การวิจัยคร้ังน้ีมีวตัถุประสงค์เพื่อ(1) ศึกษาปัญหาและผลกระทบเกี่ยวกับการด าเนิน
ความร่วมมือด้านความมั่นคงระหว่างไทยกบักมั พูชาของกองทัพไทย (2)ศึกษาแนวทางการพัฒนา
ความร่วมมือด้านความมนั่ คงระหว่างไทยกบักมัพูชาของกองทพัไทยวิธีการวิจัย เป็ นการวิจัยเชิงคุณภาพ
โดยการเก็บข้อมูลจากผู้ให้ข้อมูลหลักซึ่งเป็นกลุ่มผู้น าในระดับต่าง ๆ จ านวน 10 คน เครื่องมือในการวิจัย คือ
การสัมภาษณ์เชิงลึก การวิเคราะห์ข้อมูลใช้การตีความจากข้อมูลที่เชิงคุณภาพ
ผลการวิจัย
ปัญหาและผลกระทบความร่วมมือดา้นความมนั่ คงระหวา่ งไทยกบักมัพูชาของกองทพั ไทย
พบว่า มีปัญหาและผลกระทบหลักอยู่ 3 ประเด็น คือ ปัญหาและผลกระทบด้านการเมือง
ภายในประเทศ ปัญหาและผลกระทบด้านเส้นเขตแดน และปัญหาผลกระทบด้านการบริหารจัดการ
แนวทางการพัฒนาความร่วมมือด้านความมั่นคงระหว่างไทยกับกัมพูชาของกองทัพไทย
พบว่า จากสภาพปัญหาดังกล่าวสามารถก าหนดแนวทางการพัฒนาความร่ วมมือระหว่างกัน
ได้ด้วยองค์ประกอบที่ส าคัญ 3 ประการ คือ การก าหนดนโยบายที่ชัดเจน การเรียนรู้ และสื่อสารด้วย
หลัก “เข้าใจ เข้าถึง พัฒนา” และการปฏิบัติตามสัญญาร่ วมกัน และการบริ หารจัดการชายแดน
เชิงโครงสร้างและในแต่ละองคป์ ระกอบน้นั มีประเดน็ย่อยดงัน้ี1)การก าหนดนโยบายที่ชัดเจน และ
มุ่งพัฒนาความร่วมมือ มี 2 ประเด็นที่ส าคัญ คือ ผู้น ารัฐบาลควรสร้างความสัมพนัธ์ที่ดีให้เกิดข้ึน
ระหว่างกัน และการพัฒนาความร่วมมือในทุกระดับอย่างสร้างสรรค์2) การปฏิบัติตามความตกลง
ร่วมกัน และการพัฒนาความร่วมมือข้ามแดนในทุกมิติ ประกอบด้วย 3 ประเด็น คือ การด าเนินการ
จัดท าความตกลงในเรื่องเส้นเขตแดนร่วมกัน การเรียนรู้ และสื่อสารด้วยหลัก “เข้าใจ เข้าถึง พัฒนา”
และการสื่อสารด้วยความเคารพ และสร้างมุมมองการพัฒนาร่วมเพื่อประโยชน์ชาติ และภูมิภาค
อาเซียน 3) การบริ หารจัดการชายแดนเชิงโครงสร้าง ประกอบด้วย 2 ประเด็น คือ การปรับ
โครงสร้าง ให้มีสายการบงัคบั บญั ชาที่ส้ันลง (ที่จะส่งขอ้ มูลให้ผู้มีอา นาจตดั สินใจได้อย่างรวดเร็ว
ทันต่อเหตุการณ์) และการวางแผนการจดับุคลากรเขา้ปฏิบตัิงานในพ้ืนที่

This research aims to (1) study the problems and implications related to the security cooperation
between Thailand and Cambodia, (2) study the guidelines for development of security cooperation between
Thailand and Cambodia. The qualitative method was used by way of collecting the data from 10 key
informants who are leaders at various levels of command. In-depth interviews were used as the research
instrument, and the analysis of the data was accomplished by qualitative data interpretation.
Research Result
Three issues that are the main causes of the problems and the implications are related to
local politics, boundaries, and management of guidelines for security cooperation development
between Thailand and Cambodia of the Royal Thai Armed Forces. It was determined that these
issues can be used to determine the cooperation between both countries by means of 3 important
elements: clear policy formulation, implementation of mutual agreements and development of
cross-border cooperation in all dimensions, and structural border management. Each component
has the following sub-themes: 1) clear policy formulation that focuses on the development of
cooperation consisting of 2 key issues: building of good relationship by leaders of the
governments, and the development of cooperation at all levels creatively; 2) compliance with
mutual agreement, and the development of cross-border cooperation in all dimensions consisting
of 3 key issues: the implementation of agreements on boundary lines, learning and communication
with the principle of "understanding, accessing, developing", communicating with respect, and
create a shared development perspective for national benefit as well as for the ASEAN region; 3)
Structural border management consisting of 2 key issues: restructuring of the shorter chain of
command (to send information to decision makers quickly, and in timely manner), and staffing
planning in the area.
