๑. การพัฒนาสูประเทศไทย ๔.๐ เป7นเป8าหมายสําคัญในการปรับโครงสรางทางเศรษฐกิจ
ของประเทศใหกาวพนจากกับดักประเทศรายไดปานกลาง ขณะที่จุดออนที่สําคัญประการหนึ่งคือบุคลากรดาน
การวิจัยและพัฒนาของประเทศยังไมเพียงพอตอการพัฒนาในระดับกาวหนา จึงตองเรงสรางและเสริม
ศักยภาพ การวิจัยครั้งนี้มีวัตถุประสงค&เพื่อ ๑) ศึกษาสถานภาพการพัฒนานักวิจัย และลําดับความสําคัญใน
การพัฒนานักวิจัยตาม ๑๐ อุตสาหกรรมเป8าหมายของประเทศ ๒) ศึกษาแนวทางการเสริมสรางศักยภาพ
นักวิจัยสูการพัฒนานวัตกรรมและวิสาหกิจในสหภาพยุโรป และ ๓) เพื่อศึกษาความเป7นไปไดที่จะปรับใชแนว
ทางการเสริมสรางศักยภาพนักวิจัยสูการพัฒนานวัตกรรมและวิสาหกิจของสหภาพยุโรปกับประเทศไทย โดย
ขอบเขตของการวิจัยครอบคลุม การเปรียบเทียบขอมูลนักวิจัยและผลลัพธ&งานวิจัยระหวางประเทศไทยกับ
ประเทศสมาชิกใหมของสหภาพยุโรป ศึกษาสถานภาพการพัฒนานักวิจัยสูการพัฒนานวัตกรรมและวิสาหกิจของ
ประเทศไทย ประมวลยุทธศาสตร&การพัฒนานักวิจัยในการผลิตผลงานคุณภาพของสหภาพยุโรปที่ประสบ
ความสําเร็จ รวมทั้ง สัมภาษณ&ผูบริหารและทรงคุณวุฒิ ๑๐ ทาน พบวา สวนใหญเห็นดวยกับการพัฒนา
นักวิจัยควบคูกับการพัฒนาชุมชนนวัตกรรม ผูใหสัมภาษณ&ทั้งหมดเห็นดวยกับการเสริมสรางศักยภาพนักวิจัย
ใหมีความสามารถสอดคลองกับความตองการของอุตสาหกรรมที่พัฒนามาจากแนวคิดของสหภาพยุโรป การ
พัฒนาหลักสูตรปริญญาเอกอุตสาหกรรมที่ตอบโจทย&ของวิสาหกิจ และการหมุนเวียนนักวิจัยระหวาง
ภาคอุตสาหกรรม สถาบันวิจัยและมหาวิทยาลัย รวมทั้ง การพัฒนาชุมชนนวัตกรรม ผูใหสัมภาษณ&ทั้งหมด
เห็นดวยวาควรเตรียมความพรอมของเยาวชนใหเป7นคนดีและเกงที่มีความสามารถในการคิดวิเคราะห& โดย
ผูวิจัยเสนอ “ยุทธศาสตร&การเสริมสรางศักยภาพนักวิจัยสูสังคมเศรษฐก ยุทธศาสตร&การเสริมสรางศักยภาพนักวิจัยสูสังคมเศรษฐกิจฐานนวั ยุทธศาสตร&การเสริมสรางศักยภาพนักวิจัยสูสังคมเศรษฐกิจฐานนวัตกร ิจฐานนวัตกรรม” ซึ่งมีแนวทางในการ
ดําเนินการคือ ๑) การจัดตั้งศูนย&ชุมชนนวัตกรรม ซึ่งทําหนาที่บริหารจัดการและประสานใหเกิดกระบวนการ
สรางนักวิจัยตามความตองการของแตละอุตสาหกรรมเป8าหมาย ที่เชื่อมโยงระหวาง เครือขายมหาวิทยาลัย
เครือขายสถาบันวิจัย และเครือขายวิสาหกิจ ตลอดหวงโซนวัตกรรม แบบครบวงจร ๒) แตงตั้งคณะกรรมการ
เสริมสรางศักยภาพนักวิจัยสูสังคมเศรษฐกิจฐานนวัตกรรมเป7นกลไกการขับเคลื่อนยุทธศาสตร& ๓) การเตรียม
ความพรอมของเยาวชนใหเป7นคนดีมีคุณธรรมและจริยธรรม และ เกงดวยสะตีมศึกษา (Science,
Technology, Engineering, Art and Mathematics-STEAM) ที่จะกาวสูนักวิจัยที่จะพัฒนานวัตกรรม โดย
การปรับหลักสูตรการศึกษาเพิ่มเติม แบงเป7น ๓ ระดับ คือ ระดับประถมศึกษา ระดับมัธยมศึกษา และ ระดับ
ปริญญาตรี และ ๔) การกําหนดมาตรการสรางแรงจูงใจในการสงเสริมนักวิจัยตลอดเสนทางอาชีพ

ABSTRACT
Title: Capacity Building of Thailand Researchers for Innovation–Based Economy

Development towards Thailand 4.0 has been a crucial goal for national economic
restructuring to cross middle income trap, meanwhile, the scarcity of research and
development personnel in the cutting edge level considered to be a weakness. Therefore,
training for more researchers and capacity building across the whole research career must be
hastened. The objectives of this research were (i) to study on Thailand status of researcher
development and priority setting of the 10 national target industries as concerns (ii) to study on
European Union strategies and means for building up capacity of researchers together with
development of innovation and enterprises and (iii) to study the feasibility on capacity building
of Thai researchers oriented to innovation and enterprises. Scope of research covered
comparing of data on researchers and research results among Thailand and new European
Union member states, studying on Thailand status of researcher development for innovation
and enterprise enhancement, compiling European Union successful strategies to support
researchers for creating high quality results, and, interviewing 10 executives and high level
experts in the public and private sectors. Methodologies for processing quantitative data were
percentages, and for qualitative data were content analysis. Results showed that all of the
interviewees agreed on building up capacity of researchers driven by industrial sector, setting up
curriculum of Industrial Doctorates to train researchers for enterprises with mobility of
researchers among universities, industries and research centers. Majority of the interviewees
agreed on establishing innovation community center in every single target industry. All the
interviewees agreed to prepare young generation to be decent and smart with analytical
thinking skills. Proposals and recommendations were (i) policy level should arrange the Capacity
Building of Researchers for Innovation–Based Economy for national strategy to promote across
research career path with budget commitment (ii) operation level should establish centers for
innovation communities as one stop services in each target industry to connect enterprise
network with university network and research center network within the whole value chain, set
up National Committee on Capacity Building of Researchers for innovation-based Economy to
drive the proposed strategy, and arrange quality research workforce with Science-TechnologyEngineering-Art-Mathematics-STEAM education in 3 levels composed of primary, secondary and
first degree levels.
