มีวัตถุประสงค์เพือศึกษาสภาพแวดล้อมทางยุทธศาสตร์และจัดทํา
แผนยุทธศาสตร์ของโรงเรียนเตรียมทหาร พ.ศ. +,,- - +,/1 การวิจัยครั
งนี
เป็ นการวิจัยเชิงคุณภาพ
โดยใช้การวิเคราะห์เชิงพรรณนาและวิเคราะห์ทางเอกสารเพือการพัฒนาแผนยุทธศาสตร์
ผลการวิจัยพบว่า 9) การศึกษาสภาพแวดล้อมทางยุทธศาสตร์ของการจัดการศึกษา
โรงเรียนเตรียมทหาร จากการวิเคราะห์ SWOT และประเมินสถานภาพของโรงเรียนเตรียมทหาร
สภาพแวดล้อมปัจจัยภายนอกได้ค่าเท่ากบ @./, และสภาพแวดล้อมปัจจัยภายในได้ค ั ่าเท่ากบ @.A9 ั
แสดงถึงมีปัจจัยภายนอกเป็ นโอกาสและปัจจัยภายในทีมีความเข้มแข็ง สามารถสร้างความเจริญ
เติบโตได้ สามารถกาหนดทิศทางเชิงกลยุทธ์ในเชิงรุกได้ โดยมีโอกาสทีจะให ํ ้การสนับสนุน
ได้แก่ นโยบายของรัฐบาลทีให้การสนับสนุนเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน นโยบาย
ด้านการศึกษาของหน่วยงานบังคับบัญชา และการให้การสนับสนุนจากศิษย์เก่าอยางต ่ ่อเนือง และ
จุดแข็ง คือ วัฒนธรรมองค์กรเป็ นทหาร ผู้บริหารสูงสุดมีภาวะผู้นําและมีเอกภาพในการบังคับ

ABSTRACT
Title The Development of Strategic Plan for The Administrative of
The Education Institution : Case Study of The Armed Forces Academies
Preparatory School (AFAPS), National Defence Studies Institute.

The purpose of this research is to study the strategic environment and plan for the
Armed Forces Academies Preparatory School year 2557 – 2561. This research is qualitative
research using descriptive and document analysis for the strategic plan of the academy.
The results showed that 1) the study of the strategic environment of education
academy from the SWOT analysis and the assessment of the academy external environment
factors are equal to 0.65 and internal environmental factors are equal to 0.91, representing the
external and internal environment factors that are likely to be strengthened that can grow and
move in an aggressive strategic direction. The three support opportunity factors consist of the
government's policy in preparation for entry to the ASEAN community, the education policy of
the agency supervisor (The Nation of Defence Studies Institute) and providing support from
alumni. In the other hand, using the strengths of military culture, the top management leadership
and a unified strategic command are an important the internal environment in the support factors.
2) The strategic plan for the Armed Forces Academies Preparatory School year 2557 - 2561,
includes vision, mission, strategic issues, strategic objectives, indicators, strategic map, strategies
and a 4 Year Plan for the academy (BE 2557 - 2560). The results of this research will make a
strategic plan for the academy that can be used in the management of the academy.
