เรื่อง แนวทางการปฏิรูปกิจการวิทยุกระจายเสียงทหารเรือ

การวิจัยในครั้งนี้มีวัตถุประสงค$เพื่อศึกษาและวิเคราะห$กิจการวิทยุระจายเสียงทหารเรือ
ที่ผ านมาตั้งแต อดีตจนถึงป3จจุบัน ศึกษา พรบ. และแผนแม บทที่เกี่ยวข'องและประกาศของ กสทช.
ต างๆ ตลอดจนข'อมูลขั้นตอนการปฏิบัติพร'อมทั้งผลกระทบที่จะเกิดขึ้นต อกิจการวิทยุกระจายเสียง
ทหารเรือ เพื่อเสนอแนะแนวทางในการปฏิรูปกิจการวิทยุกระจายเสียงทหารเรือและบทสรุปสําหรับ
ผู'บริหารและจัดทําแผนแม บทกิจการวิทยุกระจายเสียงทหารเรือต อไป โดยมีขอบเขตการศึกษาวิจัย
ดังนี้ (๑) ศึกษาเฉพาะการปฏิรูปกิจการวิทยุกระจายเสียงทหารเรือ ในเรื่องของการบริหารจัดการ
วิทยุกระจายเสียง โดยไม พิจารณาลึกไปในเรื่องของการเงิน การบัญชี (๒) ในการปฏิรูปจะเป=นการ
เสนอเกี่ยวกับแนวทางและบทสรุปสําหรับผู'บริหาร ไม พิจารณาละเอียดถึงการจัดองค$กร (๓) ใช'ข'อมูล
เปรียบเทียบประกอบจากกิจการวิทยุกระจายเสียงของ ทบ. ทอ.
การวิจัยครั้งนี้เป=นการวิจัยเชิงคุณภาพ โดยการศึกษาวิเคราะห$แผนแม บทกิจการ
วิทยุกระจายเสียงทหารเรือ พ.ศ.๒๕๕๕ - ๒๕๖๐ ซึ่งนํามาเป=นแผนปฏิบัติประจําปDของกิจการฯ
ในแต ละปD เพื่อรองรับกฎหมายฯ และหลักเกณฑ$ต างๆตามประกาศฯ ของ กสทช. นอกจากนี้ในช วง
เวลาดังกล าวได'มีการพัฒนาเทคโนโลยีสารสนเทศและนํามาใช'อย างแพร หลายและได'รับความนิยม
เพิ่มมากขึ้นเป=นอย างมากเป=นผลให'เกิดปรากฏการณ$หลอมรวมสื่อเป=น “สื่อใหม ”และการเปลี่ยนแปลง
พฤติกรรมของผู'รับสารนําไปสู ยุคดิจิทัล จากข'อมูลดังกล าวนี้ ลักษณะเป=นเหตุการณ$ที่สัมพันธ$
เกี่ยวเนื่องกันและมีความหลากหลาย จึงได'ทําการศึกษาวิเคราะห$สถานภาพ (SWOT ANALYSIS) และ
กรณีศึกษา (CASE STUDY) มาดําเนินการกับข'อมูลต างๆ ตามกระบวนการของโครงสร'างยุทธศาสตร$ชาติ
ของ วปอ. นําไปสู การกําหนดแนวทางการปฏิรูปและข'อเสนอแนะ ดังนี้ (๑) ดํารงและขยายความร วมมือกับ
พันธมิตรและผู'จัดรายการร วม (๒) เพิ่มศักยภาพวิทยุกระจายเสียงด'วยวิทยุออนไลน$ (๓) พัฒนากิจการ
วิทยุกระจายเสียงไปสู กิจการที่ใช'เครือข ายเป=นศูนย$กลางโดยดําเนินการกระจายเสียง รายงานข าวสาร
ทางทะเลและความมั่นคง ในลักษณะทันเหตุการณ$แก ประชาชน โดยจัดตั้งเครือข ายแลกเปลี่ยน
ข าวสารจากหน วยราชการ องค$การปกครองส วนท'องถิ่น ภาคประชาชนในแต ละพื้นที่
การเปลี่ยนผ านของกิจการวิทยุกระจายเสียงตามกฎหมายและกฎเกณฑ$ต าง ๆ ตามแผน
แม บทฯ และประกาศฯ ของ กสทช. ต'องมีกระบวนการที่สร'างความเชื่อมั่น และผู'ถือครองความถี่ต'อง
สมัครใจ ไม สร'างความแตกแยกจนนําไปสู กระบวนการทางกฎหมาย ที่ต'องใช'ศาลเป=นผู'ตัดสินจนทําให'
เกิดภาวะชะงักงันจนเสียหายต อเศรษฐกิจ ทําให'ประชาชน ผู'ประกอบการวิทยุกระจายเสียงตกงาน
ดังนั้น กิจการวิทยุกระจายเสียงทหารเรือต'องมีกลุ มบุคลากรที่มีความรู' ความสามารถดังกล าว
ปฏิบัติงานร วมกับ กสทช. ในการเปลี่ยนผ านและมีการลงทุนและสร'างงานเพื่อเศรษฐกิจของประเทศ

The research was aimed at studying and analyzing the Naval Radio
Broadcasting from the past to the present, studying the master plan and the related
Declaration of conformity of the National Broadcasting and Telecommunication
Commission (NBTC). As with all procedures, information on the impact that will occur to
the broadcasting business to propose ways to reform the broadcasting business of the
Naval Radio Broadcasting and conclusions for the management and governance master
plan to the Naval Radio Broadcasting. By research fields are as follows: (1) Study the
Reform Acts Naval Radio Broadcasting. In terms of the management of radio broadcasting
without deep consideration to the issue of financial accounting (2) The reform will be to
propose guidelines and summaries for executives. Not considered in detail the
organization (3) Comparing the information from the radio broadcast of Royal Thai Army
and Royal Thai Air Force.
This research is a qualitative research by studying the analysis of a master
plan broadcasting business of the Naval Radio Broadcasting 2555 - 2560, which is the
plan of the annual business in each year to support the laws and regulations of the
announcement of the NBTC. In addition, during this period, information technology has
been developed and widely introduced and more and more popular as much, resulting
in the fusion of media phenomenon as "New Media" and to change the behavior of the
audience leads to the Digital Era. From these data, the event features a diverse and
cohesive relationship, the study of SWOT Analysis and Case Studies to take action on the
information to proceed with the process of the national strategic structure of the
Thailand National Defense College. Contribute to the reform and suggestions As follows: - 2 -
(1) Sustain and expand cooperation with partners and the joint list (2) To increase
potential Radio Broadcasting with online radio (3) Development of radio broadcasting
toward into a network-centric operations by broadcasters. News reports and maritime
security in a timely manner to the public By forming networks, exchanging information
from the government agencies, local government organization and the people in each
area.
The transition of broadcasting affairs according to law and rules, according to
the master plan and the announcement of the National Broadcasting and
Telecommunication Commission (NBTC). There must be a process that create trust and
holders must be voluntary does not create the schism, leading to legal process until the
damage to the economy. For this reason, the Naval Radio Broadcasting must have a
group people with such capabilities to work with NBTC. In transition, investment and
create jobs.
