การวิจัยครังนีมีวัตถุประสงค์ด้วยกน . ประการ คือ 1) เพื1อศึกษาสภาพปัญหาและแนว ั
ทางการแกไขปัญหาที1เก ้ ิดจากการดําเนินงานของหลายหน่วยงานราชการ ที1มีบทบาทในการกากํ บั
ดูแลด้านเชือเพลิงถ่านหิน และ 2) เพื1อศึกษาแนวทางการบูรณาการหน่วยงานภาครัฐที1เกี1ยวข้อง
รวมถึงองค์กรที1มีภารกิจเก
ี1ยวข้องในแต่ละส่วนของธุรกิจถ่านหิน อันนําไปสู่การจัดทําแผนที1นําทาง
(Road Map) เพื1อเสนอแนะเชิงนโยบายเบืองต้นสําหรับหน่วยงานที1เหมาะสม ในการกากํ บดูแลการ ั
ใช้ถ่านหินในประเทศไทยในอนาคต โดยขอบเขตการศึกษาเป็ น 3 ส่วน ดังนี 1) ศึกษาถึงบทบาท
หน้าที1ของหน่วยงานราชการที1มีส่วนในการกากํ บดูแลงานด้านถ ั ่านหินตังแต่ต้นนําถึงปลายนํา 2)
ศึกษาถึงปัญหาที1เกิดขึนในธุรกิจถ่านหินตังแต่ต้นนําถึงปลายนํา 3) กาหนดรูปแบบและออกแบบ ํ
แผนที1นําทาง เพื1อเสนอแนะเชิงนโยบาย
ผลการวิจัยพบวาในการก ่ ากํ บดูแลก ั ิจการถ่านหิน ประเทศไทยยังขาดนโยบายและแผน
ของประเทศที1ชัดเจนด้านเชือเพลิงถ่านหิน ส่งผลให้ขาดการสนับสนุนงานด้านถ่านหินโดยเฉพาะ
ขาดมาตรฐาน ขาดบุคลากรที1มีความเชี1ยวชาญเฉพาะด้าน ขาดวิธีการการจัดการตามมาตรฐานสากล
การตรวจวัด ติดตาม ที1มีประสิทธิภาพ และให้ข้อมูลที1ถูกต้องกบประชาชน ั
จากการศึกษารูปแบบโครงสร้างการจัดการกิจการถ่านหินของไทยในปัจจุบัน พบวามี ่
หลายหน่วยงานที1เกี1ยวข้อง ซึ1 งแต่ละหน่วยงานนันมีอํานาจหน้าที1ตามกฎหมาย จึงทําให้ไม่มี
เอกภาพในการกากํ บดูแลงานด้านถ ั ่านหินของประเทศอันเนื1องมาจากแต่ละองค์กรคํานึงถึงกิจกรรม
ที1ตนเองเกี1ยวข้องเท่านัน และขาดเจ้าภาพที1กากํ บดูแลด้านถ ั ่านหินโดยเฉพาะ การกากํ บดูแลไม ั ่
ครบถ้วนตังแต่ต้นนําจนถึงปลายนํา เป็ นต้นเหตุของเกิดปัญหาการจัดการและปัญหาการกาหนด ํ
หน่วยงานรับผิดชอบที1เหมาะสม ดังนันจึงควรมีการจัดตังคณะกรรมการถ่านหินแห่งชาติ โดย
เริ1มต้นจากหน่วยงานที1เกี1ยวข้องกบงานถ ั ่านหินทังหมดร่วมอยู่ในคณะกรรมการ และต้องอาศัย
พระราชบัญญัติที1ให้อํานาจหน้าที1หน่วยงานให้สามารถร่วมทํางานอยางบูรณาการ ่
นอกจากนีควรมีการกาหนดให้มีแผนที1นําทาง (road map) ด้านถ ํ ่านหินของประเทศ
เพื1อให้เป็ นการพัฒนาที1ยังยืนและมีแนวทางชัดเจน 1
abstract:
ABSTRACT
Title Integrating the government agencies for the coal fuel works in Thailand.

This research has two objectives: 1) to study the problems and solutions to problems
arising from the operation of several government agencies which play a role in regulating coal fuels;
and 2) to study how to integrate relevant government agencies, including organizations that have a
mission involved in each part of the coal business. This leads to the preparation of a roadmap for
introducing appropriate policy recommendations for right agencies to oversee future use of coal in
Thailand. The scope of the study consists of 3 parts as follows: 1) Study the roles of the government
agencies involved in overseeing coal from upstream to downstream. 2) Study the problems in the coal
business from upstream to downstream. 3) Planning and designing a navigation map to make policy
recommendations.
The results of the research found that in corporate governance of Thailand lacks clear
policies for coal. As a result, the lack of coal support, especially lack of standards, lack of specialized
personnel, lack of international standard management approach and provide accurate information to
the public.
Based on the present study of the current structure of coal management in Thailand. There
are several agencies involved and each unit has legal authority. As a result, there is no unified coal
agency oversight from the respective organizations, taking into account their own activities and lack
of a dedicated coal regulatory host. Supervision is not complete from upstream to downstream. The
cause of management problems and the problem of determining appropriate authorities. Therefore,
the National Coal Board should be established. By starting with all coal-related entities involved in
the board and it requires a law that gives the agency authority to work in an integrated manner.
In addition, the country coal road map has to be established for the sustainable
development and clear direction.
