เรื่อง การจัดระเบียบชุมชนริมคลองลาดพราวเพื่อพัฒนาคุณภาพชีวิตประชาชน

ผูวิจัย พลตรี ณรงคพันธ จิตตแกวแท หลักสูตร วปอ. รุนที่ 59
การวิจัยครั้งนี้มีวัตถุประสงค1) เพื่อศึกษาสภาพการณและปญหาของชุมชนริมคลองลาดพราว
เพื่อพัฒนาคุณภาพชีวิตของประชาชน 2) เพื่อศึกษาความตองการพื้นฐานของประชาชนชุมชนริมคลอง
ลาดพราว 3) เพื่อจัดทําแนวทางการจัดระเบียบชุมชนริมคลองลาดพราวเพื่อพัฒนาคุณภาพชีวิตประชาชน
โดยการวิจัยแบบผสมผสานซึ่งดําเนินการวิจัยเชิงคุณภาพและการวิจัยเชิงปริมาณ เครื่องมือที่ใชในการวิจัย
คือแบบสัมภาษณกึ่งโครงสรางและแบบสอบถามความตองการพื้นฐานของประชาชนชุมชนริมคลอง
ลาดพราว จากแหลงขอมูลบุคคล จํานวน 8 คน และกลุมตัวอยางประชาชนชุมชนริมคลองลาดพราว
จํานวน 382คน การวิเคราะหขอมูลโดยการวิเคราะหเนื้อหา การใชสถิติบรรยายเชิงพรรณนา คารอยละ
คาเฉลี่ยและคาความเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบวา
1. คลองลาดพราวเปนคลองขุดในสมัยรัชกาลที่ 5 ที่เชื่อมระหวางคลองสองสายใตกับ
คลองรังสิตและคลองแสนแสบ ที่ผานมาคลองสายนี้อยูในสภาพที่น้ําเนาเสียมีสีดําสนิททําใหการสัญจร
ในคลองลาดพราวไมอาจเปนไปได กรุงเทพมหานครไดจัดทําแผนการพัฒนาคลองลาดพราวเพื่อพัฒนา
ระบบขนสงทางน้ําและสรางเขื่อนเพื่อพัฒนาประสิทธิภาพการระบายน้ํา โดยการออกแบบการพัฒนา
ชุมชนไดคํานึงถึงคุณภาพชีวิตของคนดานความเปนอยู การประกอบอาชีพ ตลอดจนการสงเสริม
วัฒนธรรมและสิ่งแวดลอม ซึ่งมีการปรับรูปแบบอาคารริมคลองและภูมิทัศนดวยการปลูกตนไมเพื่อความ
สวยงามดวยการปลูกหญาแฝกและการบําบัดน้ําเสียดวยน้ําหมักอินทรีย (Effective Microorganism :EM)
เพื่อใหคุณภาพน้ําดีขึ้น โดยอาศัยการชวยกันระหวางชาวบาน ผูประกอบการ และสํานักงานเขตของ
กรุงเทพมหานคร ซึ่งไดกําหนดโครงสราง และระบบการจัดระเบียบชุมชนริมคลองลาดพราวเพื่อพัฒนา
คุณภาพชีวิตเกี่ยวกับที่อยูอาศัยที่มั่นคง สภาพแวดลอม และสาธารณูปโภค ตลอดจนการพัฒนาอาชีพ
นอกจากนั้นยังไดใหประชาชนหรือองคกรชุมชนมีการระดมสมองเพื่อสรางความเขาใจและวิสัยทัศน
รวมกัน การแลกเปลี่ยนความรูและประสบการณ การวิเคราะหปญหาและการแกปญหารวมกัน เพื่อประโยชน
ที่จะเกิดขึ้นในชุมชนทั้งดานการสงเสริมการลงทุน พาณิชยกรรมและการทองเที่ยว โดยการสรางเสริมอาชีพ
และพัฒนาภูมิปญญาทองถิ่น ซึ่งภาครัฐ ภาคเอกชน ชุมชนและสังคมมีสวนรวมในการดําเนินนโยบาย
การออกแบบแผนงาน การดําเนินการ วิธีการ และผลลัพธ
2. ผลการวิเคราะหขอมูลจากแบบสอบถามความตองการพื้นฐานจากการจัดระเบียบ
ชุมชนริมคลองลาดพราวเพื่อพัฒนาคุณภาพชีวิตประชาชน ปรากฏผลดังนี้
2.1 ดานความตองการพื้นฐานทางรางกาย พบวาความตองการไดรับความสะดวกสบาย
จากบริการภาครัฐ อาทิ น้ําประปา ไฟฟาและการจัดการขยะมูลฝอยที่ระดับมากที่สุด(X = 4.59, S.D. = .611)
2.2 ดานความมั่นคงปลอดภัย พบวา ความตองการมีความสุขเมื่ออยูกับครอบครัวที่
ระดับมากที่สุด ( X = 4.71, S.D. = .530)ข
2.3 ดานความตองการความรักและการเปนที่ยอมรับ พบวา ความตองการความ
อบอุนจากครอบครัวอยางแทจริงที่ระดับมากที่สุด( X = 4.64, S.D. =.579)
2.4 ดานความตองการไดรับการยกยองจากผูอื่น พบวา ความตองการความรูสึกเปน
มิตรที่ดีทั้งตอหนาและลับหลัง จากสังคมที่ระดับมาก ( X =4.28, S.D. =.793)
2.5 ดานความตองการในการเขาใจและรูจักตนเอง พบวาความตองการเปนสวนหนึ่ง
ในการอนุรักษธรรมชาติและสิ่งแวดลอมในชุมชนที่ระดับมาก( X =4.32, S.D. =.788)
3. แนวทางการจัดระเบียบชุมชนริมคลองลาดพราวเพื่อพัฒนาคุณภาพชีวิตประชาชน
ควรมีการสรางความรูความเขาใจเกี่ยวกับสาระสําคัญของแผนการจัดระเบียบชุมชน การประสานแผน
การปฏิบัติตามแผนของสวนราชการ โดยเปดโอกาสใหประชาชนมีสวนรวมกําหนดแผน การวิเคราะหแผน
การนําแผนไปสูการปฏิบัติ และการประเมินผลเพื่อใหเกิดผลสัมฤทธิ์สําหรับการมีชีวิตที่มีคุณภาพ
ตามความตองการมากที่สุด

Title The matter of organizing community to improve the quality of life for citizens,
Khlong-Ladprao.

This research aims to study the situation and 1) problems of the
community, to improve the quality of life, Khlong-Ladprao. 2) to study the basic
needs of the citizens, Khlong-Ladprao. 3) to community prepared to organize the
community to improve the quality of life for citizens, Khlong-Ladprao. By the
integrated research, which conducted qualitative research and quantitative research.
Tools used in research is a semi-structured interviews and questionnaires, the basic
needs of the citizens, the community, Khlong-Ladprao.The number of individual
sources, 8 people and public community samples, Khlong-Ladprao.The number of
people to analyze the data by 382 to analyze content usage statistics descriptive
narration percentage average and standard deviation values.
The research found that:
1. The Khlong-Ladprao was dig in the reign of the second Canal
connecting with the Canal Khlong Rangsit and Saensab. This Canal was spoiling dark
makes the flow in the Canal's possible no lad. Bangkok has prepared a development
plan to develop the Canal lad marine transportation system and build a dam to
improve drainage efficiency by designing for community development take into
account the quality of life of people living. Occupations, as well as promoting the
culture and environment in which there is a canal building and landscaping by
planting trees for beauty by planting vetiver and organic wastewater treatment with
fermented juice (Effective Microorganism: EM) to make the bile rise. By virtue of the

result as follows:
2.1 Basic individual needs found that the requirements from the

3. Guidelines for organizing the community to improve the quality of life
for citizens, Khlong-Ladprao, should have knowledge about the essence of the plan
is to organize the community. To coordinate the plan,the Government's plan

the plan into practice and evaluation to achieve successful results for quality of life
needs it most.
