การวิจัยครังนีมีวัตถุประสงค์ คือ ( ) เพือศึกษาวิเคราะห์แนวทางด้านการรักษา
ความลับของทางราชการของสํานักเลขาธิการคณะรัฐมนตรี เป็ นไปตามระเบียบว่าด้วยการรักษา
ความลับของทางราชการ พ.ศ. ( ) เพือเสนอแนวทางทีเหมาะสมให้สอดคล้องกับมาตรการ
การรักษาความปลอดภัยอย่างเคร่ งครัด ป้ องกัน และลดความเสี ยหาย ตลอดจนผลกระทบ
ทีเกียวข้องกับความสัมพันธ์ระหว่างประเทศ เศรษฐกิจ และความมันคงของประเทศชาติ และ
( ) เพือเป็ นแนวทางในการปฏิบัติงานของข้าราชการและเจ้าหน้าทีในการรักษาความลับของทางราชการ
กลุ่มตัวอย่างทีใช้ในการวิจัยมี กลุ่ม ประกอบไปด้วยกลุ่มผู้บริหารกลุ่มหัวหน้างาน
และกลุ่มผู้ปฏิบัติงาน จํานวนทังสิน คน ซึงเป็นการวิจัยเชิงคุณภาพ โดยใช้แบบสัมภาษณ์กึงโครงสร้าง
ในการเก็บรวบรวมข้อมูล ได้แก่ ปัญหาในการรักษาความลับของทางราชการ แนวทางแก้ไขปัญหา
และแนวทางการเพิมประสิทธิภาพในการรักษาความลับของทางราชการผลการวิจัย พบว่า( ) ปัญหา
ในการไม่มีวินัยและไม่รักษาวินัยของผู้เข้าถึงความลับหรือเอกสารสําคัญในการประชุมคณะรัฐมนตรี
แก้ไขโดยใช้ระบบสารสนเทศช่วยในการรักษาความปลอดภัยของข้อมูล และเอกสารสําคัญ เช่น
การเข้ารหัสข้อมูล การติดตามการแก้ไข/เปลียนแปลงเอกสารได้ในทุกขันตอน และเพิมประสิทธิภาพ
โดยการจัดให้มีการประชุม/สัมมนาในหัวข้อเกียวกับระเบียบว่าด้วยการรักษาความลับของทางราชการ
พ.ศ. ทุก ๆ ปี( ) ปัญหาการนําความลับหรือเอกสารทางราชการไปเผยแพร่ ทังก่อนการประชุม
และระหว่างการประชุมคณะรัฐมนตรีแก้ไขโดยเอกสารหรือข้อมูลต่าง ๆ จําเป็ นต้องระบุในเอกสาร
ทีแจกต่อผู้เข้าร่วมประชุมว่าเป็ นของใคร เพือป้ องกันเอกสารไปอยู่ในทีไม่เหมาะสมหรือรัวไหล
และเพิมประสิทธิภาพโดยจัดทําสัญลักษณ์หรือรหัสของเอกสารทุกหน้า ว่าเป็ นเอกสารทีแจกให้กับ
หน่วยงานใด หรือบุคคลใด ซึงหากเอกสารดังกล่าวมีการรัวไหลออกไปก็จะทําให้สามารถทราบได้ว่า
มีทีมาจากทีใด( ) ปัญหาบุคคลภายนอก/ผู้ไม่เกียวข้องเข้าไปในห้องประชุมคณะรัฐมนตรีโดยไม่ได้รับ
อนุญาต แก้ไขโดยปิ ดป้ าย“เขตหวงห้ามเฉพาะ” บริเวณหน้าประตูทางเข้าห้องประชุมคณะรัฐมนตรีข
และเพิมประสิทธิภาพโดยการจัดทําผังทีนังการประชุมคณะรัฐมนตรีเพือระบุตัวบุคคล ตําแหน่ง
และสังกัดของผู้ทีเข้าร่วมการประชุมคณะรัฐมนตรีเป็ นต้น
ข้อเสนอแนะในการวิจัย คือ กฎหมายทีเกียวข้องกับเรืองการรักษาชันความลับไม่เหมาะ
กับสถานการณ์ในปัจจุบันทีมีความจําเป็ นต้องส่งข้อมูลอย่างรวดเร็วและทันต่อสถานการณ์
ทางช่องทางต่าง ๆ เช่น Line E-mail เป็ นต้น และควรต้องกําหนดกฎระเบียบทีเกียวข้องกับ
การประชุมคณะรัฐมนตรีทีมีชันความลับโดยเฉพาะ เพือให้การรักษาความลับของข้อมูลเอกสาร
สําคัญในการประชุมคณะรัฐมนตรีมีประสิทธิภาพมากยิงขึน

Abstract
Title The Enhancement of Important Documents Confidentiality in Cabinet’s
Meetings

The objectives of this research are 1) to analyze ways to keep the Secretariat of the
Cabinet’s information confidential following as Regulations on Government Confidentiality in
B.E.2544, 2) to offer appropriate ways which correspond to the measures of security, protect and
reduce damages and effects relevant to international relations, economy, and the country’s
stability, and 3) to be model for officers and authorities to behave to keep the government’s
information confidential.
There were three sample groups: executive group, head staff group, and operator
group. There were all sixteen persons. This is a qualitative research using semi-structured
interviews to collect data which were problems of government’s information confidentiality,
solutions, and ways to boost up the efficiency of the confidentiality. The result revealed that there
were three main problems for the topic: 1) the lack of discipline maintenance of officers accessing
the confidential information, and the solutions were information system which could help protect
the information and important documents in every step and enhancing the efficiency by holding a
seminar concerned with the Regulations on Government Confidentiality in B.E.2544 every year,
2) publicizing the government’s confidential information or documents, and the solutions were
specifying the owners of the documents to prevent the documents from being given to unwanted
persons, and defining signs or codes on every page of the documents to be known whose the
documents were, so that it would be known where the sources were when the documents were
leaked, and 3) unconcerned persons who joined the meeting without allowance, and the solutions
were notices attached at the entrance saying ‘Restricted Area’, and making a seating plan of the
meeting room specifying the owners of each seat.2
The suggestions from this research is that the law concerned with the confidentiality
are still not suitable for the current situations which requiring express and up-to-date to the
situations through different channels such as Line and email. Moreover, regulations relevant to
the cabinet’s meetings which are in confidential level should be specified in order to maintain
and enhance the confidentiality of the cabinet’s meeting documents.
