ภยัคุกคามต่อความมนั่ คงของชาติเริ่มแต่ภยัคุกคามทางอธิปไตยจากประเทศรอบบ้าน
ไปจนถึงลทัธิคอมมิวนิสต์ทา ให้รัฐบาลต้องทุ่มเททรัพยากรจา นวนมากไปยงัพ้ืนที่เผชิญปัญหา
โดยเฉพาะอย่างยิ่งตามแนวชายแดนจวบจนปัจจุบนัถือว่าภัยคุกคามจากภายนอกได้หมดสิ้นไป
จากประเทศไทยแล้ว คงเหลือแต่ภยัคุกคามที่เกดิข้ึนจากภายในประเทศเสียเอง ดว้ยสาเหตุความบกพร่อง
และการดูแลที่ไม่ทวั่ ถึงของภาครัฐอันส่งผลกระทบไปสู่ความเสื่อมถอยแห่งศรัทธาของประชาชน
ก่อปัญหาเศรษฐกิจและสังคมให้ขยายวงกว้างรุนแรงกว่าก่อน
ประเทศไทยยงัมีประชาชนอีกจา นวนมากที่มีถิ่นอาศัยอยู่บนเกาะ ที่ประกอบอาชีพ
รอนแรมอยู่บนเรือกลางทะเลและชุมชน ตามแนวชายฝั่งท้ังด้านอ่าวไทยและทะเลอนั ดามนั
ซ่ึงท้งัหมดเป็นมวลชนเป้าหมายหลกัของกองทพั เรือที่ลว้นอยู่ในสภาพห่างไกลความเจริญทุรกนั ดาร
การคมนาคมไม่สะดวกและไม่ทวั่ ถงึยงัมีผูค้นที่ยากจนและดอ้ยโอกาสซ่ึงน่าจะไดร้ับวธิีการพฒั นาทอ้งถิ่น
โดยการปฏิบัติการทางสาธารณะ (Civic Action) และการน้อมน าโครงการพระราชด าริต่างๆ
ไปใชเ้ช่นเดียวกบัที่รัฐบาลไดด้า เนินการให้กบัประชาชนบนแผ่นดินในชนบทบนพ้ืนที่สูงและในจงัหวดั
ชายแดนทางบก ซึ่งมอบหมายให้กองบัญชาการกองทัพไทย โดยหน่วยบัญชาการทหารพัฒนา
ดา เนินการมาอย่างต่อเนื่องต้งัแต่ปีพ.ศ.๒๕๔๐ จนถึงปัจจุบัน
ความมนั่ คงของชาติในทะเลและชายฝั่ง มีสภาพปัญหาเช่นเดียวกบั พื้นที่บนบก
และชายแดน แต่ภายหน้ากลับมีแนวโน้มที่ซับซ้อนมากกว่า และง่ายต่อการแทรกซึมเข้ามาทางทะเล
จึงถึงเวลาแลว้ที่รัฐบาลตอ้งแกป้ัญหาโดยอาจมอบหมายให้กองทพั เรือใช้วิธีพฒั นาท้องถิ่นเข้าไป
ด าเนินการ เฉกเช่นเดียวกับการด าเนินการของหน่วยบัญชาการทหารพัฒนา เพื่อให้ประชาชน
ในพ้ืนที่รับผิดชอบดงักล่าวมีความเขม้แขง็ สามารถพ่ึงพาตนเองจนนา ไปสู่การพฒั นาชุมชนและสังคม
มวลชนเป้ าหมายได้รับการยกระดับเป็ นก าลังฝ่ ายประชาชนที่พร้อมให้การสนับสนุนภารกิจ
ดา้นความมนั่ คงของชาติทางทะเลกบักองทพั เรือและสนบั สนุนการดา เนินการต่างๆ ของรัฐต่อไป

ABSTRACT

Threat to national security begins with the sovereign threat of the country
around the house up to communism which means the government has to devote a lot of
resources to the problem areas, especially along the border. Until today, the threat from
outside has been exhausted from Thailand but the threat inside the country itself.
Cause of incompetence and inadequate care of the government. The impact of the
decline of public faith. The economics impact has gone worst than before.
Thailand still has many people who reside on the island. The hitchhiker on
the ship in the sea including coastal communities in both the Gulf of Thailand and the
Andaman Sea. All of them are the main target groups of the navy, which are in far-off
condition, unfavorable and inconsistent transportation. There are also poor and
disadvantaged people who are likely to receive local development through the Civic
Action and the Royal Initiative. Just as the government has done for people on land in
the highlands and in the border provinces in the north assigned to the Thai Armed

National security in the sea and coast The problem is the same as on land
and border areas. But in the future, the trend is much more complicated and easier to
