การวิจัยครั.งนี.มีวัตถุประสงค์เพื อศึกษาหลักการและแนวความคิดในการสร้างความ
ร่วมมือระหวางประเทศเพื อการป้ องก ่ นและแก ั ไขปัญหาที เก ้ ิดจากการเปลี ยนแปลงของอุณหภูมิโลก
เพื อศึกษานโยบายและแนวทางของรัฐบาลในการป้ องกันและแก้ไขปั ญหาที เกิดจากการ
เปลี ยนแปลงอุณหภูมิโลก และเพื อเสนอแนะแนวทางในการพัฒนาความร่วมมือระหว่างประเทศ
ของไทยในการแกไขปัญหาที เก ้ ิดจากการเปลี ยนแปลงของอุณหภูมิโลก ใช้วิธีการวิจัยเชิงคุณภาพ
ผลการวิจัย พบวา ่ แนวทางในการพัฒนาความร่วมมือระหวางประเทศของไทยในการ ่
แกไขปัญหาที เก ้ ิดจากการเปลี ยนแลงของอุณหภูมิโลกที เหมาะสม ควรกระทําโดยการใช้เครื องมือ
ขององค์การระดับภูมิภาค เช่น ประชาคมอาเซียนมาบูรณาการเสริมความพยายามในการผลักดัน
การแกไขปัญหา ภายใต้กรอบขององค์การสหประชาชาติ เช ้ ่น กรอบ (UNFCCC) พิธีสารเกียวโต
หรือความตกลงปารีส ภายใต้การมีส่วนร่วมจากทุกภาคส่วนทั7งส่วนราชการ ภาคเอกชน และภาค
ประชาสังคม เพื อไปสู่จุดหมายเดียวกน และก ั าหนดยุทธศาสตร์การดําเนินการแก ํ ไขปัญหาที เก ้ ิด
จากการเปลี ยนแปลงของอุณหภูมิโลกให้สอดคล้องกบการบูรณาการภาคส ั ่วนต่างๆ
จากองค์ความรู้ที ได้รับในการวิจัยครั.งนี. ได้ข้อเสนอแนะเชิงนโยบาย และเชิง
ปฏิบัติการยุทธศาสตร์ และนโยบายความมันคงแห ่งชาติด้านสิ งแวดล้อมที เหมาะสม สําหรับด้าน
ความร่วมมือระหวางประเทศ รัฐบาลควรพิจารณาบูรณาการขีดความสามารถทั ่ .งมวล ผานองค์การ ่
ระหวางประเทศ ทั ่ .งองค์การทางด้านการเมือง การเศรษฐกิจ และสังคม ครอบคลุมทั.งสวนราชการ
ภาคเอกชน ภาคประชาสังคม และองค์การที มิใช่ราชการ เข้ามามีส่วนร่วมในการแกไขปัญหาความ ้
สมดุลระหว่างการพัฒนาทางเศรษฐกิจและความยังยืนทางสิ งแวดล้อม รวมถึงความพยายามของ
ประชาคมระหว่างประเทศในการเข้าถึงสิ งแวดล้อมอย่างเสมอภาค อันจะนําไปสู่การพัฒนาทาง
สังคมและความสามารถในการมีส่วนร่วมกนในการแก ั ไขปัญหาดังกล ้ ่าวอยางยั ่ งยืน

Abstract
Title : The Development of Thailand International Cooperation Guidelines on Solving the
Impacts of Climate Change Issues.

The objectives of this qualitative research are 1) to study the establishment of
Thailand international cooperation on solving the impacts of climate change issues 2) to
acknowledge Thailand’s overall operations towards solving the issues and 3) to explore the
development of Thailand international cooperation guidelines on solving the impacts of climate
change issues.
From the research, researcher found that, the development of Thailand international
cooperation guidelines should be promoted effectively between ASEAN cooperation and United
Nations Frameworks and mechanism of cooperation, e.g., United Nations Framework Convention
on Climate Change, Kyoto Protocol and Paris Agreement. The policies and strategies to solve the
issues must be processed to provide for participation of activities and progress in cooperative
integration of all parties concerned. The stakeholder, including, governmental sector, private
sector and civil society organization, efforts by communicating and supporting the initiatives
undertaken by the government on solving the impacts of climate change issues. As result,
Thailand international cooperation realizes to develop the cooperative integration and
participation of entities associated, comprise of, political community, economic community,
socio- cultural community and non-governmental organization. The usefulness of cooperative
integration is aim to promote and ensure balanced sustainable development and sustainable
environment, and but also aim to strive for international community with equitable access to
sustainable environment.
The knowledge outcomes of research are able to identify policy recommendations
and applied recommendations to strengthen global partnerships and support the implementation
of relevant international agreements and United Nations Frameworks, as mentioned above.
