สถานการณ์ความรุนแรงทีÉเกิดขÊึนในจังหวดั ชายแดนภาคใต้ตÊงัแต่ปี ๒๕๔๗
เป็นตน้ มาก่อให้เกิดความเสียหายทÊงัชีวิตและทรัพยส์ินของประชาชนและภาครัฐเป็นอย่างมาก
โดยสาเหตุปัญหามีความละเอียดอ่อน ซบั ซ้อนและเชืÉอมโยงหลายมิติ ทัÊงเศรษฐกิจ สังคม การศึกษา
วฒั นธรรม และความมนÉัคงดงันÊนั การแกไ้ขปัญหาจึงจะตอ้งดาํ เนินการควบคู่กนั ไปทÊงัด้านความ
มัÉนคงทีÉเกÉียวขอ้งกบัการรักษาความปลอดภยัในชีวิตและทรัพยส์ิน และด้านการพัฒนา ทีÉเป็ นการ
พฒั นาคุณภาพชีวติประชาชนเพÉอืสังคมสุขสงบอยา่ งยงยืน ัÉ การศึกษานีÊจึงมีวตัถุประสงคเพื ์ Éอวิเคราะห์
ปัญหา อุปสรรคในการแก้ไขปัญหาจงัหวดั ชายแดนภาคใตภายใต้นโยบายการบริหารและการ ้
พฒั นาจงัหวดั ชายแดนภาคใต้พ.ศ. ๒๕๕๕ – ๒๕๕๗ และเพืÉอเสนอแนะแนวทางการบูรณาการ
งานดา้นความมนÉัคงและงานดา้นการพฒั นาใหม้ีประสิทธิภาพมากขÊึน โดยใชว้ิธีการวิจยัเชิงคุณภาพ
(Qualitative Analysis) ด้วยการวิเคราะห์ข้อมูลเชิงเชิ งเนืÊอหา (Content Analysis) จากข้อมูล
ทุติยภูมิ และข้อมูลปฐมภูมิ ทีÉรวบรวมจากเอกสารนโยบายรัฐบาล มติคณะรัฐมนตรี นโยบาย
ยุทธศาสตร์และแผนงานโครงการแก้ไขปัญหาจังหวดั ชายแดนภาคใต้ในช่วงเวลาดังกล่าว
ผลการวิจัย พบว่า (๑) ขาดกลไกทีÉมีอํานาจหน้าทีÉบูรณาการยุทธศาสตร์และ
แผนงาน/โครงการดา้นความมนÉัคงและดา้นการพฒั นา (๒) ยุทธศาสตร์ดา้นความมนคง Éั และดา้น
การพฒั นา ไม่มีวิธีการแกไ้ขปัญหาทีÉสอดคลอ้งเชÉือมโยงกนั (๓) ขาดการใช้ขอ้ มูลร่วมกนั ในการ
กาํหนดเป้าหมายงานดา้นความมนัÉ คงและงานดา้นการพฒั นา จึงมีขอ้ เสนอแนะคือ(๑)จดั ตÊงกลไก ั
การบูรณาการงานด้านความมันคง É และงานด้านการพฒั นา ในการแก้ไขปัญหาจงัหวดั ชายแดน
ภาคใต้ (๒)กาํ หนดกระบวนการและขÊนั ตอนการบูรณาการยุทธศาสตร์การแก้ไขปัญหาจงัหวดั

ABSTRACT
Title The Study of Integration of Security and Development Mission for Problem
Solving in the Southern Border Provinces

Since 2004, the southern border provinces have experienced numerous acts of
violence. Such incidents have caused substantial loss of lives and properties of people and of
governmental sectors. The reasons behind these acts are complicated and concerned in
multidimensions including economic, social, educational, cultural, and security aspects. So,
dealing with related problems requires a coordinated effort to tackle both “ security aspects” ,
related to the security of lives and properties, and “development aspect”, related to the quality of
people's lives for sustainable peace of society. The purposes of this research are 1) to analyze
the problem and obstacles to problem solving in the southern border provinces under the
Administration and Development of the Southern Border Provinces Policy during 2012-2014
and 2) to offer the guidance on integration of security and development mission to be more
efficient using the qualitative analysis and the content analysis from the secondary data and
the primary data gathered from the government policy documents , cabinet resolution, strategic
policy, plans of operations ,and projects for coping with problems during that time.
The results of research indicate 1) the lack of a mechanism for the integration of
strategy, plans of operations, and projects in security and development aspects 2) the lack of
coherence when strategy of “security aspects” and “development aspects” being applied and 3)
the lack of information sharing for security and development targeting. For dealing with related
problems, the results of this study are 1) establishing a mechanism for integrating security and
development performance for coping with the problems, 2) Defining processes and procedures
of the strategic integration for problem solving in the southern border provinces, and 3)
Defining the areas to separate security and development missions.
