งานวิจัยเรืองแนวทางการพัฒนามาตรฐานการรักษาความปลอดภัยของกองทัพบกใน
อนาคต มีวัตถุประสงค์เพือ ๑) ศึกษารูปแบบการรักษาความปลอดภัยของกองทัพไทยในอดีตจนถึง
ปัจจุบัน ๒) ศึกษารูปแบบการรักษาความปลอดภัยของกองทัพในต่างประเทศ ๓) ศึกษารูปแบบที
เหมาะสมของการรักษาความปลอดภัยทีจะนํามาใช้ในกองทัพบก และ ๔) นําเสนอแนวทางการ
พัฒนามาตรฐานการรักษาความปลอดภัยของกองทัพบกในอนาคต การวิจัยนี4ใช้ระเบียบวิธีวิจัยเชิง
คุณภาพ โดยศึกษาค้นคว้าเชิงเปรี ยบเทียบ และรวบรวมข้อมูลเพือนํามากาหนดเป็ นรูปแบบที ํ
เหมาะสมและร่างแนวทางทีจะนํามาใช้ในกองทัพบก กลุ่มเป้ าหมาย ได้แก่ ผู้ทีเกียวข้องกบการ ั
รักษาความปลอดภัยและความมันคงของกองทัพบก รวมถึงผู้เชียวชาญด้านนวัตกรรมและ
เทคโนโลยี จํานวน ๑๒ คน ได้มาจากการเลือกแบบเจาะจงโดยอาศัยความสะดวก เครืองมือทีใช้ใน
การวิจัย ได้แก่ แบบสัมภาษณ์แบบไม่มีโครงสร้าง การวิเคราะห์และสังเคราะห์ข้อมูลตามหลักการ
วิจัยเชิงคุณภาพโดยวิธีพรรณนาเชิงวิเคราะห์และตรวจสอบข้อมูลโดยใช้วิธีการสามเส้า
ผลการวิจัยพบว่ารู ปแบบการรักษาความปลอดภัยในอดีตจนถึงปัจจุบันได้มีการวาง
มาตรการและการกาหนดวิธีปฏิบัติเพือรักษาความปลอดภัยตามระดับความสําค ํ ัญ หน้าทีความ
รับผิดชอบ และกาลังงบประมาณ ส ํ ่วนรูปแบบการรักษาความปลอดภัยในต่างประเทศขึ4นอยูก่ บการ ั
แบ่งประเภทโดยยึดรู ปแบบการดําเนินการทางการทหารสมัยใหม่ตามรู ปแบบของกองทัพ
สหรัฐอเมริกาเป็ นส่วนใหญ่ รวมถึงมีการปรับปรุงรูปแบบและวิธีการให้เหมาะสมอยู่เสมอ อีกทั4ง
ศักยภาพของรูปแบบและวิธีการอาจขึ4นอยู่กบลักษณะภูมิประเทศและสภาพทางเศรษฐก ั ิจของ
ประเทศนั4นด้วย รูปแบบทีเหมาะสมของการรักษาความปลอดภัยทีจะนํามาใช้ในกองทัพบกใน
อนาคตจากการสัมมนาอิงผู้เชียวชาญพบว่าประกอบด้วย ๕ องค์ประกอบ ได้แก่ ๑) นโยบายด้าน
ความปลอดภัย ๒) การกาหนดโครงสร้าง แนวปฏิบัติ และรูปแบบการรักษาความปลอดภ ํ ัยของ
หน่วยงานความมันคง ๓) นวัตกรรมและเทคโนโลยี ๔) กระบวนการสร้างความเข ้าใจกบประชาชน ั
และเจ้าหน้าที และ ๕) การบริหารและการประเมินความเสียง การรักษาความปลอดภัยของกองทัพ
ให้ได้มาตรฐานถือว่าเป็ นเรืองสําคัญทีต้องดําเนินการ ทั4งนี4ก็เพือกาหนดขีดความสามารถด้านการ ํ
รักษาความปลอดภัยของบุคลากรและสถานทีให้มีความมันคงปลอดภัยมากทีสุด

ABSTRACT
Title Guidelines for Developing Future Army Security Standards

This article presents guidelines the future development of army security standards,
with the following objectives: 1) to study the security model of the Thai military in the past to the
present; 2) to study the military security model in the foreign country; 3) study the appropriate
forms of security to be used in the future military; and 4) present future military security guideline.
This research uses qualitative research methodology by comparative study and gather information
related to military security. This information is used to determine the appropriate form of security
that will be used in the military include draft future Army Security Guidelines. Target groups 12
people include those related to the security and security of the Thai armed forces and innovative
and technology professionals have come up with a very selective approach based on ease of use.
Research tools include unstructured interviews. Analysis and synthesis of qualitative research data
by means of descriptive, analytic and data analysis using triangulation method.
The results study show that the past security model has put in place measures and
norms to ensure security at a critical level, responsibilities and the agency's budget. The segment
structure that constitute a priority for the agency as well. The security model in foreign countries
depending on the security classification of each country and adopting modern forms of military
action in the shape of the United States Army. The updated layout and how to secure the
appropriate time. The potential of the form and method may be based on geography and economic
conditions of the country itself. The appropriate form of security to be used in the future military,
based on expert seminars, is comprised of five elements: 1) security policy; 2) the definition of
structure, practice, and treatment pattern. Security of security agencies; 3) Innovation and
technology; 4) Process of understanding with the public and officials; and 5) Management and risk
evaluation of the security. Ensuring standardized military security is important to operate. This is
to determine the security capabilities of personnel and locations to ensure the safest security.
