การจัดตั้งประชาคมอาเซียนนับเป็นก้าวหนึ่งที่มีความส าคัญอย่างยิ่งในการขับเคลื่อน
ความร่วมมือด้านเศรษฐกิจ สังคม วัฒนธรรม และการเมือง การทหารของประเทศสมาชิก รัฐบาลไทย
ได้ให้ความส าคัญต่อการสนับสนุนการด าเนินการของประชาคมอาเซียน โดยมอบให้กระทรวงกลาโหม
เป็นหน่วยรับผิดชอบหลักในการเสริมสร้างความร่วมมือด้านความมั่นคง มีวัตถุประสงค์หลักคือ
การศึกษาวิจัยเพื่อพิจารณาก าหนดแนวความคิดในการใช้ก าลังหน่วยรบพิเศษเพื่อสนับสนุนรัฐบาล
และกระทรวงกลาโหมในการสนับสนุนภารกิจด้านความมั่นคงของประชาคมการเมืองและความมั่นคง
ของอาเซียน โดยมุ่งเน้นการปฏิบัติงานตามกรอบความร่วมมือหลักของประเทศสมาชิกและประเทศ
คู่เจรจาเพื่อเผชิญกับภัยคุกคามในสภาพแวดล้อมของความมั่นคงรูปแบบใหม่ โดยพิจารณาจาก
หลักนิยม คุณลักษณะ และขีดความสามารถของหน่วยรบพิเศษกองทัพบกไทยในปัจจุบัน การวิจัยครั้งนี้
เป็นการวิจัยเชิงคุณภาพโดยการศึกษารวบรวมข้อมูลจากเอกสารที่เกี่ยวข้อง การสัมภาษณ์เชิงลึก
แล้วน ามาท าการสรุปวิเคราะห์ซึ่งผลการวิจัยพบว่า ในภาพรวมอาเซียนสามารถขับเคลื่อนความร่วมมือ
ด้านความมั่นคงได้ตามเป้าหมายเป็นส่วนใหญ่ โดยรัฐบาลไทยได้ก าหนดยุทธศาสตร์ นโยบาย
และแผนงานการสร้างความร่วมมือด้านความมั่นคงให้หน่วยที่เกี่ยวข้องน าไปปฏิบัติอย่างชัดเจน
โดยในส่วนของหน่วยรบพิเศษเมื่อพิจารณาจากกรอบความร่วมมือดังกล่าวสรุปได้ว่าหน่วย มี
ความเหมาะสมที่สุดในภารกิจการช่วยเหลือด้านมนุษยธรรมและการบรรเทาภัยพิบัติส าหรับการ
ต่อต้านการก่อการร้ายและการรักษาสันติภาพเป็นล าดับต่อมา ส าหรับกรอบความร่วมมืออื่นๆ เช่น
การแพทย์ทางทหาร ความมั่นคงทางทะเล การปฏิบัติการทุ่นระเบิดเพื่อมนุษยธรรมและความมั่นคง
ทางไซเบอร์นั้น หน่วยรบพิเศษสามารถให้การสนับสนุนได้เป็นบางส่วนตามความช านาญการทางทหาร
ของก าลังพลในหน่วยเช่น การรักษาพยาบาล การเก็บกู้วัตถุระเบิด การรวบรวมข่าวสาร การติดต่อสื่อสาร
และอิเล็กทรอนิกส์ โดยกองพันปฏิบัติการจิตวิทยาสามารถสนับสนุนด้านการปฏิบัติการจิตวิทยา
และประชาสัมพันธ์ได้ทุกภารกิจ ส าหรับศูนย์สงครามพิเศษเป็นหน่วยสนับสนุนด้านวิทยาการและการ
ฝึกศึกษาและพร้อมที่จะเป็นฐานส าหรับการจัดตั้งศูนย์การฝึกศึกษาในวิทยาการที่เกี่ยวข้องของ
ประเทศสมาชิกอาเซียนได้ในอนาคต ทั้งนี้หน่วยจะต้องเตรียมความพร้อมและปรับปรุงพัฒนา
ด้านก าลังพล การฝึกศึกษาและยุทโธปกรณ์เพื่อการปฏิบัติการร่วม รวมถึงการทดสอบแนวความคิด
และแผนการปฏิบัติให้เหมาะสมและสอดคล้องกับความเปลี่ยนแปลงของสภาวะแวดล้อมเพื่อให้การ
ปฏิบัติงานมีประสิทธิภาพซึ่งจะส่งผลให้ประเทศชาติและประชาชนไทยมีความมั่นคง มั่งคั่งและยั่งยืน
ตามยุทธศาสตร์ชาติของรัฐบาลสืบไป

ABSTRACT
Title Concepts of Special Forces Deployment to support the ASEAN Community’s
Security Missions

The establishment of ASEAN Community have set an important step for
further cooperation among its ASEAN members in economy, social and cultural aspects
and political-security dimension. The Thai Government has also fully committed to
support the ASEAN Community. For the ASEAN Security Community, the Thai Government
assigned the Ministry for Defense to be responsible for strengthening the security
cooperation. The main objective of this research is to study and determine appropriate
concepts for the deployment of Special Forces, as a force of choice for the government
and the ministry of defense, to support the ASEAN Political-Security Community
missions. The Special Forces deployment framework focused on the cooperation of its
members and its partners to tackle non-traditional threats. The current state of the
Royal Thai Army Special Forces such as its doctrine, characteristics and capability will be
addressed in order to find the best possible outcomes. This qualitative research
comprises of data from the literature review and expert’s interviews. The data is then
analyzed and resulted in the findings that ASEAN as a whole can further develop its
existing cooperation to meet most of its objectives. For Thailand, the government gave
clear strategic guidelines, policies and plans to rectify further development of the
regional cooperation. When we considered the application of Special Forces within these
frameworks, it was found that the Special Forces is suitable for humanitarian assistances
and disaster reliefs(HA/DR) the most. The second and third most suitable missions are
counter-terrorism and peace keeping operations respectively. For other cooperation
frameworks such as military medicine, maritime security, humanitarian demining
operations and cyber security, the Special Forces can provide limited support related to
its military occupational skills/capability such as medical support, explosive ordnance
disposal, intelligence collection, communication and electronics. Furthermore, the
Psychological Operation Battalion can provide psychological operations and public
relations to support any mission if required. The Special Warfare Center, which is ๒
responsible for the Special Forces academics and training, could potentially be
developed to become the ASEAN Special Forces training center in the future. With these
visions in mind, the Royal Thai Army Special Forces must be prepared and improve on
its personnel’s capability, training and education and equipment suitable for joint
operations. It would also be required to examine the operational concepts and plan to
find best suitable solutions in the dynamic environment in order to improve its
operational effectiveness. After all, this will result in both the country and its people to
have a Stable, Wealthy and Sustainable outcomes which in turn corresponds to the
National Strategy in the end.
