การวิจัยนีÊจึงมุ่งเน้นการศึกษาเกีÉยวกับผลกระทบต่อกระทรวงกลาโหม เมืÉอเข้าสู่
ประชาคมอาเซียนในปี ๒๕๕๘ โดยมีวัตถุประสงค์หลกัเพืÉอศึกษาถึงโอกาสและความทา้ทายของ
กระทรวงกลาโหมในสาขาการเมืองและความมันคงอาเซียน É เมืÉอเป็ นประชาคมอาเซียนในปี
๒๕๕๘ การศึกษาวิจัยในครัÊงนีÊผูว้ิจัยกําหนดขอบเขตพÊืนทีÉในการศึกษาเฉพาะในสํานักงาน
ปลดักระทรวงกลาโหมเท่านÊนั โดยมุ่งศึกษาบทบาทของกระทรวงกลาโหมในการใชเ้วทีการประชุม
เป็นหลกัในการสร้างความไวเ้นÊือเชืÉอใจและความร่วมมือระหว่างประเทศสมาชิกอาเซียน เพืÉอลด
ผลกระทบดา้นความมนคงเมื Éั Éอมีการรวมตวัเป็นประชาคมอาเซียนในปี๒๕๕๘ ผูว้ิจยัใชว้ิธีวจิยัเชิง
คุณภาพ (Qualitative Research) โดยใช้การเก็บขอ้ มูลหลายวิธีร่วมกนั ได้แก่การเก็บรวบรวมขอ้ มูล
จากเอกสาร ประกอบด้วย การวิเคราะห์เอกสารงานวิจัยทีÉเกÉียวข้อง การสัมภาษณ์ ด้วยวิธีการ
สัมภาษณ์เชิงลึกเฉพาะบุคคล (In – depth interview) และประสบการณ์ตรงทีÉผูว้ิจยัไดม้ีโอกาสเขา้
ร่วมการประชุมในกรอบการประชุมรัฐมนตรีกลาโหมอาเซียนหลายครÊัง ปัจจุบนัความร่วมมือกบั
ประชาคมอาเซียนเป็ นเรืÉองทีÉมีความสําคญั ต่อผลประโยชน์ของชาติเป็นอยา่ งยÉงิจะเห็นไดจ้ากคณะ
รักษาความสงบแห่งชาติไดม้ีประกาศจดั ตÊงั ศูนยอ์ าํนวยการเตรียมความพร้อมประเทศไทยในการ
เขา้สู่ประชาคมอาเซียนขÊึน เมืÉอวนั ทีÉ ๑๙ มิถุนายน ๒๕๕๗ ทีÉผา่ นมา เพืÉอบูรณาการงานทีÉเกีÉยวขอ้ง
กบั อาเซียนในทุกภาคส่วนให้เป็นเอกภาพ และมีความสอดคล้องสัมพนัธ์กัน ดงันÊันในส่วนของ
กระทรวงกลาโหม จึงควรมีการปรับโครงสร้างของหน่วยงานทีÉรับผิดชอบในงานทีÉเกÉียวขอ้งกบัอาเซียน
ทัÊงในระดบักระทรวงกองบญั ชาการกองทพัไทยและเหล่าทพั ให้เหมาะสม และสอดคลอ้งทีÉจะรองรับ
ปริมาณงานทีÉเกีÉยวขอ้งกบัอาเซียนทีÉเพิÉมขึÊนไดอ้ยา่ งมีประสิทธิภาพต่อไป

ABSTRACT
Title : The Realisation of ASEAN Community and its implications for
the Ministry of Defence

This research discusses the realization of ASEAN Community and its implications
for the Ministry of defence (MOD) of Thailand which is the main governmental agency
responsible for the ASEAN Political and Security Community after the community integration in
2015. The objective of this research is to examine various perspectives of the Southeast Asian
regional integration including opportunities and threats when the MOD enters ASEAN
Community in 2015. The researcher adopted a qualitative analysis as a research methodology by
conducting an extensive analysis on academic research theses, verified data and official
documents. In – depth interviews were also conducted with defence officials and ASEAN
academic experts. In addition, the researcher also had a first – hand experience on many occasions
as Director of Policy and Strategy, Office of Policy and Planning to attend most activities
conducted by ASEAN Member States under the ASEAN Defence Ministers’ Meeting (ADMM)
framework. He also headed the Office of Policy and Strategy during Thailand’s ADMM
chairmanship in 2009 before being promoted to a new position. The study found that Thailand
should conduct comprehensive preparations so as to be ready for the incoming security challenges
facing Thailand, ASEAN and international community. The future threats would comprise not
only non – traditional security issues such as natural disasters, terrorism, drugs, transnational
crimes and money laundering, but also traditional security issues such as territorial disputes and
maritime conflicts. The ASEAN integration would provide positive channels for multilateral
cooperation leading to effective resolutions of the aforementioned challenges. Thailand’s effective
preparations would also provide long – term benefits to the Thai people and yield sustainable
interests to the thai society as a whole.
