การศึกษาเรือง “แนวทางการพัฒนาอุตสาหกรรมเครืองจักรกลการก่อสร้าง เพือผล
ในการขับเคลือนเศรษฐกิจไทย” มุ่งเน้นทีจะศึกษาถึงแนวทางการพัฒนาอุตสาหกรรมเครืองจักรกล
การก่อสร้างเพือทีจะส่งผลต่อการขับเคลือนเศรษฐกิจไทย การศึกษาครั1งนี1เป็ นการศึกษาเชิงคุณภาพ
ใช้การวิเคราะห์เชิงอรรถาธิบาย พรรณนาความจากเอกสารและข้อมูลจากประสบการณ์ตรงของ
ผู้ศึกษาโดยมีขั1นตอนเริมจากการกาหนดวัตถุประสงค์ การเก ํ ็บรวบรวมข้อมูล การวิเคราะห์ข้อมูล
การสรุ ปผลและตีความข้อมูลเพือค้นหาแนวทางทีเป็ นไปได้ในการพัฒนาอุตสาหกรรม
เครืองจักรกลการก่อสร้างของประเทศไทย ผลของการศึกษาพบว่า อุตสาหกรรมเครืองจักรกลการ
ก่อสร้างทีผานมาผู้ประกอบการทีมีศักยภาพจะต้องใช้เงินลงทุนสูง การ ่ แข่งขันส่วนใหญ่จึงมุ่งเน้น
เรื องคุณภาพสินค้า คุณภาพช่าง คุณภาพบริการและคุณภาพบริการหลังการขาย การตลาดของ
เครืองจักรกลการก่อสร้างในปัจจุบันแนวโน้มของผู้บริโภคเปลียนไป คือต้องการความรวดเร็วและ
มีคุณภาพงานทีดีเลิศ ไม่ทําลายสภาพแวดล้อม ทําให้เครืองจักรทีสารพัดประโยชน์ มีนวัตกรรม
ทีทันสมัยจึงจะตอบโจทย์กลุ่มผู้บริโภคซึงโดยส่วนใหญ่แล้วผู้บริโภคจะสังซื1อจากบริษัททีจําหน่าย
เป็ นสัญญาระยะยาว และเมือใช้ไปได้สักระยะหนึงก็จะมีการปรับเปลียนเทคโนโลยีใหม่ ๆ เพิมเติม
เข้าไปในเครืองจักรมากกวาทีจะซื ่ 1อเครืองจักรตัวใหม่ ผู้ผลิตจึงต้องหันมาแข่งขันและใส่ใจในการ
ผลิตเครื องจักรให้เกิดประสิทธิภาพทีสูงขึ1นเพือรองรับความต้องการของลูกค้าอย่างครบวงจร
ให้ดีทีสุด การพัฒนาอุตสาหกรรมเครืองจักรกลการก่อสร้างในไทยยังคงมีอุปสรรคหลายประการ
ในการทีจะพัฒนาศักยภาพของอุตสาหกรรมให้ทัดเทียมกบผู้ผลิตเครืองจักรกลรายใหญ ั ่ๆ ของโลก
เนืองจากขาดการสนับสนุนทั1งในด้านเทคโนโลยีระดับสูง คุณภาพฝี มือแรงงาน และต้นทุนทาง
การเงินทีเกียวข้องกบอัตราการแลกเปลียนทีทําให้ต้นทุนการผลิตเครืองจักรใน ั ประเทศสูงกว่า
การนําเข้าเครืองจักรสําเร็จรูปมาขาย การพัฒนาความตกลงว่าด้วยการใช้มาตรการกาหนดอัตรา ํ
อากรร่วมของเขตการค้าเสรีอาเซียน (AFTA) เพือให้ครอบคลุมประเด็นทางการค้าทุกเรืองถือเป็ น
ข้อตกลงทีเป็ นประโยชน์ของภาครัฐในการทีจะสร้างความได้เปรียบให้แก่ผู้ประกอบการไทย
ในการเข้าสู่กลไกของ AEC นั1นจะต้องกาหนดแนวทางการดําเนินงานทีสอดคล้องก ํ ันตั1งแต่ข
การกําหนดโครงสร้างภาษี มาตรการส่งเสริ มการลงทุนทีมุ่งเน้นการถ่ายทอดเทคโนโลยี
แก่ผู้ประกอบการในประเทศ การพัฒนาทรัพยากรบุคคลภายในอุตสาหกรรมผ่านการสร้างความ
ร่วมมือระหว่างผู้ประกอบการในอุตสาหกรรม และสถาบันการศึกษาและสถาบันฝึ กอบรมฝี มือ
แรงงานของภาครัฐในการพัฒนาหลักสู ตร จัดการแข่งขันเพือพัฒนาฝี มือแรงงาน เป็ นต้น
การกาหนดมาตรฐานของผลิตภัณฑ์เครืองจักรกลก ํ ็เป็ นมาตรการสําคัญทีต้องเร่งดําเนินการ เพือทํา
ให้สินค้ามีมาตรฐานเป็ นทียอมรับทั1งจากกลุ่มลูกค้าภายในประเทศและต่างประเทศซึงจากการศึกษา
ค้นคว้าพร้อมทั1งวิเคราะห์ข้อมูลรอบด้านค้นพบว่าแนวทางการพัฒนาอุตสาหกรรมเครืองจักรกล
การก่อสร้างในปัจจุบันควรจะประกอบด้วย 1. การใช้ประโยชน์จากความรู้และเทคโนโลยีสมัยใหม่
2. การลดภาระต้นทุนทางการเงิน และการบริหารความเสียงด้านอัตราแลกเปลียน 3. การส่งเสริม
เชือมโยงและการรวมกลุ่มกันเป็ นเครื อข่าย 4. การพัฒนาทรัพยากรมนุษย์ การพัฒนาขีด
ความสามารถของบุคลากร 5. การปรับปรุงด้านโลจิสติกส์
