ 3) แผนงานระดับชาติที่มีการกําหนดเปาประสงค
ยุทธศาสตร และกลยุทธที่นําพาใหการบริหารจัดการและดําเนินงานดานความปลอดภัยฯ บรรลุผล
ภายในกรอบเวลาที่กําหนด นอกจากนี้ยังตองมีการจัดทํารายงานขอมูลระดับชาติดานความปลอดภัยฯ
อยางตอเนื่อง เพื่อสรุปขอมูลภาพรวมการดําเนินงานดานดังกลาวของประเทศ รวมทั้งตองมีการสราง
เผยแพรประชาสัมพันธการดําเนินงาน เพื่อสรางการรับรูในเกิดขึ้นทั้งในระดับชาติและระดับนานาชาติ
สรุปผลการศึกษา ผูวิจัยไดเสนอแนวทางในการขับเคลื่อนการการดําเนินงานตามภาระ
ผูกพันภายใตอนุสัญญาฉบับนี้ในขอเสนอแนะเชิงนโยบาย โดยการจัดตั้งคณะกรรมการขับเคลื่อน
อนุสัญญาฉบับที่ 187 ระดับชาติ เพื่อใหการดําเนินงานในภาพรวมครอบคลุมทั้งภาครัฐ ภาคเอกชน
ภาคประชาสังคม ภายใตแนวทางประชารัฐ กําหนดยุทธศาสตรและแผนการปฏิบัติงานที่ชัดเจนเพื่อ
ประโยชนตอการติดตามและประเมินผลการดําเนินงานอยางมีประสิทธิภาพ รัฐบาลควรใหการสนับสนุน
งบประมาณในการดําเนินงานอยางเพียงพอและตอเนื่อง สรางความรูความเขาใจเพื่อใหเกิดการรับรู
อยางตอเนื่องและทั่วถึง เพื่อปรับเปลี่ยนทัศนคติและมุมมองใหเกิดการยอมรับ และพรอมที่จะรวมมือใน
การพัฒนาระบบงานความปลอดภัยและอาชีวอนามัยของประเทศไทยใหมีคุณภาพ และสอดคลองกับ
มาตรฐานสากลและมีความยั่งยืน

ABSTRACT

OSH activities to comply with the ILO Convention No. 187

The ILO Convention No. 187re: Promotional Framework for Occupational
Safety and Health, 2006, is a fundamental standard developed by the International
Labour Organization. It provides a framework for the administration and management of
occupational safety and health (OSH) at national level. Thailand, as a member state of
the ILO, successfully ratified this Convention in March 2016.
A study on the "Guidelines for the Establishment of Mechanisms and
Implementation of OSH activities to comply with the ILO Convention No. 187" aims to
analyze the current OSH administration and situation, and propose guidelines for the
strengthening of administration and implementation activities to support this Convention.
This will eventually further enhance the standard and fulfillment of the overall OSH
administration and operation of the country. This study revealed that the ratification of the ILO Convention 187 will be
binding on Thailand to comply fully with the Convention in all its provisions. In summary,
OSH development shall emphasize on these 3 main components: 1) National Policy, to
be consistent with the reasonable practice and current situation, 2) National System, by
providing the necessary infrastructure that drives OSH administration and operation, and
3) National Master Plan, with effective strategies that lead to the achievement of overall
OSH administration with the time frame. In addition, National Profile on OSH should be
prepared and disseminated. This is important mechanism to create public create
awareness and outreach, both at national and international levels.
In conclusion, the researcher has proposed multi-approaches to drive the
implementation of activities to support all the provisions under this Convention. In term
of policy, it is recommended that a National Committee for OSH Administration to
support the ILO Convention No. 187 should be formed. This National Committee will
have active role in overall OSH administration and operation of both the public and
private sectors, under the government’s civil state approach. OSH strategies need to be
established with action plans for the effective monitoring and evaluation. Meanwhile,
the government should provide adequate budget as well as other forms of support for
OSH administration and operation. In addition, it is crucial to emphasize on awareness
raising and OSH knowledge development. All of these matters will contribute to the
development of occupational safety and health administration and system in Thailand
to be in line with international standards with sustainability.
