ทะเลจีนใต้เป็นพื้นที่ทางยุทธศาสตร์ที่มีความส าคัญของโลก สาธารณรัฐประชาชนจีน
สาธารณรัฐฟิลิปปินส์ สาธารณรัฐสังคมนิยมเวียดนาม สหพันธรัฐมาเลเซีย เนการาบรูไนดารุสซาลาม
และสาธารณรัฐไต้หวันต่างอ้างกรรมสิทธิ์และมีในการพิพาทบริเวณพื้นที่ทับซ้อนอันถือเป็นปัญหา
ส าคัญที่ส่งผลกระทบต่อความมั่นคงทั้งในอาเซียน ภูมิภาคและระดับโลก
การวิจัยนี้มีวัตถุประสงค์ 1. เพื่อศึกษาและวิเคราะห์ยุทธศาสตร์ของสาธารณรัฐ
ประชาชนจีนเหนือทะเลจีนใต้ต่ออาเซียนและ 2. เพื่อศึกษายุทธศาสตร์ของไทยเกี่ยวกับการ
ด าเนินการของผลกระทบจากยุทธศาสตร์ของจีนในทะเลจีนใต้ต่ออาเซียน
ผลการวิจัยพบว่า จีนให้ความส าคัญกับยุทธศาสตร์ของทะเลจีนใต้เป็นอย่างมาก
จีนต้องการสร้างความมั่นคงและขยายตัวทางเศรษฐกิจของประเทศทางบกและทางทะเลในระดับ
ภูมิภาคและระดับโลก เมื่อจีนด าเนินนโยบายต่างประเทศที่แข็งกร้าวจะส่งผลกระทบให้สถานการณ์ใน
ทะเลจีนใต้มีความตึงเครียด ดังนั้นจีนจึงพยายามใช้วิธีการเจรจา ทวิภาคีเพื่อให้ตนเองได้รับประโยชน์
สูงสุด ตลอดจนจีนใช้การให้ความช่วยเหลือประเทศสมาชิกอาเซียนผ่านช่องทางการค้าและการลงทุน
ในลักษณะหุ้นส่วนทางยุทธศาสตร์ระหว่างประเทศโดยเฉพาะกับประเทศที่เป็นคู่พิพาทจนท าให้ไม่เกิด
ปัญหาความรุนแรงและสามารถท าให้อาเซียนไม่เข้ามาก้าวก่ายในการแก้ปัญหากรณีทะเลจีนใต้
ส าหรับการก าหนดยุทธศาสตร์ของไทยต่อกรณีข้อพิพาทในพื้นที่ทะเลจีนใต้ ไทยควร
วางตัวเป็นกลางในบทบาทการเมืองระหว่างประเทศซึ่งจะท าให้ไทยได้รับประโยชน์สูงสุด ไทยควร
ส่งเสริมให้มีการศึกษาเชิงอนาคตเกี่ยวกับความมั่นคงทางทะเล โดยบูรณาการหน่วยงานต่างๆที่
เกี่ยวข้องมาปฏิบัติงานร่วมกันเพื่อให้การท างานบรรลุผลและเกิดประโยชน์สูงสุด เนื่องจากไทยและ
จีนมีความสัมพันธ์ที่ดีต่อกันอย่างลึกซึ้งและยาวนานในลักษณะหุ้นส่วนทางยุทธศาสตร์ ดังนั้นควรให้
ความส าคัญต่อการแสวงประโยชน์ที่จะเกิดประโยชน์ต่อทั้งสองประเทศและควรให้ความส าคัญต่อการ
ประสานงานโครงการและการบูรณาการในโครงการที่ปฏิบัติงานร่วมกันเพื่อให้บรรลุผลตามที่มุ่งหมาย
และเกิดประโยชน์สูงสุด

ABSTRACT
Title : Thailand’s strategy from the impact of China’s strategy in the
South China Sea toward ASEAN.

The South China Sea is the world’s important geostrategic location.
Many countries, namely the People’s Republic of China, the Republic of
Philippines, the Socialist Republic of Vietnam, Malaysia, the Nation of Brunei and
Taiwan (Republic of China), have been claiming ownership and been in disputes
over the overlapping island and maritime territorial. This issue is a major
problem that poses risks to the securities of ASEAN countries, the region and at
global level.
This research aims to 1) study and analyze China’s strategy in the
South China Sea toward ASEAN and 2) study Thailand’s strategy in response to
the impact of China’s strategy in the South China Sea toward ASEAN.
The result suggests that China gave high importance to its strategy in
the South China Sea as China attempted to safeguard its security and expand
the source of growth to both land and maritime zones in regional and global
levels. If China was to conduct tough foreign policies toward other countries,
this might exacerbate tensions in the South China Sea. Hence, China tried to
negotiate bilaterally in order to gain maximum benefit and at the same time,
offered help to ASEAN member countries via trade and investment channels as
strategic partnership especially those involved in disputes. This proved
successful in alleviating the situation while ASEAN did not intervene this
disputes matter.
Regarding Thailand’s strategy toward disputes in the South China
sea, it would be beneficial for Thailand to remain neutral as a political response
to this issue. Meanwhile, further studies on maritime securities is necessary with
close coordination among related parties in order to achieve maximum benefits.
Moreover, as Thailand and China have been in close-knitted and long-standing
relationship as strategic partnership, it is therefore important to ensure that
Thailand acts in the best interests of both and also gives priorities to closer
cooperation on projects between Thailand and China in order to accomplish
goals and mutual benefits to both countries.
