การศึกษาครังนีมีจุดมุ่งหมายสําคัญเพือศึกษาพฤติกรรมในการกระทําผิดของ
ประชาชนเกียวกับการใช้สืออิเล็กทรอนิกส์ศึกษาผลกระทบทีเกิดจากการกระทําผิดในการใช้สือ
อิเล็กทรอนิกส์และศึกษาแนวทางการเสริมสร้างความมีระเบียบวินัยในการใช้สืออิเล็กทรอนิกส์และ
การบังคับใช้กฎหมาย ขอบเขตประชากรทีใช้ในการวิจัยครังนี คือ ประชาชนในเขต
กรุงเทพมหานครทีทําผิดกฎ หมายเกียวกับสืออิเล็กทรอนิกส์ในเขตกรุงเทพมหานคร เจ้าหน้าที
ตํารวจในเขตพืนทีกรุงเทพมหานคร ผู้ทรงคุณวุฒิและนักวิชาการผู้มีความรู้ เชียวชาญเกียวกับความ
มีระเบียบวินัยในการใช้สืออิเล็กทรอนิกส์กับการบังคับใช้กฎหมายรวมทังหมด คน โดยการใช้
กระบวนวิธีการวิจัยเชิงคุณภาพ อันประกอบไปด้วยการศึกษาข้อมูลจากเอกสารหรือการวิจัยเชิง
เอกสาร และการศึกษาจากการลงภาคสนามเพือเก็บข้อมูลด้วยการสังเกตแบบมีส่วนร่วม การ
สัมภาษณ์เชิงลึก และการสนทนาแบบกลุ่ม ผลการวิจัยสรุปได้ว่าประชาชนมีแนวโน้มทีจะกระทํา
ความผิดเพิมสูงขึน การกระทําผิดส่วนใหญ่เกิดจากความไม่รู้ข้อกฎหมาย การขาดวินัย ในขณะทีการ
บังคับใช้กฎหมายอย่างเข้มงวดของหน่วยงานทีเกียวข้องจะช่วยทําให้ประชาชนเรียนรู้และปรับ
พฤติกรรมในการใช้สือฯได้อย่างเหมาะสม และมีระเบียบวินัยมากขึน การเสริมสร้างความมีระเบียบ
วินัยและการบังคับใช้กฎหมายต้องเกิดขึนจากการร่วมมือของทุกภาคส่วน รวมถึงการปรับปรุงข้อ
กฎหมายให้มีความทันสมัย โดยมีข้อเสนอแนะ คือ หน่วยงานทีเกียวข้องต้องให้ความสนใจในการ
เผยแพร่ความรู้ในด้านกฎหมาย ระเบียบข้อบังคับต่าง ๆ อย่างเป็ นระบบ เจ้าหน้าทีตํารวจผู้บังคับใช้
กฎหมายต้องดําเนินการในการบังคับใช้กฎหมายอย่างต่อเนืองเทียงตรง รวมถึงสร้างความร่วมมือความ
ตระหนักร่วมกันในสังคม

ABSTRACT
Title Discipline of The People with Law Enforcement
Field Social - Psychology

The objectives of this research was to study the people's offense behavior for using
internet and social media, to study the impact of offense on the use of internet and social media, to
study the reinforcement of the discipline for internet and social media using and law enforcement.
Population used in study were Bangkok’s people who offense on internet and social media, polices, Professional and academicians who had expert with discipline for internet and social
media using and Law enforcement. The sample size that have been selected by purposive
sampling, for this study was 30. The methodology of this study were consisted : Qualitative
Research, Documentary Research, Participatory Observation, In-Depth Interview and Focus
Group Discussion.
The results of research are as follow : 1) People are most likely to commit an offense
under the Computer Act about the use of internet and social media increased. Most of the
offenders had low level of knowledgeable and disciplinary behavior about the use on internet and
social media under the computer statute while the attitude was moderate. 2) The offense in using
internet and social media under the Computer Act is mainly due to the legal-ignorance, the lack of
Self control and discipline including responsibility for themselves and others. While strict law
enforcement will help people learn and adapt their behavior in using internet and social media
appropriately. 3) Enhancing discipline in the use of internet and social media and the law
enforcement must arise from the cooperation of all sectors including the amendment of laws in
Computer Act to be up-to-date for protection legal violations.
However, the recommendation for enhancing discipline is that organizations must
pay attention to the systematic dissemination of knowledge and police must constantly enforce the
law, honestly.Finally, this plan will be helped the public to be aware and disciplined.
