เรื่อง ตัวแบบในการก าหนดยุทธศาสตร์และยุทธศาสตร์ชาติในศตวรรษที่ ๒๑

การวิจัยเรื่อง ตัวแบบในการก าหนดยุทธศาสตร์และยุทธศาสตร์ชาติในศตวรรษที่ ๒๑
มีวัตถุประสงค์ของการวิจัย เพื่อศึกษาวิเคราะห์ตัวแบบการจัดท ายุทธศาสตร์ชาติ ระยะ ๒๐ ปีของรัฐบาล
และเพื่อเสนอตัวแบบที่เหมาะสมในการจัดท ายุทธศาสตร์และยุทธศาสตร์ชาติในศตวรรษที่ ๒๑
การวิจัยเป็นการวิจัยเชิงคุณภาพ (Qualitative Research) และการวิจัยเชิงพรรณนา(Descriptive Research)
ผลการวิจัยพบว่ากระบวนการก าหนดยุทธศาสตร์ชาติของรัฐบาล ได้ประยุกต์แนว
ทางการก าหนดยุทธศาสตร์ชาติมาจากคู่มือการก าหนดยุทธศาสตร์ ๒ เล่ม คือ คู่มือการก าหนด
ยุทธศาสตร์ในระดับชาติของศูนย์ศึกษายุทธศาสตร์ สถาบันวิชาการป้ องกันประเทศ และคู่มือด้าน
การพัฒนายุทธศาสตร์ชาติของวิทยาลัยป้ องกันราชอาณาจักร สถาบันวิชาการป้ องกันประเทศ
ซึ่งมีประเด็นความไม่เหมาะสมเพียงพอ มีความไม่สอดคล้องกับหลักวิชาการว่าด้วยยุทธศาสตร์ชาติ
สมัยใหม่ และความไม่เหมาะสมสอดคล้องกับสภาพแวดล้อมทางยุทธศาสตร์ของโลกในยุคปัจจุบัน
และน าประเด็นดังกล่าวมาประยุกต์กับหลักวิชาการว่าด้วยยุทธศาสตร์ชาติสมัยใหม่แล้ว สามารถ
กา หนดแนวทางตวัแบบยุทธศาสตร์ที่เป็นลกัษณะของการต้งัคา ถามเกี่ยวกบั ปัจจัยในความส าเร็จ
และล้มเหลวที่ช้ีบ่งวา่ ยุทธศาสตร์ชาติจะประสบความส าเร็จหรือไม่และผลการวิจัยได้เสนอตัวแบบ
ในการก าหนดยุทธศาสตร์และยุทธศาสตร์ชาติในศตวรรษที่ ๒๑ ตามแผนภาพที่ ๔-๑ ที่มีองค์ประกอบ
และกระบวนการ ๑๗ ประการ คือ ๑.ความมุ่งประสงค์แห่งชาติ (National Purpose) ๒. ผลประโยชน์
แห่งชาติ (National Interests) ๓. การตรวจสอบและการวิเคราะห์สภาพแวดล้อม (Validate Test)
๔. วิสัยทัศน์ทางยุทธศาสตร์ (Strategic Vision)๕. มหายุทธศาสตร์ (Grand Strategy) ๖. นโยบายแห่งชาติ
(National Policy) ๗. ยุทธศาสตร์ชาติ (National Strategy) ๘. วัตถุประสงค์แห่งชาติ(National
Objectives) ๙.แนวความคิดทางยุทธศาสตร์ (Strategic Concept/Course of Action) ๑๐. พลังอ านาจ
แห่ งชาติ (National Power) ๑๑. มาตรการเฉพาะ (Specific Measures) และแผนงาน/โครงการ
(Projects/Plans) ๑๒.การทดสอบยุทธศาสตร์ (Strategic/Validity Test) ๑๓.การประเมินความเสี่ยง
และการจัดการกับความเสี่ ยง (Risk Assessment/Management) ๑๔. การมีส่ วนร่วมของประชาชน
(People Participation) ๑๕.การน ายุทธศาสตร์ไปสู่การปฏิบัติ (Implementation) ๑๖. การติดตามและ
ประเมินผล (Evaluation) และ ๑๗.การย้อนกลับ (Feedback) เพื่อการปรับปรุงแก้ไขยุทธศาสตร์ข
ข้อเสนอแนะ คณะกรรมการจัดท ายุทธศาสตร์ชาติ และคณะอนุกรรมการจัดท า
ยุทธศาสตร์และกรอบการปฏิรูป ควรร่วมกันเร่งด าเนินการปรับปรุงยุทธศาสตร์ชาติใหม่ ให้มีความ
สมบูรณ์ตามองค์ประกอบและกระบวนการของตัวแบบการก าหนดยุทธศาสตร์ชาติในศตวรรษ
ที่ ๒๑ ที่ได้นา เสนอในงานวิจยัน้ีรัฐบาล ควรก าหนดคณะกรรมการเฉพาะส าหรับการก าหนด
ความมุ่งประสงค์แห่งชาติและผลประโยชน์แห่งชาติ โดยคณะกรรมการเฉพาะต้องมาจากหลาย
ภาคส่วน และควรก าหนดหน่วยงานเฉพาะส าหรับข้นั ตอนการตรวจติดตามและประเมินผล
(Evaluation) และข้นั ตอนการยอ้ นกลบั (Feedback) เพื่อปรับปรุงแก้ไขยุทธศาสตร์

ABSTRACT
Title : The Strategy and National Strategic Model for21st
century

This research, “The Strategy and National Strategic Model for 21st
century” , aim to
study on the 20-year national strategy formulation of the government, and propose the right
model for national strategy and strategy for 21st century, and this is qualitative research and
descriptive research.
The research found that the national strategic formulation process of the
government has applied the national strategy approach from the two strategic guidelines: national
strategy guide of strategic studies center, national defence studies institute, and national strategy
development guide of Thailand national defence college, national defence studies institute.
These are not appropriate and incompatibility with modern academic strategies, including
inappropriateness in line with the strategic environment of the modern world. This research has
brought the issue to an strategy formulation process improvement with modern national strategic
studies that can define direction of strategy formulation process with asking questions about
factors in success and failure of national strategic implementation. The founding shows a strategy
and national strategic model for 21st
century, as shown in Figure 4-1 with 17 factors and
formulation process are : 1. National Purpose, 2. National Interests, 3. Validate Test, 4. Strategic
Vision, 5. Grand Strategy), 6. National Policy, 7. National Strategy, 8. National Objectives,
9. Strategic Concept or Course of Action), 10. National Power, 11. Specific Measures and Projects
or Plans, 12. Strategic or Validity Test, 13. Risk Assessment and Management, 14. People
Participation, 15. Implementation, 16. Evaluation, and 17. Feedback.
The researcher, hereby, suggest that National Strategy Committee and National
Strategy and Reform Subcommittee should be accelerated improvement the national strategies to
be complete with the factors and formulation process of the strategy and national strategic model
for 21st
century that presented in this research, government should be assign specific committees
coming from various sectors for formulation about national purpose and national interests, and ,
government should be assign specific service center for evaluation and feedback to improve
strategy.
