เรื่อง การพัฒนาชุมชนชาวไทยภูเขาเพื่อความมั่นคงแหงชาติอยางยั่งยืน

การศึกษาวิจัยนี้มีวัตถุประสงคเพื่อศึกษาความเปนมา สภาพปญหาและอุปสรรคของและ
แนวทางการในการพัฒนาและแกไขปญหาประชาชนชาวไทยภูเขาอยางยั่งยืนเพื่อความมั่นคงของชาติ
โดยมีขอบเขตการวิจัยเปนการศึกษาเฉพาะการพัฒนาชีวิตความเปนอยูของประชาชนชาวไทยภูเขา
บนพื้นที่สูง ที่มีถิ่นฐานการตั้งบานเรือนที่อยูอาศัยในเขตพื้นที่สูงของจังหวัดแมฮองสอน ที่หนวย
พัฒนาการเคลื่อนที่ 36 สํานักงานพัฒนาภาค 3 หนวยบัญชาการทหารพัฒนา กองบัญชาการทหาร
สูงสุด ไดรับมอบหมายใหดําเนินการพัฒนาพื้นที่ในจังหวัดแมฮองสอน เปนการวิจัยเชิงคุณภาพ โดย
การศึกษาขอมูลจากการวิเคราะหเอกสาร และบทความ จากการสัมภาษณผูที่เกี่ยวของในพื้นที่
ผลการวิจัย พบวา ชาวไทยภูเขามีความตองการใหแกปญหา ดานความยากจนและอาชีพ
ควรสงเสริมใหประกอบอาชีพเสริม เชน อาชีพธุรกิจทอผาพื้นเมือง ศิลปหัตกรรมพื้นบานประจํา
ทองถิ่น ดานโครงสรางพื้นฐาน ควรสรางถนนหนทางเพื่อสะดวกในการไป-มาหาสูกัน มีไฟฟาเขาถึง
ทุกพื้นที่ในถิ่นธุรกันดาร ดานการเกษตร ควรมีแหลงน้ําเพื่อทําการเกษตรใหเพียงพอตอความตองการ
สงเสริมใหทําเกษตรตามแนวปรัชญาเศรษฐกิจพอเพียง มีตลาดรองรับสินคาทางการเกษตร ดาน
การศึกษา ประชาชนมีความยากจน ไมสามารถเขารับการศึกษาในระดับสูงได ควรสงเสริม
ทุนการศึกษาใหกับเด็กที่ยากจนแตเรียนดีจัดหาครูผูสอน และอุปกรณการเรียนการใหเพียงพอกับ
จํานวนผูเรียน ดานสาธารณสุข ใหมีการบริการสาธารณสุขอยางทั่วถึง และมีแพทยใหบริการได
ทันทวงทีในกรณีที่เกิดอุบัติเหตุฉุกเฉิน ดานความมั่นคงและความปลอดภัยในชีวิตและทรัพยสิน จาก
การเสพ การคายาเสพติด ควรมีสงเสริมใหมีกิจกรรมตอตานยาเสพติดใหหมดไป ดาน
ทรัพยากรธรรมชาติและสิ่งแวดลอม ควรสรางจิตสํานึกใหชวยกันรักษาทรัพยากรธรรมชาติ ไมทําลาย
และเผาปา ควรจัดกิจกรรมปลูกปาทดแทน ดานการทองเที่ยว สงเสริมใหมีการประชาสัมพันธ
สถานที่ทองเที่ยว จัดอบรมประชาชนเพื่อเปนไกดแนะนําสถานที่ทองเที่ยว และสินคาที่เปนเอกลักษณ
เฉพาะทองถิ่นได ดานการบริหารจัดการภาครัฐ เจาหนาที่รัฐควรทํางานเชิงพื้นที่ เขาหาประชาชน
ดูแลประชาชนใหทั่วถึง มีความซื่อสัตย โปรงใส และสามารถตรวจสอบไดดานการศาสนา ประเพณี
และวัฒนธรรม ควรอนุรักษและสืบทอดประเพณี วัฒนธรรมทองถิ่นใหกับบุคคลรุนหลังในอนาคต
ตอไป ดานการคา การลงทุน และการคาชายแดน เปดการคาชายแดนเปนรูปธรรม เพิ่มจุด
แลกเปลี่ยนการคาใหมากขึ้น ปรับปรุงถนนหนทางในการคาชายแดนใหสะดวกสบายมากขึ้น ปฏิบัติ
ตามกฎหมายวาดวยการคาชายแดน เพื่อแกปญหาสินคาหนีภาษี

ABSTRACT
Title The development of Thai hill tribe community for the sustainable national
security.

The research’s objective is to study background, problem and hindrance of the Thai
hill tribe community and approaches to develop and solve them for the sustainable national
security. The research’s scope is particularly to study the development of Thai hill tribe people’s
living community that are settled in Mae Hong Son’s high areasunder the supervision of Mobile
Development Unit 36, Office of the Development Area 3, Military Development Command of
Supreme Command Headquarters. This unit has been assigned to operate the development in Mae
Hong Son provincial areas. The research is conducted through qualitative approach relying on
data from documentaries and articles analysis.
The research finds that Thai hill tribe locals want the involved authorities help solve
problems in poverty and occupations, and should enhance part time occupations such as local
weaving business, local arts and crafts. In addition, concerning the infrastructure, the authorities
should build more roads for the convenient transportation, having electricity lining into the
remote areas; about the agriculture, should have water reservoirs enough to support
themfollowing the sufficiency economy concept as well as having markets to absorb those
agricultural products; relating to the education, the poor families that could not support their
children to higher studiesshould receive public scholarships for those poor but good educational
records, and providing teachers and educational tools enough for the students; concerning
healthcare, should distribute healthcare services widely and having doctors to give immediate
service in case of emergency accidents; involving the security and safety in life and property due
to the use of illegal narcotics, the authorities should enhance the activities of anti-narcotics;
relating to the national resources and environment, should create consciousness of saving national
resources, not destroying and burning forests, and setting up the reforestation activities; involving
the tourism, should support public relations of interesting places, training locals to be tourist2
guides to promote places and products that are symbols of the areas; concerning the public
management, the officials should work in area-based approaching people and taking care them
widely, with honesty, transparency and accountability; relating to religion, tradition and culture,
should preserve and inherit them for the new generations; and involving the trade, investment and
border trade, should open them concretely, increasing the trading exchange point, improving
conveniently border roads, and strictly enforcing border trade laws to solve problem of illegal tax
evasion.
