การศึกษาแนวทางการบูรณาการการใช้ยุทโธปกรณ์ของทหารช่างในภารกิจการบรรเทา
สาธารณภัยนั้น ผู้วิจัยได้ท าการรวบรวมข้อมูลสถิติการเกิดภัยพิบัติและที่ตั้งของหน่วยทหารช่างตาม
ภูมิภาคต่างๆ ยุทโธปกรณ์และขีดความสามารถของหน่วยทหารช่าง รวมถึงข้อมูลจากการสัมภาษณ์
ผู้ทรงคุณวุฒิ ที่มีประสบการด้านการบรรเทาสาธารณภัยในภูมิภาคต่างๆ น ามาวิเคราะห์ข้อมูล เพื่อให้
บรรลุวัตถุประสงค์ของการวิจัย คือเพื่อศึกษาปัจจัยความพร้อมและขีดความสามารถของหน่วยรวมถึง
ยุทโธปกรณ์ของหน่วยทหารช่างในภารกิจการบรรเทาสาธารณภัย และเพื่อวิเคราะห์และเปรียบเทียบ
การใช้ประโยชน์จากหน่วยและยุทโธปกรณ์ของทหารช่างในภารกิจการบรรเทาสาธารณภัยกับ
ส่วนราชการอื่น จนสามารถก าหนดแนวทางการบูรณาการการใช้ยุทโธปกรณ์ของทหารช่างในภารกิจ
การบรรเทาสาธารณภัยได้อย่างมีประสิทธิภาพ
จากการวิเคราะห์ข้อมูลต่างๆ ที่ได้มาสรุปเป็นผลการวิจัยได้ว่า หน่วยทหารช่าง
มีความพร้อมในการปฏิบัติภารกิจการบรรเทาสาธารณภัย เนื่องจากมีความเหมาะสมในปัจจัย
ด้านที่ตั้งของหน่วยที่กระจายตัวอยู่ทั่วประเทศ ด้านความพร้อมของก าลังพล ด้านความหลากหลาย
ของยุทโธปกรณ์ ด้านความพร้อมของการส่งก าลังบ ารุง และความโดดเด่นในด้านการบังคับบัญชา
และการติดต่อสื่อสาร นอกจากนี้ยังสามารถก าหนดแนวทางการบูรณาการการใช้ยุทโธปกรณ์
ของหน่วยทหารช่างในภารกิจการบรรเทาสาธารณภัยได้โดยทุกภาคส่วนต้องร่วมมือกันปฏิบัติภารกิจ
อย่างประสานสอดคล้อง โดยมีหน่วยทหารช่างตามพื้นที่ต่างๆ และหน่วยทหารช่างส่วนกลาง
คอยให้การสนับสนุนยุทโธปกรณ์ที่มีความจ าเป็นต่อการบรรเทาสาธารณภัย
ข้อเสนอแนะในการวิจัยครั้งนี้คือ หน่วยงานต่างๆ ที่มีหน้าที่ในการก าหนดแผน
การบรรเทาสาธารณภัย ควรเพิ่มรายละเอียดแผนการขอรับการสนับสนุนก าลังพลและยุทโธปกรณ์
ของหน่วยทหารช่างในพื้นที่ และจากหน่วยทหารช่างส่วนกลางเข้าไปด้วย พร้อมทั้งให้ความส าคัญ
กับการใช้หน่วยและยุทโธปกรณ์ของทหารช่างให้ถูกวิธีเพื่อป้องกันการช ารุดเสียหายของยุทโธปกรณ์
และสิ่งที่ส าคัญที่สุดคือการประชาสัมพันธ์ขีดความสามารถยุทโธปกรณ์ของหน่วยทหารช่าง
ให้ทุกภาคส่วนได้รับรู้และน าไปใช้ให้เกิดประสิทธิภาพสูงสุดในภารกิจการบรรเทาสาธารณภัย

Title Guidelines for Integrating the Use of Engineering Military Equipments
Approach in Disaster Relief Field Science and Technology

A study of the guidelines for integrating the use of engineering military
equipments approach in disaster relief, the researcher collected data from disaster
statistics records in base of engineering military units in different regions, armament and
capabilities of engineering military units. Including, gathering information from in-depth
interviews with key informants who had experiences in disaster relief in various ways,
to analyze data in achieving the purpose of the research. The purpose of the research is
to study the readiness and capability of the engineering military unit as well as the
military equipment in the relief task, for the purpose of analyzing and comparing the use
of engineering military equipments in disaster relief with other government agencies,
in order to determine how to integrate the use of engineering military equipments in
efficacy performance of disaster relief.
Based on the analysis of the collected data, the results can be concluded
follows; (1) engineering military units are ready to perform in disaster relief missions, due
to the suitability of location of units which distributed throughout over the country,
(2) the readiness of manpower, (3) the variety of equipments, (4) the readiness of
logistics and supply chain and (5) the prominence in the field of the chain of command
and efficacy in communication. In additional, it can be determine the way to integrate
the use of engineering military equipments in the relief task with all sectors that
cooperate together to accomplish the mission, in accordance with different engineering
military units in various areas together with central engineering military forces to support
the need in disaster relief.
The recommendations in this research are as follows; first, the agencies who
responsible for defining the disaster mitigation plan should add up the detail for
obtaining the support from engineering military personnel and equipments both from
engineering within the area and from the central unit. Second, prioritize the importance
of using engineering military units and equipments properly to prevent the damage.
Lastly, the most important thing is to publicize and advertise the military capabilities of
the engineering military units and equipments, which all sectors are aware of and
deployed for maximum effectiveness in approaching disaster relief missions.
