เรื่อง การคามนุษยที่มีผลกระทบตอความมั่นคงของชาติ
ลักษณะวิชา สังคมจิตวิทยา
ผูวิจัย นายชินโชติ แสงสังข หลักสูตร วปอ. รุนที่ 59
วัตถุประสงคของการศึกษาเพื่อวิเคราะหถึงสถานการณปญหากระบวนการคามนุษย
ตลอดจนบริบททางสังคม การเมือง วัฒนธรรมของปจจัยและเงื่อนไขที่มีความสัมพันธกับการเขาสู
กระบวนการคามนุษย ปจจัยที่สงเสริมและสนับสนุนใหเกิดกระบวนการคามนุษยและการเขาสูการคา
มนุษยและรูปแบบของการเขาสูกระบวนการคามนุษยตลอดจนศึกษาแนวทางในการสรางและ
พัฒนากลไกในการปองกันและแกไขปญหาการคามนุษยในสังคมไทย รวมถึงผลกระทบที่มีตอการคา
มนุษยที่มีตอความมั่นคงแหงชาติ สังคมและเศรษฐกิจ
ผลของการศึกษา พบวาผลกระทบการคามนุษยที่มีตอความมั่นคงของชาติ ความสิทธิ
มนุษยชน สิทธิที่มนุษยทุกคนมีความเทาเทียมกัน มีศักดิ์ศรีของความเปนมนุษย สิทธิ เสรีภาพ และ ความเสมอภาคของบุคคลที่ไดรับการรับรอง ทั้งความคิดและการกระทําที่ไมมีการลวงละเมิดไดทั้งนี้
ผลกระทบการคามนุษยที่มีตอการเมืองและการบริหาร ความขัดแยงของคนภายในประเทศ
พัฒนาการทางการเมืองของไทยที่ผานมามีทิศทางที่นําสังคมไทยวิวัฒนไปสูวัฒนธรรมการเมืองที่ ประชาชนตองการมีสวนรวมตัดสินใจในนโยบายของรัฐมากขึ้น โดยเฉพาะการกระจายความมั่งคั่งและ
อํานาจจัดการทรัพยากรสําคัญ
ดังนั้นปญหาการคามนุษย สามารถแกไขปญหาไดอยางแทจริง ยอมสงผลความเชื่อมั่น
ในการบริหารประเทศตามหลักนิติธรรม การบริหารตามหลักนิติธรรม ความเชื่อมั่นในการบริหาร
ประเทศ รวมถึงโครงสรางทางการเมืองการบริหารซึ่งแมจะมีการกระจายอํานาจมากขึ้น การเขามามี
สวนรวมของภาคสวนตาง ๆ ในสังคม สงผลใหเกิดความเชื่อมั่นของประชาชน ผลกระทบการคามนุษย
ที่มีตอเศรษฐกิจ การคาระหวางประเทศ และภาครัฐ ผลกระทบการคามนุษยที่มีตอเศรษฐกิจ
ประเด็นการคามนุษยดานแรงงานถูกนํามาผนวกกับการคาระหวางประเทศ โดยใชเปนเงื่อนไขในการ
ปฏิเสธสินคาหรือผลิตภัณฑที่ผลิตโดยหรือไดมาจากการคามนุษย โดยเฉพาะอยางยิ่งการใชแรงงาน
เด็กหรือแรงงานบังคับในกระบวนการผลิตสวนใดสวนหนึ่งหรือทั้งหมด โดยอางวาเพื่อใหการผลิต
สินคาหรือผลิตภัณฑจะตองเคารพถึงสิทธิของแรงงาน และกลายเปนสิ่งตองหามที่มีผลในเวทีการคา
ระดับสากล ซึ่งสินคาหรือผลิตภัณฑที่มีกระบวนการผลิตหรือไดมาโดยฝาฝน หรือละเมิดสิทธิดังกลาว
จึงอาจถูกประเทศคูคาใชมาตรการทางการคาระงับหรือหามนําเขาสินคาหรือผลิตภัณฑดังกลาวได
อยางไรก็ดีการแกไขและปรับปรุงการนําประเด็นการคามนุษยดานแรงงานมาเปน
มาตรการกีดกันสินคานําเขาที่ผลิตโดยละเมิดสิทธิแรงงานยอมเปนการสรางตนทุนการผลิตใหเพิ่มมาก
ยิ่งขึ้น การปฏิบัติตามเงื่อนไขการคามนุษยดานแรงงานที่ประเทศคูคากําหนดไว อาจสงผลกระทบตอ
ขีดความสามารถในการแขงขัน อีกทางหนึ่งการแกไขปญหาการคามนุษยดานแรงงานเพื่อรักษาไวซึ่ง
สวนแบงตลาดการคาในตางประเทศที่มีอยูในปจจุบันควบคูไปกับการสรางความยั่งยืนของ
ตลาดแรงงานในประเทศจึงมีความจําเปนตองนํามาพิจารณาเชนกัน ซึ่งทางเลือกประการหนึ่งที่
นาสนใจอยางยิ่งคือประเทศที่ยังมิไดนําเอาประเด็นดานการคามนุษยดานแรงงานหรือสิทธิแรงงานมา
เปนเงื่อนไขในการคา และสามารถสรางเปาหมายตลาดการคาสินคาแตละประเภทดังกลาวที่มี
ศักยภาพสําหรับประเทศไทยตอไป

The purpose of the study was analyze the human trafficking situation.
The factors of the social, political, cultural are entering into the trafficking process.
Study and develop mechanisms were prevented trafficking in Thai society. Including
the impact on human have trafficking on national security. Results of the study, It
was found that the impact of trafficking on national security and the equality of
individuals certified. The impact of human is trafficking on politics and administration.
Domestic conflict Thailand's political developments have led Thai society to evolve
into a political culture where people want to participate more in government policy.
The results of the study found that the impact of trafficking on national
security, the Human Rights that all human beings are equal. The dignity of the
human right to freedom and equality of individuals who are certified. The thoughts
and actions have no aggression. The impact of trafficking on politics and
administration. Conflict of domestic Thailand's political developments of the past
with the leading social Thailand evolved into a political culture where people want
to be involved in policy decisions more state. The distribution of wealth and power
management major.
Thus, the problem of human trafficking can be truly affect confidence in
the country based on the rule of law. The structure of the political administration

human labor at the designated partner countries may affect competitiveness.
Another way to fix the problem of human trafficking for labour in order to maintain
market share in foreign trade that exists in the present, alongside the creation of the
sustainability of the domestic labour market needs must be taken into consideration
as well. Which is interesting, particularly the countries that have not already adopted
trade issues, human rights, labour comes as conditions in trade and target markets
can be created for each product category, such that there is a potential for the next
country Thailand.
