รายงานการวิจัยส่วนบุคคลฉบับนี้มีวัตถุประสงค์เพื่อศึกษาปัญหา อุปสรรค รูปแบบและ
แนวทางการขับเคลื่อนความร่วมมือระหว่างกระทรวงกลาโหมและภาคเอกชนด้านอุตสาหกรรม
ป้องกันประเทศ โดยมีขอบเขตด้านเนื้อหา สถานที่ การผลิตอาวุธและกระสุนเป็นหลัก เฉพาะกรณี
หน่วยงานศูนย์การอุตสาหกรรมป้องกันประเทศและพลังงานทหาร ส านักงานปลัดกระทรวงกลาโหม
โดยการสัมภาษณ์เชิงลึกข้าราชการ อดีตข้าราชการชั้นผู้ใหญ่ สังกัด ศูนย์การอุตสาหกรรมป้องกัน
ประเทศ และพลังงานทหาร รวมถึงเจ้าของกิจการด้านอุตสาหกรรมป้องกันประเทศ ใช้เวลาใน
การศึกษา ตั้งแต่ ต.ค.๒๕๕๙ ถึง ก.ย.๒๕๖๐ ใช้วิธีการศึกษาวิจัยเชิงคุณภาพกึ่งมีโครงสร้างตั้งค าถาม
เป็นกรอบที่ชัดเจน และการวิเคราะห์ข้อมูลเชิงลึกจากการสัมภาษณ์ โดยการสังเคราะห์ข้อมูลตาม
กรอบแนวคิดทฤษฎีที่เกี่ยวข้อง ซึ่งผลการวิจัยท าให้ทราบว่า กระทรวงกลาโหมโดยหน่วยงานด้าน
อุตสาหกรรมป้องกันประเทศจะต้องเป็นผู้น าในการสร้างกรอบความร่วมมือระหว่างกระทรวงกลาโหม
และภาคเอกชน ในการวางแผนทั้งระยะสั้นและระยะยาวให้ชัดเจน ควรให้ความส าคัญกับหน่วยงาน
ด้านการวิจัยของกระทรวงกลาโหมที่มีอยู่ เพื่อท างานร่วมกับภาคเอกชนได้อย่างคล่องตัว โดยไม่มีกฎ
ระเบียบ ข้อบังคับมาเป็นอุปสรรค ทั้งนี้ ต้องสามารถตั้งผู้แทนการค้าของหน่วยงานราชการไปเสนอ
ขายผลิตภัณฑ์กับต่างประเทศได้รวมถึงการพัฒนาองค์ความรู้ให้ก้าวทันกับเทคโนโลยีสมัยใหม่
ทั้งนี้ จะต้องแต่งตั้งผู้น าองค์กรที่สามารถขับเคลื่อนการพัฒนาความร่วมมือด้านอุตสาหกรรมจนเกิด
ผลส าเร็จได้โดยต้องมีคุณสมบัติ คือ มีความรู้พื้นฐานงานด้านอุตสาหกรรมป้องกันประเทศ มีวิสัยทัศน์
ที่สามารถวางกรอบแนวคิดให้องค์กรเดินไปสู่จุดหมายได้ตามนโยบายและเจตนารมณ์พร้อมก ากับดูแล
ขับเคลื่อนแนวคิดได้อย่างมีประสิทธิภาพ มีรูปแบบการท างานอย่างเป็นระบบ มุ่งมั่น เห็นแก่ประโยชน์
ของประเทศชาติมากกว่าขององค์กรตนเองเป็นส าคัญ

ABSTRACT
Title Development of Cooperation between Thailand’s Ministry of
Defence and the Private Sector on the Defence Industry

This research paper aims to assess complications, impediments, formats
and guidelines on the enhancement of cooperation between Thailand’s Ministry of
Defence and the private sector. The paper primarily focuses on information of the
arms industry, with a specific reference to the manufacture of weapons and
ammunition in Defence Industry and Energy Centre (DIEC), Office of the Permanent
Secretary of Defence. The research findings essentially build on a series of interviews
conducted from October 2016 – September 2017 with current and former senior
officials in the DIEC as well as private entrepreneurs in the arms industry. According
to the synthesis of semi-structured interview results and thorough analysis of
information gathered based on associated theories and concepts, the paper argues
that firstly, Ministry of Defence, particularly units responsible for defence industry,
must devise a scheme for short- and long-term framework of cooperation between
the Ministry itself and the private sector. Secondly, the Ministry should prioritize and
support the existing research and development units to form a solid partnership with
the private sector without rules and regulations to hinder the prospective
collaboration. Thirdly, a proficient trade representative must be appointed to
facilitate possible business transactions with foreign arms companies and introduction
of cutting-edge development to the organization. Lastly, a charismatic and selfless
leader must be nominated to drive the aforementioned framework of cooperation
forward efficiently and successfully. This leader must possess qualities of far-reaching
knowledge of defence industry, great vision to implement the scheme of cooperation
as well as competently direct the organization on the right and successful path.
