การศึกษาในคร้ังน้ีมีวตัถุประสงค์เพื่อศึกษาและวิเคราะห์สภาพปัญหาและอุปสรรคใน
การบริหารจัดการการค้าชายแดนภายใต้นโยบายของรัฐบาลด้านเศรษฐกิจการพัฒนาชายแดน นโยบาย
เขตพฒั นาเศรษฐกิจพิเศษ แผนบริหารจดัการชายแดนด้านความมนั่ คง (พ.ศ.2559 - 2564) แผนการ
ด าเนินงานเขตพัฒนาเศรษฐกิจพิเศษปี 2558-2559 และ เพื่อศึกษาแนวทางการพัฒนาบทบาทของ
หอการค้าจังหวัดต่อการบริหารจัดการด้านการค้าชายแดนในเขตพัฒนาเศรษฐกิจพิเศษ ทางเลือกและ
ความร่วมมือในการพฒั นาความมนั่ คงทางเศรษฐกิจชายแดน โดยมีขอบเขตของการวิจัย เน้นการศึกษา
สภาพปัญหาและอุปสรรคของการบริหารจัดการการค้าชายแดนจากอดีตจนถึงปัจจุบัน โดยศึกษาจาก
บทบาทของหอการค้าระดับจังหวัดในด้านเศรษฐกิจการค้า การลงทุน และด้านการเตรียมความพร้อม
รองรับเขตพัฒนาเศรษฐกิจพิเศษชายแดน โดยศึกษาวิเคราะห์สภาพปัญหาและอุปสรรคของการบริหาร
จัดการการค้าชายแดนจากอดีต จนถึงปัจจุบัน จากเอกสารการวิจัย รายงานทางวิชาการและสัมภาษณ์
ผู้ทรงคุณวุฒิจ านวน 10ราย ซึ่งผลของการวจิยัมีดงัน้ี ปัญหาและอุปสรรคของหอการค้าจังหวัดกับ
การค้าชายแดนที่ส าคัญ คือ 1.หอการค้าระดับจังหวัดมีบทบาทน้อยในการบริหารจัดการการค้า
ชายแดน 2.การบริหารงานและการพัฒนาเศรษฐกิจชายแดนในจังหวัดขาดความต่อเนื่องและชัดเจน
ขาดการสนับสนุนแผนงานของภาคเอกชน 3.เมืองชายแดนของประเทศไทยมีจุดที่ต้งัที่ได้เปรียบใน
การเชื่อมโยงกับภูมิภาคจึงควรส่งเสริมการพัฒนาในลักษณะคลัสเตอร์4.การค้าชายแดนในเขต
พัฒนาเศรษฐกิจพิเศษ ต้องอาศัยความสัมพันธ์ที่มีระหว่างกันนอกเหนือการท าการค้าของกลุ่มผู้ค้า
และผู้ประกอบการ 5.การพัฒนาเขตเศรษฐกิจพิเศษชายแดน คือ รูปแบบแนวทางการสร้างโอกาส
ทางเศรษฐกิจที่อาศัยการเชื่อมโยงระหว่างประเทศ แนวทางในการพัฒนาบทบาทหอการค้าจังหวัด
ต่อการบริ หารจัดการค้าชายแดนคือ ควรปรับปรุงและทบทวนบทบาทการด าเนินงานในการ
สนับสนุนการพัฒนาเขตเศรษฐกิจชายแดน และยกระดับเป็ นองค์กรเอกชนที่สามารถเป็ นตัวแทน
กลุ่มธุรกิจที่หลากหลาย ปรับใช้ยุทธศาสตร์ “ประชารัฐ” กับการด าเนินการค้าชายแดน โดยการ
นา เอาเทคโนโลยีดิจิตอลเขา้มาใชเ้พื่อเพิ่มประสิทธิภาพ และสร้างมูลค่าเพิ่มให้กบัผลผลิตมวลรวม
ของประเทศให้ทันกับโลกในยุคปัจจุบันสอดคล้องกับโมเดลประเทศไทย 4.0

This study aims to study and analyze the problems and obstacles in management
under the government policy such as Border economic development policy, Special Economic
Zone Development Policy, The Security Border Management Plan (BE 2559 - 2564), the Special
Economic Development Plan 2015-2016, and the Study on the Role of the Provincial Chamber of
Commerce in the Development of Border Trade in the Special Economic Zone. This research
focus on studying the problems and obstacles of the management of border trade from the past to
the present, by studying the role of the provincial Chamber of Commerce in economic, trade,
investment and preparedness for the border economic development, with analyzing the problems
and obstacles of the management of border trade from the past from Research papers, Academic
report and interviews with 10 experts. The results of the research are as follows. The problems and
obstacles of the provincial Chamber of Commerce and the border trade are: 1. Provincial Chamber
of Commerce plays a minor role in border management. 2. Administration and development of
border economy in the province is lack of continuity and clarity and lack of support for private
sector programs 3. The border town of Thailand has an advantageous location to link with the
region, so it should promote the development in a clustered manner. 4. Border trade in the Special
Economic Zone should be related on relationship between the traders. 5. The development of
border economic zones is a form of economic opportunity that relies on international links.
The guideline for developing the role of the Chamber of Commerce in Border Trade Management
is the role of operations in supporting the development of border economic zones of provincial
Chamber of Commerce should be revised and upgraded to a non-governmental organization that
can represent a diverse range of businesses. Implement the "public" strategy with the border trade
by bringing digital technology to optimizing performance and create value added to the gross
domestic product to contribute with the model of Thailand 4.0.
