การวิจัยครั้งนี้มีวัตถุประสงค( เพื่อศึกษาป3ญหาการบริหารจัดการทรัพยากรธรรมชาติและ
สิ่งแวดล"อมก อนการบริหารงานของ คสช. ความคิดเห็นต อการที่ทหารมีส วนร วมในการบริหารจัดการ
ทรัพยากรธรรมชาติและสิ่งแวดล"อมช วงการบริหารงานของ คสช. เปรียบเทียบป3จจัยที่มีผลต อการที่ทหารมี
ส วนร วมในการบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล"อมช วงการบริหารงานของ คสช. และ
ข"อเสนอแนะ โดยใช"แบบสอบถามเก็บข"อมูล จํานวน ๑๑๖ คน
ผลการศึกษาการบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล"อมก อนมีการบริหารงานของ
คสช. พบว ามีป3ญหาด"านบุคลากร ยุทโธปกรณ( และงบประมาณไม เพียงพอ จึงส งผลทําให"การบริหารจัดการ
ทรัพยากรป9าไม" ป3ญหาสําคัญและต"องเร งแก"ไข การบุกรุกพื้นที่ป9า พื้นที่ทับซ"อน การบริหารจัดการทรัพยากรน้ํา
มีป3ญหาสําคัญขาดแหล งน้ํา เพื่อการเกษตร น้ําบาดาล และน้ําอุปโภค การบริหารจัดการมลพิษ ป3ญหาสําคัญ
การบริหารจัดการขยะ และน้ําเสีย การศึกษา ความคิดเห็นต อการที่ทหารมีส วนร วมในการบริหารจัดการ
ทรัพยากรธรรมชาติและสิ่งแวดล"อม พบว ามีระดับ ความคิดเห็นด"วยมากที่สุด (ระดับสูง) รวมค าเฉลี่ย
๐.๕๙๖๐ การทดสอบสมมติฐานผู"วิจัยได"กําหนดสมมติฐาน โดยจําแนกตามอายุ ระดับการศึกษา ระดับตําแหน ง
อายุราชการ และพื้นที่ความรับผิดชอบหน วยงานที่แตกต างกัน มีความคิดเห็นต อการที่ทหารมีส วนร วมในการ
บริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล"อมช วงการบริหารงานของ คสช. แตกต างกัน โดยใช"สถิติ
การวิเคราะห( t-test และ F-test ผลการวิเคราะห(พบว าไม เปHนตามสมมติฐาน คือไม แตกต าง แสดงให"เห็นว า
ลักษณะพื้นฐานส วนบุคคลที่เปHนลักษณะทั่วไปไม เกี่ยวข"องกับระดับความคิดเห็นโดยตรง จึงส งผลทําให"การ
บริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล"อมช วงการบริหารงานของ คสช. มีประสิทธิภาพมากขึ้น โดยมี
พื้นที่ป9าเพิ่มขึ้น การบริหารจัดการน้ําแบบบูรณาการ ต"นน้ํา กลางน้ํา และปลายน้ํา การจัดการขยะตกค"างมีการกําจัด
มากขึ้น ผลการศึกษาเห็นสมควรให"ทหารเข"ามามีส วนร วม ในการบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล"อม

Title: Comments on Military’s Participation in Natur Title: al Resources and Environment
Management in Period of NCPO’s Administration

The objectives of this research are to study the problem of natural resources and
environment management prior to the period of NCPO’s Administration and the comments
on the military’s participation in natural resources and environment management in the
period of NCPO’s Administration and to compare the factors impacting on the military’s
participation in natural resources and environment management in the period of NCPO’s
Administration and the proposals. The researcher collected the data by a questionnaire from
116 respondents.
According to the research findings of the natural resources and environment
management prior to the period of NCPO’s Administration, it revealed that there were the
problems of inadequate personnel, munitions and budgets causing the problem of forest
resources management that must be solved as soon as possible, intrusion in forest areas,
overlapping territorial claims areas, management of water resources, shortage of water
source used for agriculture, ground water and drinking water, pollution management, waste
management as the major problem and wastewater. According to studying the comments
on the military’s participation in natural resources and environment management, it
revealed that the most comments (at high level) were considered at 0.5960 in average.
According to testing the hypothesis, the researcher specified the hypothesis by sorting out
ages, education level, jobs, how long they worked and responsible areas of different
agencies. The comments on the military’s participation in natural resources and
environment management in the period of NCPO’s Administration were different analyzed
by t-test and f-test. The analysis result revealed that it did not follow the hypothesis; that is
to say, they were different. It implied that the personal basic characteristics as common
characteristics did not relate to the comments directly that made the natural resources and
environment management in the period of NCPO’s Administration more effective with
increasing forest areas, better applied management of water: the beginning of the river, the
middle of the river and the end of the river and more eliminated leftover waste. According
to the researcher findings, the military should participate in applied management of natural
resources and environment until the endofNCPOperiod.
