สาธารณรัฐประชาชนจีน เพื่อเสนอแนวทางพัฒนาธุรกิจพลังงานทดแทนระดับชุมชนเพื่อขับเคลื่อน
เศรษฐกิจไทยตามแนวทางประชารัฐ เป3นงานวิจัยเชิงคุณภาพที่มุงเน,นเฉพาะรูปแบบการสนับสนุน
โครงการพลังงานทดแทนระดับชุมชนในประเทศไทย ด,วยการทบทวนวรรณกรรม แนวคิด ทฤษฎี
โดยมุงเน,นการศึกษาวิเคราะห'ข,อมูลที่ปรากฏเป3นเอกสาร รวมทั้งการสัมภาษณ'ผู,ทรงคุณวุฒิ ผู,แทน
ชุมชนในพื้นที่ต,นแบบ เพื่อสังเคราะห'หารูปแบบแนวทางพัฒนาธุรกิจพลังงานทดแทนตามแนวทาง
ประชารัฐ หรือการที่ภาคประชาชนและภาครัฐบาลมีการลงทุนทํางานรวมกัน ซึ่งจะชวยขับเคลื่อน
เศรษฐกิจไทยตามแนวทางที่เหมาะสม ผลการวิจัยได,พบจุดออนของประเทศไทยคือขาดความรู,ความ
เข,าใจในงานที่จะพัฒนานั้น โดยเฉพาะแนวคิดเชิงการค,าหากําไรและการเข,าถึงแหลงทุน ดังนั้น
นโยบายของรัฐบาลที่จะสานพลังประชารัฐหรือความรวมมือจากทั้งภาครัฐ ภาคเอกชน ภาคประชาชน
ภาคประชาสังคม และนักวิชาการ ชวยคิด ชวยทํา รวมกันแก,ป5ญหา เพื่อนําพาประเทศไทยข,ามผาน
กับดักไปสู “ประเทศไทย 4.0” ภายในปD พ.ศ.2579 บนวิสัยทัศน' มั่นคง มั่งคั่ง ยั่งยืน จึงเป3นโอกาส
ที่จะขับเคลื่อนธุรกิจพลังงานทดแทนในชุมชนให,พ,นป5ญหาอุปสรรคไปได, นอกจากจะพัฒนาคุณภาพ
ชีวิตชุมชนให,มีความกินดีอยูดี มีความสุข มีรายได,เพิ่มขึ้น สังคมเข,มแข็งแล,ว ยังเป3นการแก,ป5ญหาด,าน
พลังงาน ด,านสิ่งแวดล,อม และภาคเอกชนได,ขยายโอกาสทางธุรกิจในกลุมพลังงานพลังงานทดแทนไป
พร,อมกัน และเป3นสวนหนึ่งในการขับเคลื่อนเศรษฐกิจไทยในที่สุด และท,ายที่สุดนี้ เพื่อให,การพัฒนา
ธุรกิจพลังงานทดแทนระดับชุมชนมีความสมบูรณ'ขึ้น มีข,อเสนอแนะในการทําวิจัยครั้งตอไป อาทิ
แผนที่นําทางเทคโนโลยีและนวัตกรรมเพื่อลดต,นทุนการผลิตและเพิ่มขีดความสามารถให,แขงขันได,ใน
ตลาดตางประเทศ การพัฒนากระบวนการจัดตั้งธุรกิจพลังงานทดแทนระดับชุมชนเพื่อลดขั้นตอนทาง
เอกสาร การจัดตั้งตลาดกลางซื้อขายชีวมวลที่เป3นมาตรฐานสากล โอกาสขยายธุรกิจพลังงานทดแทน

ABSTRACT
Title: The Alternative Energy Business Development
model at Community-level for the implementation in Thai
Economy according to the Civil State principle

This research studies on problems related to the energy generation and the
usage of its alternative sources at community level and compare it with the models
from Japan, Scotland, Australia and People Republic of China. The purpose of this study
is to provide the community-level alternative energy business development model for
the implementation in Thailand’s economy according to the civil state principle. This is a
qualitative research focuses on the model that supports the community-level
alternative energy project in Thailand. The research started with the literature review on
published principles, frameworks and theories. The information from the review is then
analyzed and combined with the information from the expert’s interviews and
community representatives’ interviews. These data then synthesized with the aim to
find the suitable model for alternative energy business development at community
level according to the civil state principle (both general public and government sectors
invest together). The model would help to drive Thailand’s economy toward the
appropriate way. This research resulted in the identification of one of Thailand
weaknesses, which is the lack of knowledge and understanding in the development,
especially, in profit-making principles and the accessibility to investment sources. The
research also found that the Government policy on the Civil State principle that seeks to
strengthen the cooperation among the government, private, public, civil society, and
academic sectors could potentially help Thailand to find the best solutions, as well as,
overcome any shortfalls and hence, bring them closer toward “Thailand 4.0” in 2036.
In relation to this research, the policy with its “Stability Wealthy and Sustainment” vision
could probably be the best opportunity to help the alternative energy business
development at community-level to overcome its obstacles. With this policy, the
business development not only improved the community’s quality of life, happiness, 7
income and better society, but it also offers a feasible solution for energy shortage and
environmental problems. The private sector could also use this opportunity to expand
its related business at the same time. After all, these could contribute to Thailand’s
economy in the end. Finally, for further development of the community-level
alternative energy business, this research provides some recommendations for future
research on the topic such as technology and innovation mappings to reduce
production cost and enhance its capability to become more competitive at international
level, the development of process that can facilitate the establishment of the business
without too much paper works, having a standardized central market for biomass and
expanding its business opportunity toward community-as-its-owner model.
