การชุมนุมของประชาชนทีเกิดขึ1นในสังคมแห่งประชาธิปไตยของประเทศไทยทั1งใน
อดีตและปัจจุบัน มีรูปแบบลักษณะทีแตกต่างกนหลายประการ โดยในการชุมนุมของประชาชนใน ั
แต่ละครั1งมักจะมีเหตุการณ์ทีเสียงกบการเก ั ิดความไม่ปลอดภัยในชีวิตและทรัพย์สินของประชาชน
ทีอยูในบริเวณชุมนุมและใกล้เคียง ประเทศไทยจึงมีมาตรการในก ่ ารรักษาความสงบเรียบร้อยในกรณี
ดังกล่าวโดยมีทั1งกฎหมาย แผนปฏิบัติการต่างๆ ของหลายหน่วยงาน รวมตลอดถึงกฎหมายทีเกี

การป้ องกนและบรรเทาสาธารณภัย โดยศึกษาปัญหาและอุปสรรคของกฎหมา ั ยแต่ละฉบับวามีความ ่
เหมาะสมในการนํามาใช้บังคับกบการปฏิบัติงานของเจ้าหน้าทีในการควบคุมผู้ชุมนุมในที ั สาธารณะ
เพือนําไปสู่ความปลอดภัยในชีวิตและทรัพย์สินของประชาชน และความปลอดภัยของเจ้าหน้าที
ผู้ปฏิบัติงานด้านการควบคุมดูแลการชุมนุมและการสลายการชุมนุมเพือให้เกิดความสงบสุขใน
สังคมไทยต่อไป ผู้วิจัยจึงมีแนวคิดในการดําเนินการวิจัยเรือง “การพัฒนาบทบาทหน้าทีของเจ้าหน้าที
ในการปฏิบัติงานด้านความมันคงของชาติ ศึกษากรณี : การปฏิบัติหน้าทีในการป้ องก นและบรรเทา ั
สาธารณภัย(การก่อวินาศกรรม) กรณีการชุมนุมสาธารณะ โดยมีวัตถุประสงค์เพือศึกษาบทบาทหน้าที
ของเจ้าหน้าที เสนอแนวทางการพัฒนาบทบาทหน้าทีของเจ้าหน้าที ตามพระราชบัญญัติป้ องกนและ ั

The assembly of citizens formed the Society of democracy in Thailand, both past
and present. There are several different styles. The gathering of people in each event are usually
vulnerable to in security of lives and property of the people of the congregation and the near by
area. Thailand has measures to maintain peace and order in such cases by law, Various action
plans of several agencies, As well as the Law on the Prevention and Mitigation. By study of the
legal barriers that are appropriate in each force applied to the performance of the authorities to
control the crowd in public. To contribute to the safety of life and property of citizens and safety
of officer who oversee the assembly and dispersal to achieve peace in Thailand. I had the idea of
doing research about “The role of officer development to operational aspects of national security”
Case study: The Duties in the prevention and mitigation (Sabotage) in stance public gatherings.
The objective was to study the role of officer and proposed role of officer development by
Disaster Prevention and Mitigation Act of 2550 operational aspects of national security. By scope
of the research by studying the problem by using Disaster Prevention and Mitigation Act 2550
about the performance of the officials in charge of public assembly, Power to use, The duty of the
officer in various agencies that relating to the control of the protesters and treatment to
demonstrators.
The research results show that the roles and characteristics of national security looks
like. Get to know of officer development by Disaster Prevention and Mitigation Act of 2550
implementation of national security for the officer who use the Disaster Prevention and Mitigation
Act of 2550 to performed their duties appropriately.
