เรื่อง แนวทางแกไขปญหาการแพรระบาดยาเสพติดในชุมชน : ศึกษาเฉพาะกรณีในเขตพื้นที่
ชุมชนบานแหลมทองหลาง หมู ๕ ตําบลแหลมงอบ อําเภอแหลมงอบ จังหวัดตราด

ชุมชนบานแหลมทองหลาง หมูที่ ๕ ตําบลแหลมงอบ อําเภอแหลมงอบ จังหวัดตราด
เปนชุมชนชาวมุสลิม มีปญหาการแพรระบาดยาเสพติดอยางตอเนื่องเปนระยะเวลานานหลายป ทั้งที่
เจาหนาที่ฝายรัฐไดดําเนินการปราบปรามอยางจริงจัง แตก็ไมสามารถยุติปญหาได ยังคงมีผูเสพ ผูคา
ยาเสพติด พักอาศัยอยูในชุมชนแหงนี้ สรางปญหาความเดือดรอนใหแกชาวชุมชนบานแหลมทองหลาง
และชุมชนใกลเคียง จนกระทั่งกลางป พ.ศ.๒๕๕๘ ไดมีการแกไขปญหาการแพรระบาดยาเสพติดใน
ชุมชนแหงนี้ โดยเปนการบูรณาการการปฏิบัติระหวางเจาหนาที่ของรัฐและชุมชน จนกระทั่งสามารถ
ยุติปญหาการแพรระบาดยาเสพติดไดอยางยั่งยืนมาจนถึงทุกวันนี้ ผูทําการวิจัยตองการที่จะศึกษาถึง
วิธีการแกไขปญหาการแพรระบาดของยาเสพติด ในชุมชนบานแหลมทองหลางที่สามารถยุติปญหาที่
สะสมมานานได,วิเคราะหปญหาและปจจัยที่จะมีผลตอความสําเร็จของการดําเนินการแกไขปญหาฯ
และเพื่อนําเสนอรูปแบบการแกไขปญหาฯ (บานแหลมทองหลางโมเดล) เปนแนวทางแกไขปญหาการ
แพรระบาดยาเสพติดในชุมชนมุสลิมและชุมชนอื่นๆ ตอไป จึงไดทําการศึกษาวิจัยแบบเชิงคุณภาพ
(Qualitative Research) ซึ่งผลการวิจัย พบปจจัยที่สงผลตอความสําเร็จได ๓ ปจจัย ดังนี้คือ
ปจจัยดานคน (Mens) ทุกคนตางมีความตั้งใจ พรอมใจ และตัดสินใจรวมกันที่จะรวมมือ ชวยเหลือ
สนับสนุน สงเสริมกันในการดําเนินการแกไขปญหาการแพรระบาดยาเสพติดในทุกดานที่เกี่ยวของ, ปจจัยดานการบริหารจัดการ (Managements) ประกอบดวย แผนงาน (Planing) มีกระบวนการที่
สําคัญ คือ ขั้นเตรียมการ กอนการปฏิบัติการ,ขั้นปฏิบัติการ (Action),ขั้นเฝาระวังปองกัน (Protection)
และขั้นการสงเสริมชวยเหลือผูที่ยุติบทบาทไมไปเกี่ยวของกับยาเสพติด (Promote and Help) รวมถึงการ
สรางขวัญและกําลังใจ (Morale) ,ปจจัยดานงบประมาณ (Money) ไดรับการสนับสนุนจากผูรวม
ดําเนินการและภาคเอกชน
การแกไขปญหาการแพรระบาดยาเสพติดในชุมชนบานแหลมทองหลางที่ประสบ
ผลสําเร็จตามเปาหมายที่ตั้งไวนั้น ยังพบปญหาที่เปนอุปสรรคในการดําเนินการอยูบาง ดังนี้คือ
ในระยะแรกของการดําเนินการ ยังไมไดรับความรวมมือจากประชาชนในชุมชนทั้งหมด เนื่องจากการ
แ ก ไ ข ป ญ ห า ก า ร แ พ ร ร ะ บ า ด ย า เ ส พ ติ ด ใ น ชุ ม ช น ที่ ผ า น ม า ยั ง ไ ม ป ร ะ ส บ ผ ล สํ า เ ร็ จ, การดําเนินการตองจัดหางบประมาณ วัสดุอุปกรณกันเอง และยังขาดความพรอมของหนวยงานที่
เกี่ยวของกับการบําบัดรักษา ฟนฟู และหนวยงานที่เกี่ยวของกับการใหความรู ชวยเหลือ สงเสริมการ
ประกอบอาชีพแกผูยุติบทบาทที่ยากจนข
การแกไขปญหาการแพรระบาดยาเสพติดในชุมชนใหประสบผลสําเร็จควรดําเนินการดังนี้คือ
ต อ ง บู ร ณ า ก า ร ก า ร ป ฏิ บั ติ ข อ ง ห น ว ย ง า น ที่ เ กี่ ยว ข อ ง ทั้ ง ห ม ด แ ล ะ ชุ ม ช น ไ ป ด ว ย กั น , หนวยงานที่เกี่ยวของทั้งหมดตองมีความพรอม ความตั้งใจในการเขารวมดําเนินการแกไขปญหาการแพร
ระบาดยาเสพติดในชุมชน,การดําเนินกลยุทธในการปองกัน ปราบปราม บําบัดรักษา การฟนฟู รวมถึง
การสงเสริม ชวยเหลือผูยุติบทบาทเพื่อมิใหเขาไปเกี่ยวของกับยาเสพติดอีกตอไปตองดําเนินการไปพรอมกัน
สอดรับกัน,การแกไขปญหาการแพรระบาดยาเสพติดในชุมชนตองดําเนินการอยางตอเนื่องและจริงจัง
จนกระทั่งปญหายาเสพติดหมดสิ้นไปจากชุมชน,ประชาชนและชุมชนตองเขามามีสวนรวมในการ
แกปญหาการแพรระบาดยาเสพติดในชุมชนทุกขั้นตอน และมีงบประมาณสนับสนุนการดําเนินการอยาง
เพียงพอ

Baan Laem Thong Lang Community, Moo 5, Tambon Laem Ngop,
Amphoe Laem Ngop, District of Trat is a Muslim community. There has been a
continuing problem of drug abuse for many years. Both government officials have
taken a serious crackdown. But it can not solve the problem. There are still addicts
drug trafficker live in this community make trouble for Baan Laem Thong Lang
community. And neighboring communities until mid-2015, there is a solution to the
problem of drug spread in this community. By integrating practices between public
and community authorities. Until the end of the problem of drug abuse to this day.
The researcher wanted to study how to solve the problem of drug outbreak. In the
Baan Laem Thong Lang community, which can solve long-standing problems,
analyzes the problems and factors that will affect the success of the solution. And to
present the problem solving model. (Baan Laem Thonglang Model) is a solution to
the problem of drug abuse in Muslim communities and other communities, so
research was conducted on qualitative research. There are three factors that affect
success: Factor (Mens),Every human being has the same willingness and
determination to cooperate and support each other in solving the problem of drug
spread in all related fields, Factor (Managements) include a plan. The process is
important. Preparations. Before operation, Operation stage action, Protection, and
Promote and help. Including morale, Factor (Money), supported by co-operators and
the private sector.
The solution to the problem of drug abuse in Baan Laem Thong Lang
community that achieved the goals set. There are also some obstacles to action. In the

unsuccessful resolution of drug disputes in the community,Implementation requires
budgeting. Material supplies themselves and lack of readiness of agencies involved in
treatment, rehabilitation, and agencies related to education, help to promote careers
for those who terminate poor roles.2
Resolving the problem of drug abuse in the community should be as
follows: It is necessary to integrate the practices of all relevant agencies and
communities together, all relevant agencies must be ready. Intention to participate in
community drug problem solving, implementation of strategies for prevention,
suppression, treatment, rehabilitation and promotion. Assisting those who cease their
roles to no longer be involved in narcotics must be carried out in tandem. Together,
the solution to the problem of drug abuse in the community must be carried out
continuously and seriously. Until the narcotics problem has disappeared from the
community, people and communities have to take part in solving the problem of drug
abuse in every community. And have a budget to support the operation adequately.
