การศึกษาวิจัยเรืองแนวทางการฟืนฟูระบบนิเวศป่ าไม้เพือความมันคงด้านทรัพยากร
ของประเทศอย่างยังยืน มีวัตถุประสงค์คือ เพือศึกษา วิจัย การฟื นฟูระบบนิเวศป่ าไม้ของประเทศไทย
ตรวจสอบสภาวะแวดล้อม วิเคราะห์ปัญหา อุปสรรค ของการฟืนฟูทรัพยากรป่ าไม้ของไทยดังกล่าว
ศึกษาการฟืนฟูป่ าตามแนวทางของ ศาสตราจารย์ อะคิระ มิยาวากิ และ เสนอแนะแนวทางการฟินฟู
ป่ าอยางยั ่ งยืน
การวิจัยครังนีเป็ นการวิจัยเชิงคุณภาพ โดยการเก็บรวบรวมข้อมูล ข้อมูลทังปฐมภูมิ
และทุติยภูมิ และข้อมูลทีได้จากกการสังเกต ข้อมูลรู ปภาพก่อน และหลังการดําเนินการ
จากนันจะนําข้อมูลทังหมดมาวิเคราะห์ เชิงเปรียบเทียบ โดยมีขอบเขตของการวิจัยใน
ครังนีคือ การฟืนฟูระบบนิเวศป่ าบก เท่านัน ไม่รวมถึงป่ าชายเลน ป่ าพรุ
ผลการวิจัยพบว่า การปลูกป่ าเพือฟืนฟูระบบนิเวศป่ าธรรมชาติ ตามแนวทางของ
ศ.ดร. อาคิระ มิยาวากิ มีหลักการทีสําคัญคือการปลูกพันธุ์ไม้ท้องถิน (native species) ด้วยเทคนิค
การปลูกหลายชัน (multi- layer planting) เลียนแบบโครงสร้างป่ าธรรมชาติ ปลูกถี (dense planting)
ปลูกกล้าไม้คละกนหลายชนิด (mixed species) ปลูกแบบสุ ั ่ม (random) เพือช่วยร่นระยะเวลาการ
สื บพันธุ์พืชตามธรรมชาติ เกิดการทดแทนของสังคมพืชเข้าสู่สังคมพืชขันสู งสุ ด (climax
community) เร็วขึนกวาการฟื ่ นตัวตามธรรมชาติ ตลอดจนสร้างความหลากหลายทางชีวภาพด้วย
ข้อเสนอแนะทีควรนําไปใช้ทังเชิงนโยบายและเชิงปฏิบัติ เชิงนโยบาย คือ หน่วยงาน
ภาครัฐทีมีหน้าทีโดยตรงในการเพิมพืนทีป่ า ฟืนฟูป่ าทีเสือมโทรม ควรกาหนดยุทธศาสตร์ระดับ ํ
กระทรวง มีตัวชีวัดผลสัมฤทธิN บูรณาการทํางานจากทุกภาคส่วน และเผยแพร่ผลงานสร้างการรับรู้
และความเข้าใจกบประชาชนอย ั างต ่ ่อเนือง สําหรับข้อเสนอแนะเชิงปฏิบัติ คือ ส่งเสริมพืนทีปลูกป่ า
ทีประสบความสําเร็จ เป็ นศูนย์เรียนรู้ทังของภาครัฐ เอกชน ชุมชน เพือให้เกิดกระแสการเรียนรู้ การ
พัฒนาต่อยอด นําไปสู่การขยายผลเพิมขึน รวมทังส่งเสริมวิสาหกิจชุมชน รวมกนจัดตั ั งสหกรณ์การ
ปลูกป่ าแบบครบวงจร ตังธนาคารเมล็ดพันธุ์ไม้ชุมชน กลุ่มผลิตกล้าไม้จําหน่าย เป็ นต้น

ABSTRACT
Title Approach on Restoration of Forest Ecosystem for National Security and
Sustainability of Forest Resource

This study is titled Approach on Restoration of Forest Ecosystem for National
Security and Sustainability of Forest Resource. The objectives are, research on restoration of
forest ecosystem based on traditional method, environment examination as well as problems and
obstacles. Additional, restoration of forest ecosystem based on Prof. Dr. Akira Miyawaki ’ s
method is also studied. Finally, conclusions and recommendations are objected for security and
sustainability of forest resource.
This study is a quality research. The process is data collection from primary data,
secondary data and observation as well as comparative pictures as before and after phenomenon.
All data is analysis. The scope of this study is the restoration of inland forest, excluded mangrove
and beach forest.
From preprimary study can be concluded that the principles of tree planting for
forest ecosystems restoration based on Prof. Dr. Akira Miyawaki’s method are: planting with
native species, multi-layer planting, dense planting, mixed species and randomly. The reason is
that to accurate forest natural regeneration into climax community shortly. Besides, Miyawaki’s
method creates biodiversity.
Recommendation from this study are both policy and operation levels. At the policy
level are government organizations particularly at ministries level concerned should formulate
long term strategy plan. Setting up key performance indicators (KPIs), integration of
implementation among public organizations, private sector and citizens are included.
Dissemination all necessary information to public to create awareness, perception and
understanding should carry out continuously. At operational level, establishment of success
places into local learning centers due to the need for citizens learning, Eventually, progressive
learning and development lead to public enlargement. Furthermore, the supporting and
promoting for community entrepreneur should carry out. For instance, establishment of local
cooperatives for tree planting, and maintenance trees after planting. Besides, supporting local
people set up the cooperative such as for seed bank collection and seedlings production for sale.
