เรื่อง การสงเสริมความมั่นคงทางพระพุทธศาสนาในจังหวัดชายแดนภาคใต

การวิจัยเรื่อง “การสงเสริมความมั่นคงทางพระพุทธศาสนาในจังหวัดชายแดนภาคใต” มีวัตถุประสงค เพื่อศึกษาบริบทในกิจการพระพุทธศาสนาในพื้นที่จังหวัดชายแดนภาคใต เพื่อศึกษา
วิเคราะหปญหา อุปสรรค ผลกระทบ ในกิจการพระพุทธ ศาสนาในพื้นที่จังหวัดชายแดนภาคใต
และเพื่อเสนอรูปแบบ ในการสงเสริมความมั่นคงทางพระพุทธศาสนาในพื้นที่จังหวัดชายแดนภาคใต
มีขอบเขตการวิจัย เนนการวิจัย กระบวนการ แนวทาง และรูปแบบในการสงเสริมความมั่นคงทาง
พระพุทธศาสนาในพื้นที่จังหวัดชายแดนภาคใต เสนอแนวคิดหรือหลักการ โครงสราง บทบาท
ภารกิจ ในการสงเสริมความมั่นคงทางพระพุทธศาสนาในพื้นที่จังหวัดชายแดนภาคใต โดยการศึกษา
ประมวล และสดับตรับฟงเหตุการณ ใหไดแนวทางในการสงเสริมความมั่นคงทางพระพุทธศาสนา
ในพื้นที่จังหวัดชายแดนภาคใต และนําไปสูการปฏิบัติไดจริง ผลการวิจัย ไดพบรูปแบบและ
กระบวนการในการสงเสริมความมั่นคงทางพระพุทธศาสนา การสงเสริมความมั่นคงทาง
พระพุทธศาสนา ๒ รูปแบบ คือ การสงเสริมความมั่นคงทางพระพุทธศาสนาตามปกติ ติดตาม ดูแล
อุปถัมภ คุมครอง ใหการชวยเหลือ อุดหนุนงบประมาณ จัดสรรทรัพยากรเพื่อการพัฒนา สงเสริม
การจัดกิจการพระพุทธศาสนา รวมกับคณะสงฆและหนวยที่เกี่ยวของ ในการขับเคลื่อนกิจการ
พระพุทธศาสนา แกปญหาตางๆ ที่เกิดขึ้นรวมกับหนวยงานในพื้นที่ ดําเนินการสงเสริมความมั่นคง
ทางพระพุทธศาสนาในพื้นที่พิเศษ จัดทํายุทธศาสตรสงเสริมความมั่นคงทางพระพุทธศาสนาใน
จังหวัดชายแดนภาคใต เสริมศักยภาพใหแก วัด คณะสงฆ หนวยงานทางพระพุทธศาสนาและชาว
พุทธในพื้นที่ จัดตั้งหนวยดําเนินงานเฉพาะกิจ จัดทําโครงการพิเศษตามความตองการของพื้นที่
ชวยเหลือเยียวยาผูไดรับผลกระทบ ใชกระบวนการ ศึกษา วิเคราะห ปญหา อุปสรรค บริบทการ
ดําเนินงาน จัดทํายุทธศาสตร๕ ยุทธศาสตร คือ ๑) วัด ศาสนสถานเขมแข็งและมีภูมิคุมกันที่ดี
๒) คณะสงฆมีความมั่นคงไดรับการอุปถัมภที่ดี ๓) ชาวพุทธอยูในพื้นที่อยางมั่นคงและมีความสุข
๔) ขับเคลื่อนกิจการพระพุทธศาสนาอยางมีประสิทธิภาพ ๕) สรางศาสนสัมพันธอยูรวมกันอยาง
สันติสุข จัดทําแผนปฏิบัติการ มีการติดตามประเมินผลประเมินความสําเร็จ ขอเสนอแนะในการ
ดําเนินงานควรใชกระบวนการในกิจการพระพุทธศาสนา เนนในการสรางความมั่นคงปลอดภัยระดม
การมีสวนรวม สรางเครือขาย ควรศึกษา วิจัย เรื่องที่เกี่ยวของอยางกวางขวางและรอบดาน.

ABSTRACT
Title : Buddhism Security Promotion in the Southern Border Provinces.

The objectives of this research (Title: Buddhism Security Promotion in the
Southern Border Provinces.) are 1) to study the context of Buddhism’s Affairs in the
Southern Border Provinces, 2) to study and analysis of the problems, obstacles and
effects in Buddhism’s affairs in the area of the Southern Border Provinces, and 3) to
offer the pattern about Buddhism’s Security Promotion in the Southern Border
Provinces. The Scope of this research emphasized on Process’s research, method and
pattern in Buddhism Security Promotion in the Southern Border Provinces. To suggest
concepts or principles, structures, roles, missions in Buddhism Security Promotion in
the Southern Border Provinces, Learning and listening to the situation for getting the
concept in Buddhism Security Promotion in the Southern Border Provinces, and bring
about to real practice
The findings of research results indicated the pattern and process of Buddhism
security Promotion in the Southern Border Provinces consist of 2 patterns 1) The
Normal pattern of Buddhism security promotion consist of follow, look after, support,
protect, aid with budgets, resource allocation for developing, Buddhism’s affairs
promotion by cooperation with the clergy and related institute in driving Buddhism’s
affairs to solve a problem with agency in that area 2) The pattern of Buddhism security
promotion in special area consist of creating the strategy in Buddhism security
promotion in the Southern Border Provinces. Increasing the special potential to
temples, clergy, state Buddhism agencies and Buddhists in the area, more over to
creating the specific unit for building the special project satisfy to that area also public
relations to help in the performance. To aid the people who affected by use the
process of Buddhism security promotion through study analysis the contexts,
performance, the condition of the problems and obstacles. To creating 5 strategy in2
Buddhism security promotion in the Southern Border provinces are: 1.Temple (the
strong of religious place), and have good immunity, 2. Have good in security and
support in clergy, 3.Buddhist can live in that area with security and happiness,
4.efficiency in driving Buddhism’s affairs, 5.building religious relations to peaceful co- existence, making the actions plans, also have an assessment and success evaluation.
The recommendation for the performance. Apply the systems and process emphasize
in area’s security in Buddhism’s affairs. Encourage the people to participate and create
network, should study about propagation, religious practice and religious activities.
