สําหรับการวิจัยจะเป็ นการวิจัยเชิงคุณภาพ โดยค้นคว้าแนวคิด ทฤษฎี บทความ และงานวิจัยที"เกี"ยวข้องจาก
แหล่งทุติยภูมิ เช่น เอกสาร หนังสือ และรายงานวิจัยต่าง ๆ เป็ นต้น วิเคราะห์และสังเคราะห์ ข้อมูลเชิงคุณภาพ
โดยการจําแนกข้อมูล เปรียบเทียบกรณีศึกษาทั งในและต่างประเทศ และถอดประเด็นเนื อหาสําคัญ เพื"อ
สรุปผลการวิจัย รวมทั ง การจัดทําข้อเสนอแนวทางการดําเนินวิสาหกิจเพื"อสังคมที"เหมาะสมกับบริบทของ
ไทย ผลการวิจัย พบว่า ประเทศไทยควรมีรูปแบบการดําเนินการวิสาหกิจเพื"อสังคม ที"ผสมผสาน
รูปแบบต่าง ๆ เข้าไว้ด้วยกน วิสาหก ั ิจเพื"อสังคม ควรได้รับการสนับสนุนทั งระดับต้นนํ า กลางนํ า และปลาย
นํ า หรืออาจกล่าวได้วา วิสาหก ่ ิจเพื"อสังคม ของไทยนั นจําเป็ นต้องดําเนินนโยบายทั งจากบนลงล่าง (TopDown) และจากล่างสู่บน (Bottom-Up)ไปพร้อมกัน หากมีการดําเนินการเพียงด้านใดด้านหนึ" งอาจ
ไม่ประสบความสําเร็จเท่าที"ควร เนื"องจากวิสาหกิจเพื"อสังคมนั นจะต้องดําเนินการขับเคลื"อนในระดับ
นโยบายอยางชัดเจนจากภาครัฐ เพื"อให้สังคมเก ่ ิดความตื"นตัว โดยมีข้อเสนอแนะให้ รั ฐ ค ว รมี น โยบ า ย
จัดตั!งหน่วยงานส่งเสริมวิสาหกิจเพื"อสังคม แบบ One Stop Service เพื"อบริการผู้สนใจให้สามารถ
เริ"มดําเนินธุรกิจประเภทนี!ได้อยางสะดวกสบาย ่ สถาบันการศึกษาควรจัดการเรียนการสอนด้านส่งเสริม
วิสาหกิจเพื"อสังคมโดยตรง และหน่วยงานที"เกี"ยวข้อง รวมทั!งกระทรวงศึกษาธิการ ควรเผยแพร่ความรู้

ABSTRACT
Title Framework for Operating Social Enterprise Appropriate for Thai Context Subject

This research is aimed to study different forms of social enterprise and concerned success factors
in conducting this type of business. Framework for operating social enterprise appropriate for Thai context is
also suggested. Concepts of charitable foundations, non-profit organizations, non-profit business and social
enterprise as well as success factors are studied in comparison with the operation of this type of business in
other countries such as the United Kingdom, Finland, the United States of America, Canada, Bangladesh, Hong
Kong, Taiwan, Singapore and South Korea. This qualitative research generated data ranging from concepts,
theories, articles, and studies from secondary sources such as documents, books and reports. The collected data
were qualitatively analyzed and synthesized by classifying information, comparing case studies in Thailand and
other countries as well as summarizing main findings in order to draw the conclusion. Suggestions of operating
social enterprise appropriate for Thai context were also made. The result has shown that social enterprise in
Thailand should be operated by combining different forms of this kind of business. Additionally, support should
be offered at all levels: upstream, midstream and downstream. In other words, both top-down and bottom-up
policies should be implemented in operating Thai social enterprise. The implementation of either policy may
not lead to apparent success. In order to operate social enterprise, full support from government policy is
necessary; therefore, the community will be enthusiastic. The government should establish a one-stop-service
center to promote social enterprise by providing service to those who are interested in conducting this business.
Besides, educational institutions should conduct courses in social enterprise. Furthermore, concerned agencies
and the Ministry of Education should widely share the information regarding social enterprise to the public.
