การวิจัยครั้งนี้มีวัตถุประสงค4เพื่อศึกษา ๑) ป8จจัยที่มีผลต อความสําเร็จในการนําเกษตร
ทฤษฎีใหม ตามแนวพระราชดําริไปปฏิบัติของเกษตรกร ๒) ป8จจัยที่มีผลต อการดําเนินงานขยายผล
เกษตรทฤษฎีใหม ไปปฏิบัติในระดับพื้นที่ และ ๓) แนวทางการดําเนินงานขยายผลเกษตรทฤษฎีใหม
ให*ประสบผลสําเร็จ และจัดทําข*อเสนอแนวทางการดําเนินงานขยายผลให*ประสบผลสําเร็จยิ่งขึ้น
ผู*วิจัยใช*วิธีวิจัยเชิงคุณภาพ โดยศึกษา ๔ ภาค ๆ ละ ๑ จังหวัด ได*แก จังหวัดสระบุรี
เชียงราย นครราชสีมา และพัทลุง กลุ มตัวอย างที่ใช*ในการศึกษา ประกอบด*วย หัวหน*าครอบครัว
เกษตรกรต*นแบบ จํานวน ๑๒ คน คณะกรรมการและเจ*าหน*าที่ผู*ปฏิบัติงานศูนย4เรียนรู*โครงการอัน
เนื่องมาจากพระราชดําริ ระดับตําบล ระดับอําเภอ และระดับจังหวัด จํานวน ๑๐๐ คน และผู*บริหาร
ระดับสูงหรือผู*ทรงคุณวุฒิของกระทรวง กรม และหน วยงานที่เกี่ยวข*องจํานวน ๘ คน การเก็บรวบรวม
ข*อมูล ใช*การศึกษาวิเคราะห4เอกสารของทางราชการและแบบสํารวจข*อมูล การสัมภาษณ4เชิงลึก

ผลการวิจัยพบว า
๑. ตัวเกษตรกร แรงงานในครอบครัว ที่ดินทํากิน เงินทุน แหล งน้ําในพื้นที่ และการ
สนับสนุนของภาครัฐและชุมชน เปEนป8จจัยที่มีผลต อความสําเร็จของการนําเกษตรทฤษฎีใหม ตามแนว
พระราชดําริไปปฏิบัติของเกษตรกรระดับครัวเรือน
๒. ป8จจัยระดับครัวเรือน ป8จจัยด*านสภาพพื้นที่ ป8จจัยด*านการบริหาร และป8จจัยด*าน
แรงจูงใจ เปEนป8จจัยที่มีผลต อการดําเนินงานขยายผลเกษตรทฤษฎีใหม ตามแนวพระราชดําริในระดับ
พื้นที่

Title: An Implementation Approaches of the New Theory Agriculture under
the Royal Initiative Extension for Sustainable Development

This research was conducted in order to study 1) the factors affecting the success
of implementing the New Theory Agriculture to agriculturists’ practices, 2) the factors
affecting the implementation of the New Theory Agriculture extension at a community
level, and 3) the effectiveness of an implementation approach of the New Theory
Agriculture extension; and proposing the more effectiveness implementation approach
for such extended usage to be further developed accordingly.
The researcher took the qualitative approaches by examining 4 regions, one
province in each region including Saraburi, Chiang Rai, Nakhon Ratchasima, and
Phatthalung. Example groups used in this research were 12 family leaders as model
agriculturists; 100 operating committees and the officials at learning centers under the
Royal Initiative Projects from sub-district level, district level, and provincial level; and 8
high-level administrators or experts from ministries, departments, and relevant divisions.
The data collection consisted of examination of governmental documents, a
questionnaire, insightful interview, focus group discussion, and non-participant
observation; whilst, the data analysis was conducted by content analysis and inductive
analysis.
The findings of this research revealed the following:
1. The agriculturists, household labor, land, water resources, monetary capital, as
well as community and government supports were the factors affecting the success of
implementing the New Theory Agriculture extension to agriculturists’ practices at the
household level. 2
2. The household levels, geographical, administrative, and incentive factors were
key elements effecting the implementation of the New Theory Agriculture extension at
the community level.
3. The implementation approaches making the New Theory Agriculture
extension more effective were to enhance related policies, develop administrative
systems, reform education and learning methods, provide adequate water resources for
communities, encourage successful models distributed in local levels, promote
achievements for incentive purposes, and integrate the implementation support within
the form of “Public-Private Collaboration” or “San Phalang Pracharat”.
