ก บทคัดยอ เรื่อง การขับเคลื่อนนโยบายรัฐบาลในราชการสวนภูมิภาคของกระทรวงพาณิชย! โดยการจัดตั้งกองบริหารการพาณิชย!ภูมิภาค ลักษณะวิชา การเศรษฐกิจ ลักษณะวิชา ผู)วิจัย นางนันทนา ธรรมสโรช ผู)วิจัย หลักสูตร หลักสูตร หลักสูตร วปอ. รุนที่ รุนที่ รุนที่ ๕๙ กระทรวงพาณิชย!ให)ความสําคัญกับการสร)างความเข)มแข็งของเศรษฐกิจภายในประเทศ ซึ่งกลไกสําคัญในการขับเคลื่อนนโยบายสูการปฏิบัติในระดับพื้นที่ คือ สํานักงานพาณิชย!จังหวัด การวิจัยครั้งนี้จึงมีวัตถุประสงค!เพื่อต)องการศึกษาถึงแนวทางการบริหารงานแบบบูรณาการการทํางาน ของกระทรวงพาณิชย!ในภูมิภาคภายใต) One Roof Policy และศึกษารูปแบบการขับเคลื่อนนโยบาย ไปสูภูมิภาคโดยอาศัยกลไกกองบริหารการพาณิชย!ภูมิภาค ที่ทําหน)าที่เปEน “ข)อตองาน..สูภูมิภาค” การวิจัยครั้งนี้เปEนการวิจัยเชิงคุณภาพโดยการสัมภาษณ!เชิงลึกผู)บริหารระดับสูงของกระทรวงพาณิชย! และสอบถามความคิดเห็นของพาณิชย!จังหวัด เพื่อนํามาจัดทําข)อเสนอในการปรับปรุงโครงสร)างและ ภารกิจของสวนราชการในการขับเคลื่อนนโยบายไปสูการปฏิบัติระดับท)องถิ่นอยางมีประสิทธิภาพ ให)กับสวนราชการอื่น ๆ นําไปประยุกต!ใช)ตอไป ผลการวิจัยพบวา ผู)บริหารระดับสูงของกระทรวงและ พาณิชย!จังหวัดเห็นด)วยกับการกําหนดรูปแบบหนวยงานในพื้นที่ในลักษณะ One Roof ที่มีความเปEน ผู)แทนกระทรวงอยางแท)จริงเพื่อให)มีความเปEนเอกภาพในการทํางานและสามารถตอบสนองความ ต)องการของประชาชนในพื้นที่ได)อยางรวดเร็วและมีประสิทธิภาพ และเห็นควรกําหนดให)มีหนวยงาน ที่ทําหน)าที่เปEนหนวยงานกลางในการประสานงานระหวางสวนกลางและสวนภูมิภาค เปEน “ข)อตองาน ระหวางสวนกลาง..สูภูมิภาค” (Focal Point หรือ Back Stop) ซึ่งมีบทบาทในการให)คําปรึกษา เปEนพี่เลี้ยงแกหนวยงานในระดับภูมิภาคในการขับเคลื่อนนโยบาย/แก)ไขปSญหาอุปสรรคและพัฒนา งาน โดยจะต)องมีการวางระบบการทํางานรวมกับกระทรวง/กรมและหนวยงานอื่นที่เกี่ยวข)อง เพื่อรับสงข)อมูลที่เปEนประโยชน!ตอกัน ทั้งนี้ ผู)วิจัยมีข)อเสนอเพื่อให)การขับเคลื่อนนโยบายเปEนไปอยาง มีประสิทธิภาพได)นั้น ในระดับนโยบายควรให)มีการทบทวนและยุบเลิกหนวยงานในสวนกลางที่ไป ปฏิบัติงานอยูในสวนภูมิภาคให)เหลือเพียงหนวยงานที่ปฏิบัติหน)าที่ในฐานะผู)แทนกระทรวงเพียง หนวยงานเดียวในแตละระดับ (จังหวัด/อําเภอ/ตําบล) รวมทั้ง ต)องให)ความสําคัญกับการจัดสรร งบประมาณเชิงพื้นที่ให)สอดคล)องตามภารกิจของหนวยงานที่ต)องดําเนินการในพื้นที่ เพื่อไมให)เกิดการ ซ้ําซ)อนการทํางานของหนวยงานสวนกลางและภูมิภาค และเพื่อให)เกิดผลในทางปฏิบัติดังกลาว ทุกสวนราชการควรมีการออกแบบโครงสร)างองค!กรให)สอดรับกับภารกิจตาง ๆ ของกระทรวงที่ต)อง ปฏิบัติงานในพื้นที่ และพิจารณายุบเลิกหนวยงานสวนกลางที่ไปปฏิบัติงานในภูมิภาคให)เหลือเพียง หนวยงานเดียวที่ทําหน)าที่เปEนผู)แทนกระทรวงอยางแท)จริง เพื่อให)เกิดการขับเคลื่อนนโยบาย สวนกลางไปสูภูมิภาคได)อยางมีประสิทธิภาพ และสามารถตอบสนองความต)องการและการแก)ปSญหา ของประชาชนในพื้นที่ได)อยางรวดเร็ว

abstract:

ABSTRACT ABSTRACT BSTRACT Title : Driven government policies in The Ministry Title of Commerce’s provincial governor by organizing the Regional Commercial Management Division Field : Economics Name : Mrs. Nunthana Thammasaroch Course NDC Class 59 The Ministry of Commerce gives priority to strengthen the domestic economy. The Provincial Commercial Office is the key mechanism for driving policy into practice at the local level. This research aims to study the guidelines for managing of the integrated operation of The Ministry of Commerce in the region under One Roof Policy and study the model of policies driven towards the region by using the mechanism of Regional Commercial Management Division which performs as a " joint work.. to the region." This research is a qualitative research by interviewing executives of the Ministry of Commerce and the opinion of the commerce province in order to prepare a proposal to improve the structure and mission of the government to drive policy to the local level more efficiently which other government agencies can apply later. The research found that executives of the Ministry of Commerce and the provincial commerce agree to define the model in the One Roof which is a real representative of the ministry in order to have unity and be able to meet the needs of the people in the area quickly and efficiently and to set up a unit that acts as a central agency to coordinate between the central and regional levels which a " joint work between the public .. to the region " (Focal Point หรือ Back Stop) which has role in counseling, mentoring and regional authorities in driving policy including to solve the problems and develop by setting co-operation system between the ministry, department and other agencies in order to exchange information among them. The researchers have the suggestion to drive policies effectively. First, the policy level should be revised and abolished the center agencies which operate in the region and maintain a singular agency at provincial level (provincial/district). Moreover they should focus on the spatial budget in accordance with the agency's mission that carried out in the area and to avoid duplication the work between central and local agency. Every government agency should design their organizational structures in according with the ministry’s mission which they have to work in the area and dissolve the agencies which operate in the region by reducing them to a single agency to act as the representative of the ministry in order to driven the public policy towards the region effectively and can meet the needs and solve problems of people in the area quickly.
